("AREEA") TO PROVIDE PROFESSIONAL CONSULTANT AND APPRAISAL SERVICES TO ASSIST THE CITY IN ENSURING COMMERCIAL REAL PROPERTY SITUATED IN THE CITY OF MIAMI IS BEING ASSESSED AT "JUST VALUE"; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH AREEA FOR SAID SERVICES, IN AN AMOUNT NOT TO EXCEED $75,000; ALLOCATING FUNDS THEREFOR FROM ACCOUNT NO. 921002-270. WHEREAS, pursuant to City Commission directives, Qualification Statements and Proposals were requested from experienced individuals, groups or companies to assist the City in ensuring that Miami -Dade County is accurately assessing commercial real property situated in the City of Miami; and WHEREAS, an advertisement was placed in the Daily Business Review and solicitation letters were mailed to eighty-eight (88) consultants; and WHEREAS, on August 26, 1998, the City received five (5) proposals in response to said request for Qualification Statements and Proposals, one of which was later withdrawn; and WHEREAS, four (4) firms were interviewed in response to said CITY COMMSION MEETING OF 0 CT 2 7 1998 Resolution No. .9b-1064 solicitation; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The proposal of Appraisal and Real Estate Economics Associates, Inc. ("AREEA11) to provide professional consultant and appraisal services to assist the City in ensuring commercial real property situated in the City of Miami is being assessed at "just value" is hereby accepted. Section 3. The City Manager is hereby authorizedl/ to negotiate and execute an agreement, in a form acceptable to the City Attorney, with AREEA at a cost not to exceed $75, 000, with funds therefor hereby allocated from Account No. 921002-270, for said services. Section 4. Warshaw City Commission Meeting City Manager ENCLOSURES: October 13, 1998 RECOMMENDATION: The administration recommends that the City Commission adopt the attached Resolution accepting the proposal of Appraisal and Real Estate Economics Associates, Inc. (ARREA) to provide professional consultant and appraisal services to assist the City in ensuring commercial real property situated in the City of Miami is being assessed at `just value". This Resolution further authorizes the City Manager to negotiate and execute an agreement, in a form acceptable to the City Attorney, with AREEA for these services in an amount not to exceed $75,000, with funds therefor hereby allocated from Account No. 921002-270. BACKGROUND: In accordance with the direction of the City Commission, the City requested Qualification Statements and Proposals from experienced individuals, groups or companies to assist the City in ensuring that Miami -Dade County is accurately assessing commercial real property situated in the City of Miami. An advertisement was placed in the Daily Business Review and a solicitation letter was mailed to 88 consultants. On August 26, 1998 the City received proposals from the following five firms: 1) Appraisal and Real Estate Economics Associates, Inc. (AREEA) 2) Delahanty and Associates, Inc. and Carlton Cole, MAI 3) Florida Appraisal Service Team, Inc. 4) Municipal Tax Bureau (MTB) 5) Waronker and Associates, Inc. Following receipt of the proposals, Florida Appraisal Service Team, Inc. withdrew its proposal. The Office of Asset Management invited the members of the Property and Asset Review Committee to participate in the interviews of the four remaining proposers. On September 4, 1998, the interviews were conducted. Individuals in 98-106"4 The Honorable Mayor ai,u Members of the City Commission Page 2 attendance included Laura Billberry and Madeline Valdes of the Office of Asset Management, and Jorge Calil, Moreno Habif and Ruben Oliva, members of the Property and Asset Management Review Committee. After considering the experience, resources, familiarity with the local market and approach to work, the Office of Asset Management is recommending AREEA as the proposed consultant for these services.
