HomeMy WebLinkAboutR-98-1020J-98-1249 10/13/98 RESOLUTION NO. .9 8 - 1. 0 G l A RESOLUTION DIRECTING THE CITY MANAGER TO NEGOTIATE WITH LOCKHEED MARTIN IMS, ADVANCED DATA PROCESSING, INC. AND MEDAPHIS CORPORATION FOR THE PROCUREMENT OF EMERGENCY MEDICAL SERVICES BILLING AND/OR COLLECTION SERVICES, BASED UPON SUCH SPECIFICATIONS AS HE DEEMS APPROPRIATE AND MOST ADVANTAGEOUS FOR THE CITY OF MIAMI, AND TO PRESENT HIS RECOMMENDATIONS TO THE CITY COMMISSION FOR ITS REVIEW AND CONSIDERATION. WHEREAS, pursuant to Resolution No. 98-1019, the City Commission rejected all bids received in response to Request for Proposals No. 96-97-110, which was issued by the City of Miami to solicit firms for the provision of emergency medical services ("EMS") billing and/or collection services for the Department of Fire -Rescue; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby directed to negotiate with Lockheed Martin IMS, Advanced Data Processing, Inc. and Medaphis Corporation for the procurement of emergency medical services billing and/or collection services, based upon such specifications as he deems appropriate and most advantageous CITY COMMISSION MEETING OF 0 C T 1 3 1998 Resolution Na 98-1020 for the City of Miami, and to present his recommendations to the City Commission for its review and consideration. Section 2. This Resolution shall become effective immediately upon its adoption by and signature of the Mayorll. PASSED AND ADOPTED this day of Oc_ab_r , 1998. Warshaw City Manager ENCLOSURES: RECOMENDATION It is respectfully recommended that the City commission approve the recommendation of Lockheed Martin IMS as the top ranked firm to provide Emergency Medical Transportation Billing and/or Collections Services, and to authorize the City Manager to enter into negotiations. Should negotiations fail with the top ranked firm, your authorization is requested to allow the City Manager to enter into negotiations with the next ranked firm Advanced Data Processing, Inc. and then Medaphis Corporation respectively, in rank order. BACKGROUND On July 7, 1998, the Evaluation Committee completed its evaluation process of the three (3) proposals received for the subject services. The Evaluation Committee made the decision to recommend the top ranked proposer. Should negotiations not be successful with the top ranked proposer, the Evaluation Committee recommends that the Commission authorize the City Manager to enter into negotiations with the next ranked proposer, and if still not successful then the third ranked proposer. Following are the three (3) top ranked proposers: 1. Lockheed Martin IMS 2. Advanced Data Processing, Inc. 3. Medaphis Corporation This item is tentatively scheduled for the Commission agenda on Tuesday, July 21, 1998. The meeting will be held at City Hall, 3500 Pan American Drive, Miami, Florida.
