A RESOLUTION CERTIFYING THAT RIVERMONT SOUSE,
AN AFFORDABLE HOUSING PROJECT, LOCATED AT 789
NORTHWEST 13TH AVENUE, MIAMI, FLORIDA, AND
BEING REHABILITATED BY CARRFOUR CORPORATION,
IS CONSISTENT WITH THE MIAMI COMPREHENSIVE
NEIGHBORHOOD PLAN 1989-2000 AND THE COMMUNITY
DEVELOPMENT BLOCK GRANT CONSOLIDATED PLAN;
DIRECTING THE CITY MANAGER TO FORWARD A COPY
OF THIS RESOLUTION TO THE STATE OF FLORIDA,
OFFICE OF TOURISM, TRADE AND ECONOMIC
DEVELOPMENT.
WHEREAS, in the City of Miami, there exists a severe
shortage of housing within the affordability range of families
and individuals of low and moderate -income; and
WHEREAS, the City Commission recognizes that the
participation of both the public and private sectors is necessary
to foster development of housing affordable to low and moderate
income families and individuals ("Affordable Housing,") in the
City; and
WHEREAS, in support of development and rehabilitation of
such Affordable Housing the City has provided funding to Carrfour
Corp. ("Carrfour") to rehabilitate Rivermont House, located at
789 Northwest 13th Avenue, Miami, Florida; and
WHEREAS, Carrfour's rehabilitation of Rivermont House is
nearly completed and is in conformity with the Miami

Comprehensive Neighborhood Plan 1989-2000 and the Community
Development Black Grant Consolidated Program; and
WHEREAS, pursuant to Section 220.183, Florida Statutes, the
Community Contribution Tax Credit Program provides an incentive
to encourage Florida corporations to make donations toward
community development and low income housing projects to eligible
sponsors of such projects; and
WHEREAS, Carrfour is desirous of becoming an eligible
sponsor for this project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. It is hereby certified that the Rivermont
House project, affordable to low-income and moderate income
individuals, is being rehabilitated by Carrfour in the Little
Havana area, located at 789 Northwest 13th Avenue, Miami,
Florida, and is consistent with the Miami Comprehensive
Neighborhood Plan 1989-2000 and the Community Development Block
Grant Consolidated Plan.
Section 3. The City Manager is hereby directed to
forward a copy of this Resolution to the State of Florida, Office

of Tourism, Trade and Economic Development.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor11.

1/ If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted. If the
Mayor vetoes this Resolution, it shall become effective immediately upon
override of the veto by the City Commission.

Commissioner ENCLOSURES:
I respectfully request to bring up a pocket item at today's City Commission meeting
regarding Rivermont House, an affordable housing project being rehabilitated by
Carrfour Corporation. The purpose of the resolution is to certify Carrfour for the
Community Tax Credit program offered by the State of Florida, thus offering an
incentive to corporations and guaranteeing state tax funds go towards affordable housing
in the City of Miami.
