A RESOLUTION, ACCEPTING THE RECOMMENDATION OF
THE CITY MANAGER TO APPROVE THE FINDINGS OF
THE EVALUATION COMMITTEE THAT THE MOST
QUALIFIED FIRMS, IN RANK ORDER, ARE: 1)
INSTITUTE OF GOVERNMENT AT F.I.U., AND 2)
PUBLIC SAFETY INTERNATIONAL, TO PROVIDE HUMAN
DIVERSITY TRAINING FOR SWORN PERSONNEL OF THE
CITY OF MIAMI POLICE DEPARTMENT; AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN
AGREEMENT, WITH THE TOP RANKED FIRM, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR A
TOTAL SUM NOT TO EXCEED $135,000.00, FOR AN
INITIAL TERM OF TWO (2) YEARS, WITH THE
OPTION TO EXTEND FOR AN ADDITIONAL ONE (1)
YEAR PERIOD, FURTHER AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT
WITH THE SECOND RANKED FIRM SHOULD

CHIEF OF POLICE AS COMPLYING WITH THE
PROVISIONS OF THE U.S. TREASURY DEPARTMENT'S
"GUIDE TO EQUITABLE SHARING" AND FLORIDA
STATUTE, SECTION 932.7055, AS AMENDED;
WHEREAS, Requests for Proposals (REP) were mailed to
forty-seven (47) firms seeking a board range of responses from
experienced
training for
and qualified firms to provide
sworn personnel of the City
human diversity
of Miami Police

Department; and
WHEREAS, the Evaluation Committee evaluated the eight (8)
proposals received in response to the RFP and recommended the top
two (2) firms, in rank order, 1) Institute of Government at
F.I.U., and 2) Public Safety International, as the most qualified
to provide the required professional services; and
WHEREAS, the City Manager accepted the findings of the
Evaluation Committee that the Institute of Government at F.I.U.,
and Public Safety International are the most qualified firms to
provide human diversity training to the Police Department;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Commission hereby accepts the
recommendation of the City Manager to approve the findings of the
Evaluation Committee that the most qualified firms, in rank
order, to provide human diversity training for sworn personnel of
the City of Miami Police Department are: 1) Institute of

Government at F.I.U., and 2) Public Safety International.
Section 3. The City Manager is hereby authorizedlI to
negotiate and execute an agreement, in a form acceptable to the
City Attorney, with the Institute of Government at F.I.U., for a
total sum not to exceed $135,000.00, for an initial term of two
(2) years, with the option to extend for an additional one (1)
year period, with funds therefor hereby allocated from the Law
Enforcement Trust Fund Project Nos. 690001, 690002 and 690003,
such expenditures having been certified by the Chief of Police as
complying with the provisions of the U.S. Treasury Department's
"Guide to Equitable Sharing" and Florida Statute, Section
932.7055, as amended.
Section 4. The City Manager is further authorized1l to
negotiate and execute an agreement, in a form acceptable to the
City Attorney, with the second ranked firm should negotiations
fail with the Institute of Government at F.I.U.
Section 5. This Resolution shall become effective

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
approving the findings of the RFP Human Diversity Training Evaluation Committee as to the
most qualified firms, in rank order, to provide human diversity training for the Department of
Police; authorizing the City Manager to negotiate and execute an agreement for Human
Diversity Training for an initial term of two (2) years, with the option to renew for one (1)
additional year, at a total cost not to exceed $135,000.00 for the three years. Funds are available
from the Law Enforcement Trust Fund Project Nos. 690001, 690002 and 690003.
BACKGROUND
This training program is to provide human diversity training for sworn personnel of the
Department of Police. This training is a State mandated requirement for recertification of law
enforcement officers, and it is anticipated that all departmental sworn personnel will be trained
by October 2000. Failure to provide this training will cause decertification of the officers.
Proposals received pursuant to Request for Proposals (RFP) No. 97-98-056, have been analyzed
by an Evaluation Committee to identify a firm with the ability to train in the courses of
Professionalism and Ethics, Interdependent Relationships, and Homeless Sensitivity. Forty-
seven (47) RFPs were mailed and eight (8) responses were received. The Evaluation Committee
recommended the following two (2) firms, in rank order: 1) Institute of Government at F.I.U.,
a Non-Minority/Local vendor, located at 150 SE 2nd Avenue, Miami, Florida; and 2) Public
Safety International, a Hispanic/Miami-Dade County vendor, located at 8155 NW 33rd Street,
Miami, Florida.
The Police Department recommends that the City Commission accept the findings of the
Evaluation Committee and authorize the City Manager to negotiate and execute an agreement,
with the top ranked firm, in a form acceptable to the City Attorney, for an initial term of two (2)
years with the option to renew for one (1) additional year, at a total cost not to exceed
$135,000.00 for the three years. In the event negotiations with the Institute of Government at
F.I.U. are not successful, the City Manager would be authorized to enter into negotiations and
execute an agreement with the second ranked firm.

