HomeMy WebLinkAboutR-98-1023J-98-1022 10/1/98 RESOLUTION NO. 9 S -10 2 3 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ALLOCATE FUNDS TO THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT FOR THE PAYMENT OF OUTSTANDING INVOICES AND THE PROCUREMENT OF BACKGROUND INVESTIGATION SERVICES FOR THE DEPARTMENT OF HUMAN RESOURCES; ALLOCATING FUNDS THEREFOR IN AN AMOUNT NOT TO EXCEED $11,140 FROM THE GENERAL OPERATING BUDGET OF THE DEPARTMENT OF HUMAN RESOURCES, ACCOUNT NO. 001000.270101.6.270; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR SAID SERVICES. WHEREAS, Resolution No. 78-110 authorized background investigations on Directors and Assistant Department Directors and this policy has been expanded to include all employees; and WHEREAS, the Florida Department of Law Enforcement will conduct background investigations for the Department of Human Resources; and WHEREAS, invoices for such investigations for FY 1997-1998 remain unpaid in the amount of $3,140.00; and WHEREAS, funding is available for the payment of those outstanding invoices and the procurement of background CITY COMKMOW MEETING QF 0 C T 13 1998 a.olutwn No. 98-1023 investigation services for FY 1998-1999 in an amount not to exceed $8,000, from the General Operating Budget of the Department of Human Resources, Account No. 001000.270101.6.270; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to allocate funds to the Florida Department of Law Enforcement for the payment of outstanding invoices and the procurement of background investigation services for the Department of Human Resources, in an amount not to exceed $11,140; allocating funds therefor from the Department of Human Resources, Account No. 001000.270101.6.270. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order CIO- 10z3 for said services. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor". If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. 3- 98-10z3 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members DATE: of t4C—ommission SUBJECT: FROM: Oarshaw REFERENCES: City Manager ENCLOSURES: RECOMMENDATION 32 ^^- FILE: Background Investigations It is respectfully recommended that the City Commission adopt the attached resolution authorizing the payment of outstanding invoices and the procurement of background investigation services for fiscal year 1998-99 from the Florida Department of Law Enforcement (FDLE) to conduct background investigations for the Department of Human Resources, for a total amount not to exceed $11,140 (FY `98-$3,140 and FY `99-$8,000). Funds are available in the Department of Human Resources' account number 001000.270101.6.270. BACKGROUND Resolution No. 78-110 authorized background investigations on Directors and Assistant Directors of City Departments. Over the years, this policy has been expanded to cover all employees. The Department of Human Resources coordinates the background investigation process for all new hires with the exception of Miami Police Department personnel and sworn Fire -Rescue personnel. The FDLE check which consists of a statewide criminal records check, represents just one component of the background investigation process. In conjunction with the FDLE check, the Miami Police Department performs a local criminal records check, motor vehicle records check and for designated classifications, verification of education and previous employment. Historically, FDLE has conducted background investigations for the Department of Human Resources, however, with the expansion of the employees covered, the number of backgrounds conducted has increased. Additionally, the Department of Parks and Recreation Summer Program has also contributed to the increase in the number background investigations conducted. Funding in the amount of $11,140 (FY `98-$3,140 and FY `99-$8,000) has been appropriated in the Department of Human Resources' account number 0010((00.270101.6.270.
