HomeMy WebLinkAboutR-98-0983J-98-1040 10/2/98 RESOLUTION NO. 9 8- 983 A RESOLUTION ACCEPTING THE BID OF YOUNG OIL COMPANY, INC., FOR THE DEPARTMENT OF CONFERENCES, CONVENTIONS AND PUBLIC FACILITIES, TO FURNISH AND INSTALL FUEL DISPENSING EQUIPMENT AND PROVIDE FUEL TO TENANTS AND CUSTOMERS AT MARINE STADIUM MARINA, ON A CONTRACT BASIS, FOR FIVE (5) YEARS, WITH THE OPTION TO EXTEND FOR TWO (2) ADDITIONAL ONE-YEAR PERIODS; FURTHER PROVIDING THAT SAID SERVICES WILL GENERATE ANNUAL RECURRING REVENUES TO THE CITY AT NO OUT-OF-POCKET COST TO THE CITY. WHEREAS, the Department of Conferences, Conventions and Public Facilities has developed a plan to create a new source of revenue to the City by providing fuel service for tenants and customers at Marine Stadium Marina; and WHEREAS, pursuant to public notice, invitations for Bid No. 97-98-142 were mailed to twenty-four (24) potential bidders to provide the herein described services; and and WHEREAS, two (2) responses were received on August 19, 1998; WHEREAS, the City Manager and the Director of Conferences, Conventions and Public Facilities recommend that the bid received from Young Oil Company, Inc., be accepted as the lowest w t t► • 1 OCT 13IM Reeduum Na 98- 983 responsible and responsive bid; and WHEREAS, the recommended vendor will provide said services, which will generate recurring annual revenues to the City, at no out-of-pocket cost to the City; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The bid received on August 19, 1998, from Young Oil Company, Inc., for the Department of Conferences, Conventions and Public Facilities, for the furnishing and installation of fuel dispensing equipment and the provision of fuel to tenants and customers at Marine Stadium Marina, on a contract basis for five (5) years, with the option to extend for two (2) additional one-year periods, providing recurring annual revenues to the City with no out-of-pocket cost to the City, is hereby accepted. This service is to be provided on a contract basis for five (5) years with an option to extend for two (2) additional one (1) year terms. BACKGROUND The Department of Conferences, Conventions and Public Facilities has developed a plan to create a new source of revenues by providing fuel service for the customers and visitors at Marine Stadium Marina, and rdquested bids for the furnishing and installation of fuel dispensing equipment and the provision of fuel. The Department has analyzed the bids pursuant to Bid No. 97-98-142 for the provision of such equipment and services. Twenty-four (24) invitations for bids were mailed and two (2) responsive bids were received. Young Oil Company meets the Department's requirements and specifications and offers the lowest responsible and responsive bid based upon the lowest cost of service. It is therefore recommended that Young Oil Company, a Miami -Dade County non - minority vendor, as the lowest responsible and responsive bidder, be awarded the bid. The bid was structured in such a way that the City would not incur any initial out-of-pocket expenses. It is anticipated that fuel service will be operational within forty five days of Commission approval, and provide net profits in excess of $45,000 in its first year of operation.