Scope of work
-The Evaluation Committee rnet several times to review the proposals tendered in
response to the RFP extended by the Miami Police Department. The RFP was issued
in order to select the provider for the state mandated Human Diversity Training for
Miami law enforcement officers for. In initial contract of two years, with an option for the
City to extend the contract for one @dditional year. This extension, if exercised shall be
at the sole discretion of the City, ar4. at the same terms, conditions and pricing.
The period of the engagement should begin in October, 1998 and last through
October, 2000, during which time approximately 1300 officers will receive the training.
The selected consultant will provide„e minimum of 40 two-day training sessions and
one training session for Staff and Command Officers. All classes will be conducted in a
facility which satisfies all FDLE established requirements, and *11 have a maximum of
25 students per class.
The consultant selected will provide 16 hours of state -certified Criminal Justice
Standards and Training Commission mandated'Human Diversity Training Courses' for
the Department of Police. The courses shall include 8 hours of Professionalism and
Ethics, and 8 hours of Interdependent Relationships, including Homeless Sensi6ivity
Training, based on the cultural diversity courses developed and approved by the
CA.S.T.C..
Evaluation
The eight submitted proposals were read, studied and evaluated by the
committee members and advisors on August 6, 1998, and presentations were
requested of the five following proposers:
Switchboard of Miami, Inc.
Public Safety International
Global Training Associates, Inc.
Institute of Government at Florida International University
Tokley and Associates
The Evaluation Committee met at 9:00 am on Friday, August 14, 1998 to witness
presentations from the top five selected proposers, which meeting ended at
approximately 5:45pm. The entire meeting, including presentations, question periods,
and all discussions by the Evaluation Committee were tape recorded by City staff.
Excepting for Tokley and Associates which made their presentation via
telephone due to a prior commitment out of state, the rest of the proposers made
presentations in person before the committee.

The presentations were formatted to include:
A. A presentation by the proposer to the committee --for 20 minutes
_ 2. A question and answer period by the committee - no time limitation
3. A time for committee discWssion and evaluation by the committee members in
between each presentation,
4. Necessary time for individual written scoring of each proposer.
At the end of the last presentation," evaluation, the committee discussed the
proposers as a whole, once again;Javiewing and evaluation their prior score, making
adjustments as desired, until final: ies were arrived at.
One of the members of the Evaluation Committee, Major Jorge Manresa, was
required .to be at an emergency meeting of the City Commission, and could not be
present for all of the presentations.' Tape recordings of the presentations and
discussions were given to him on Friday afternoon, who upon his review on 8116198,
submitted his scoring sheets on Monday, August 17, 1998.

The proposal selected by the Evaluation Committee as the number one choicb
was the Institute of Government at F.I.U., and is hereby=recommended by the
committee to the City Manager for his approval, and the establishment of contractual
negotiations as approved by the Miami City Commission.
Recommended Proposal
Institute of Govemment at Florida International University
The Institute of Government at F. I. U has been in existence for 18 years, and was
established to .develop a link between government and higher education. The
proposed training will take place .at Florida International University, North Campus in
the Wolfe University Center.
The F.I.0 training program will be conducted by Jane A Torres and Claude H.
Hurst, who individually as well as collectively have designed and implemented
diversity, ethics and professional response training to more than 15 law enforcement
-agencies, including Metro -Dade, West Palm Beach, City of Miami, Sarasota, Yonkers -
New York, and Broward Criminal Justice Institute among others.
Hurst and Torres participated in the development of the human diversity traininf
curriculum, and actually wrote the two modules - Professionalism and Ethics and
Interdependent Relationships - which will be used by the City of Miami, as requested in
the RFP.
The culturally diverse team demonstrated a thorough understanding of the
culture, diversity and demographics of the City of Miami, and the requirements of law
enforcement training.
The proposal includes 16-hour training programs for 1300 officers at a total cost
Of $119,680.
Second Ranked Proposal
Public Safety Intemational
The training team at PSI is composed of Clarke Zen, Miriam Lorenzo, and Wiley
Huff, all Criminal Justice Standards and Training Commission certified police
instructors. Team experience includes training police and corrections officers in Dade,
Broward and Monroe counties, Dade County Police Chiefs, Coral Gables Police
Department, and the National Organization of Black Law Enforcement Executives.
Mr. Clarke Zen who would be responsible for conducting 80% of the training,
was the chairman of the statewide task force that developed the human diversity
training into its current state -mandated format. He is not new to the City of Miami, as

he served as the local facilitator for the training presented to Miami police officers by
NOBLE during the last training cycle at the City of Miami.
PSI is owned by Antelmo Torrades, a former Miami police officer with 14 years of
experience in the Miami Police Department. His last assignment was as training
coordinator of the MPD Training Unit. He offers a deep knowledge and understanding
of local issues, Miami Police Department policies and procedures, schedules, and
requirements.
The proposal includes 16-hour training programs for 1300 officers at a total cost
of $209,600.
Important Note:�`�=
Should negotiations fail to succeed with the number one ranked selection,
(Institute of Government at F.I. U.), the Evaluation Committee hereby recommends that
-the City Manager establish contractual negotiations with the number two ranked
selection (Public Safety Intemational).
The Evaluation Committee felt strongly that it should withdraw its
recommendation to the City Manager to proceed beyond the top two selections, and
does not recommend contractual negotiabons be established with any other proposers
The Committee, instead, would prefer to exercise its option to reconvene again for
further analysis, should negotiations with the top two selections fail.
