HomeMy WebLinkAboutR-98-1059J-98-1079 10/16/98 RESOLUTION NO. 9 8- 10 5 9 A RESOLUTION AUTHORIZING THE FUNDING OF A PLAY PRODUCED IN CONJUNCTION WITH THE COCONUT GROVE PLAYHOUSE, IN AN AMOUNT NOT TO EXCEED $100,000.00; ALLOCATING FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NOS. 690001, 690002, AND 690003, SUCH EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE SHARING," AND FLORIDA STATE STATUTE 932.7055, AS AMENDED. WHEREAS, the U.S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statute 932.7055, as amended, authorize the expenditure of forfeited cash or proceeds for certain law enforcement purposes; and WHEREAS, a large number of students from the City of Miami and Dade County areas have experienced disruption in their lives due to crime and domestic violence; and WHEREAS, young people are challenged by their culture, environment and family situation which may lead them to solve problems through violence, substance abuse or crime; and WHEREAS, the theater is an effective medium for the transmission of information to students regarding critical issues CITY CO MSSION M MING OF OCT 2 7 1988 Iiasohlum No. related to substance abuse, crime and violence; and WHEREAS, five prior productions, "Going for the Win," "Agape," "BX Blue," "Breaking the Cycle," and "Burning Dreams," were highly successful and were presented to over 500,000 students; and WHEREAS, the cast members will be trained in the area of counseling and will conduct post performance discussions; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with the U.S. Department of the Treasurys "Guide to Equitable Sharing" and Florida State Statute 932.7055, as amended; and WHEREAS, funds to cover the necessary expenses required for this production are available in the City of Miami Law Enforcement Trust Fund, Project Nos. 690001, 690002 and 690003; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Funding of a play, produced in conjunction with the Coconut Grove Playhouse, in an amount not to exceed $100,000, is hereby authorized, with funds therefor hereby allocated from the Law Enforcement Trust Fund, Project Nos. 690001, 690002, and 690003, such expenditure having been approved by the Chief of Police as complying with U.S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statute 932.7055, as amended. Section 4. Warshaw REFERENCES: Coconut Grove Playhouse City Manager In -School Touring Program ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing funding, in the amount of $100,000, for the production of a play, in conjunction with the Coconut Grove Playhouse In -School Touring Program. Funding is available from the Law Enforcement Trust Fund, Project Numbers 690001, 690002, and 690003. BACKGROUND The Police Department supports the efforts of community groups and programs addressing such critical issues as substance abuse, crime, domestic violence, prejudice, interracial conflict, poverty, and many others. The Coconut Grove Playhouse is the largest regional theater in the State of Florida and maintains a continuous commitment to our community. The Playhouse is located within the City of Miami and is recognized nationally. Over the past several years, this institution has demonstrated its commitment to educational programs relating to theater and its influence on young people. The Playhouse, in conjunction with the City of Miami and the Miami Police Department, has produced several plays which dealt with the effects of domestic violence, youth violence, substance abuse, prejudice, and interracial conflict and the responsibility young people have for the choices they make and the effects these choices will have on their lives. Cast members, trained in counseling, follow each presentation with post performance discussions. These plays and others previously presented by the Playhouse have been seen by over 500,000 students.
