A RESOLUTION, BY 4/5THS AFFIRMATIVE VOTE OF
THE MEMBERS OF THE CITY COMMISSION,
RATIFYING, APPROVING AND CONFIRMING THE CITY
MANAGER'S FINDING OF AN EMERGENCY, AND
APPROVING THE AWARD OF A CONTRACT TO WEISS &
WOOLRICH SOUTHERN ENTERPRISES, INC., FOR THE
"COCONUT GROVE CONVENTION CENTER OFFICE ROOF
REPLACEMENT, B-6304" PROJECT; ALLOCATING
FUNDS THEREFOR IN THE AMOUNT OF $42,000.00 TO
COVER THE CONTRACT COST AND $4,080.00. TO
COVER THE ESTIMATED EXPENSES, FOR AN
ESTIMATED TOTAL AMOUNT OF $46,080.00, AS
APPROPRIATED BY THE FY 1997-1998 CAPITAL
IMPROVEMENT ORDINANCE NO. 11623, AS AMENDED,
PROJECT NO. 325006;
WHEREAS, the Coconut Grove Convention Center office roof had
several interior leaks and needed immediate repair; and
WHEREAS, on August 18, 1998, the Department of Public Works
received formal sealed bids for the project entitled "Coconut
Grove Convention Center Office Roof, B-6304 and the contract for
the project was awarded on an emergency basis; and
WHEREAS, the lowest and most responsive bidder was Weiss &
Woolrich Southern Enterprises, Inc.; and
WHEREAS, the roof replacement was needed immediately and
before the bid acceptance could be placed on the next commission
agenda for approval; and
WHEREAS, the Department of Public Works wishes to ratify,

approve, and confirm the award of this emergency contract award;
and
WHEREAS, the City Manager and the Director of the Department
of Public Works recommend that the bid from Weiss & Woolrich
Southern Enterprises, Inc., be accepted as the lowest responsible
and responsive bid; and
WHEREAS, funds for said were appropriated by the
FY 1997-1998 Capital Improvement Ordinance No. 11623, as amended,
under Project No. 325006;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a 4/5ths affirmative vote of the members
of the City Commission, ratifying, approving, and confirming the
City Manager's finding of an emergency situation, and approving a
contract award to Weiss & Woolrich Southern Enterprises, Inc.,
for "Coconut Grove Convention Center Office Roof, B-630411, with a
contract cost of $42,000 and estimated expenses incurred by the
City in the amount of $4,080, with funds therefor hereby
allocated from Capital Improvement Project No. 325006.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.1/

It is respectfully recommended that the City Commission adopt the attached Resolution
ratifying, approving and confirming the findings of the City Manager and authorizing the
EMERGENCY execution of a contract in the amount of $42,000.00 with WEISS &
WOOLRICH SOUTHERN ENTERPRISES, INC., for the project entitled Coconut Grove
Convention Center, Office Roof Replacement, B-6304.
BACKGROUND
The Coconut Grove Convention Center office is seriously deteriorated with numerous
interior leaks which require immediate repair. Due to the serious water intrusion, the
facility Manager was forced to vacate his office. This condition is not only an
inconvenience to staff but a hazard to our prospective clients and visitors.
Because of the time restrictions imposed by the rainy season, the City Manager directed
the Public Works Department to prepare specifications and to receive bids. On August
18, 1998, the Public Works Department received formal bids for this project and the
lowest responsive and responsible bid received was from Weiss & Woolrich Southern
Enterprises, Inc., in the amount of $42,000.00.
It is now recommended that the City Commission adopt the enclosed Resolution
ratifying, approving and confirming the findings of the City Manager and authorizing the
emergency contracting of Weiss & Woolrich Southern Enterprises, Inc., a non -minority
controlled corporation, in the amount of $42,000.00 for the project entitled Coconut
Grove Convention Center Office Roof Replacement, B-6304. Funds are available to
cover the contract cost and for such incidental items as postage, blueprinting, advertising
and reproduction costs.

The "emergency" memo prepared by the Department of Conferences, Conventions
and Public Facilities (CCPF) for replacement of the Coconut Grove Convention
Center office roof, and approved by you on July 10, 1998, requested authorization
to proceed to obtain informal bids on an emergency basis. Although CCPF'S intent
was to have the roof replaced as soon as possible, they did not include the award
of a construction contract in their emergency request.
The Department of Public Works received bids on a formal basis since the project
was ready to be advertised for bid when the "Emergency" memo was received.
Although it may be a technicality, we would like to formally request your approval
to award a .contract on an emergency basis and to submit a resolution for City
Commission action at the earliest possible date to ratify and confirm your action in
aw rding this contract on an emergency basis.

This memorandum serves to request your authorization to proceed on an emergency basis to obtain
informal bids for the replacement of the Coconut Grove Convention Center office roof.
Attached is a memorandum dated June 24, 1998 from Allan Poms, and other related memoranda
referring to the roof replacement of the offices at the Coconut Grove Convention Center. It has
become a serious situation as the roof has deteriorated with numerous interior leaks, and needs
immediate attention. Due to the serious water intrusion, Greg Wright, the Convention Center
Manager, has had to vacate his office. It is not only an inconvenience for staff, but an
embarrassment to expose clients to offices in such deplorable condition. Funding is available for
this roof replacement from CIP Project 415003.
