HomeMy WebLinkAboutR-98-1100J-98-1103 10/28/98 RESOLUTION NO. 9 8- I 0 0 A RESOLUTION ACCEPTING AN ENVIRONMENTAL JUSTICE GRANT FROM THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY IN THE AMOUNT OF $77,134 FOR THE PURPOSES SPECIFIED HEREIN; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO ACCEPT SAID GRANT. WHEREAS, the City of Miami has been awarded a grant from the Federal Environmental Protection Agency (EPA), in the amount of $77,134, to operate a new program entitled the Allapattah Produce Market Environmental Justice Program; and WHEREAS, the goal of this program is to stop the illegal dumping of produce refuse, shopping carts, and other solid waste items in the Allapattah produce market area by presenting environmental awareness programs to neighborhood merchants and residents; and WHEREAS, this grant will also create jobs for homeless persons to do work related to maintaining the public areas of the produce market, with no matching funds required by the City; and WHEREAS, any purchases and professional service agreements using the funds from this grant shall comply with applicable city code purchasing requirements; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the CITY COM USF40H MEETING OF NOV 1 7 1998 Resolution No. 98-110U Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. An Environmental Justice Grant from United States Environmental Protection Agency ("EPA"), in the amount of $77,134, to be used for the operation of a new program entitled the Allapattah Produce Market Environmental Justice Program, is hereby accepted. Section 3. The City Manager is hereby authorizedY to execute the necessary documents, in a form acceptable to the City Attorney, to accept said grant and implement the program. Section 4. If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. War aw sh City Manager RECOMMENDATION: CA-8 DATE: NOV FILE: SUBJECT: Resolution to Accept a Grant from the U.S. Environmental Protection Agency REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission approve the attached Resolution authorizing the City Manager to accept a grant in the amount of $77,134 from the United States Environmental Protection Agency. BACKGROUND: The City has been awarded a grant from the Federal Environmental Protection Agency (EPA) in the amount of $77,134 to operate a new program called the Allapattah Produce Market Environmental Justice Program. The purpose of this program is to stop illegal dumping of solid waste, expired produce, shopping carts and other items in the general vicinity of the Allapattah Produce Market and the Upper Wagner Creek area. The project will teach produce merchants how to prevent environmental pollution, will work with Allapattah residents to raise their level of environmental awareness, and will employ several homeless people to clean the public areas of the produce market. There is no local match required by the EPA. The project will be managed by the Allapattah NET Office. DHW/bb 98-1100
