RESOLUTION NO.
A RESOLUTION AUTHORIZING THE PAYMENT OF FEES
FOR LEGAL SERVICES PROVIDED TO THE CITY OF
MIAMI BY THE LAW FIRM OF HOLLAND & KNIGHT FOR
ASSISTANCE IN OBTAINING THE WAIVER OF DEED
RESTRICTION ON WATSON ISLAND IN CONNECTION
WITH THE PARROT JUNGLE PROJECT; ALLOCATING
FUNDS THEREFOR, IN THE AMOUNT OF $50,000 IN
FULL PAYMENT, FROM LEGISLATIVE LIAISON FUNDS
ACCOUNT, ACCOUNT CODE NO. 920216-270 FOR SAID
SERVICES.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The payment of fees for services provided to
the City of Miami by the law firm of Holland & Knight for
assistance in obtaining the waiver of deed restriction on Watson
Island in connection with the Parrot Jungle Project, is hereby
authorized, with funds therefor, in the amount of $50,000 in full
payment, hereby allocated from Legislative Liaison Funds, Account
Code No. 920216-270, for said services.
Section 2. This Resolution shall become effective

1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

Payment of legal fees to Holland and Knight
RE: Parrot Jungle Project (J-98-609)
I have received invoices totaling $74,747.37 from the law firm of Holland & Knight for services
provided related to the deed restriction on Watson Island and the Parrot Jungle Project. The firm
has agreed to accept $50,000, in full payment of the amount due, which amount reflects a blended
hourly rate of $150 per hour and includes expenses.
From 1995 through 1997 said firm assisted the City in obtaining the waiver of a deed restriction
from the State of Florida. Members of the firm met with State officials and prepared documents
and supporting material in an effort to resolve numerous issues related to the request by the City to
modify deed restrictions to allow the City to lease a portion of Watson Island to the Parrot Jungle
for a botanical gardens. Commissioners appeared with members of the firm before the Cabinet and
Governor. The services provided by Holland & Knight related to this issue concerned matters which
were not covered in the agreement the firm had with the City for lobbying.
I recommend payment of the reduced amount of $50.000. The attached proposed resolution
authorizes the payment for the services rendered. Funds will be allocated from Legislative Liaison
Funds Account, Account Code No. 920216-270.
