HomeMy WebLinkAboutR-98-0921J-98-969 9/17/98 RESOLUTION NO. 9 8- 921 A RESOLUTION, ACCEPTING THE FINDINGS OF THE EVALUATION COMMITTEE THAT, PURSUANT TO THE REQUEST FOR PROPOSALS ("RFP"), PUBLIC HEALTH TRUST OF MIAMI-DADE COUNTY D/B/A JACKSON MEMORIAL HOSPITAL ("JACKSON MEMORIAL HOSPITAL"), IS THE MOST QUALIFIED PROVIDER OF MEDICAL DIRECTION SERVICES FOR EMERGENCY MEDICAL SERVICE (EMS); AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH JACKSON MEMORIAL HOSPITAL, FOR AN INITIAL TERM OF THREE (3) YEARS, AT AN ESTIMATED ANNUAL COST NOT TO EXCEED $119,914, WITH THE OPTION TO EXTEND FOR TWO (2) ADDITIONAL TWO (2) YEAR PERIODS; ALLOCATING FUNDS THEREFOR FROM THE DEPARTMENT OF FIRE -RESCUE, ACCOUNT CODE NO. 001000.280501.6.260. WHEREAS, Florida Statute 401.265 mandates that any emergency medical service system which employs or utilizes paramedics to perform advanced life support procedures shall employ or contract with a medical director to provide medical direction services; and WHEREAS, these services include, but are not limited to, providing a Medial Director who is fluent in the English language and qualified to practice medicine with the selected firm; and WHEREAS, Requests for Proposals ("RFP") were mailed to twenty-one (21) firms seeking a board range of responses to .. l...; v • SEP 2 8 1998 Remladou Na 98- 921. provide medical direction services for EMS; and WHEREAS, the Evaluation Committee evaluated the single proposal received on August 26, 1998, in response to the City's RFP, and found that Jackson Memorial Hospital, the sole respondent, was responsive in all aspects of the proposal and the committee unanimously recommended the acceptance of this proposal and the selection of Jackson Memorial Hospital, as the provider of this service; and WHEREAS, funding is available from Account Code No. 001000.280501.6.260; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Commission hereby accepts the findings of the Evaluation Committee that, pursuant to Request for Proposals ("RFP"), Public Health Trust of Miami -Dade County d/b/a Jackson Memorial Hospital ("Jackson Memorial Hospital"), is the most qualified provider of medical direction services for emergency medical services ("EMS"). Section 3. Warshaw City Manager ENCLOSURES: RECOMENDATION SEP 2 1 1998 FILE: Medical Direction Services for EMS RFP No. 97-98-116 It is respectfully recommended that the City Commission adopt the attached Resolution accepting the findings of the Evaluation Committee for EMS Medical Direction Services, which recommends Public Health Trust of Miami -Dade County d/b/a Jackson Memorial Hospital as the provider of Medical Direction Services for EMS for the City of Miami. Public Health Trust of Miami -Dade County d/b/a Jackson Memorial Hospital, the sole respondent to the City'sRFP for Medical Direction Services for EMS, was deemed by the Evaluation Committee to be responsive in all aspects of the proposal. Moreover, the resolution authorizes the City Manager to negotiate and execute agreements for the establishment of Medical Direction Services for EMS for an initial 3 year period, at an estimated total annual cost not to exceed $119,914 for the first year, with two (2) two (2) year options to renew. Funds for this service are available from the Department of Fire -Rescue's General Fund, Account Code 001000.280501.6.260. BACKGROUND Florida State Statue 401.265 mandates that any emergency medical service system which employs or utilizes paramedics to perform advanced life support procedures shall employ or contract with a medical director to provide medical direction services. These services include, but are not limited to, providing a medical director who is fluent in the English language and qualified to practice medicine with the selected firm. The Medical Direction RFP Evaluation Committee has analyzed the proposal received from the sole respondent, Public Health Trust of Miami -Dade County d/b/a Jackson Memorial Hospital, to RFP 97-98-116 for the provision of medical direction services for EMS. Twenty-one (21) RFP invitations were mailed and one response was received. Public Health Trust of Miami -Dade County d/b/a Jackson Memorial Hospital, has been deemed by the Evaluation Committee to be responsive in all aspects of the proposal. The Evaluation Committee unanimously recommends the acceptance of this proposal and selection of Public Health Trust of Miami -Dade County d/b/a Jacks�orial Hospital as the provider of this service. K Chairperson FROM: REFERENCES: Evaluation Committee RFP 97-98-116 ENCLOSURES: On September 3, 1998, the Evaluation Committee completed its evaluation process of the sole respondent for the subject services. According to the criteria used by the evaluation committee to rate the proposer, Public Health Trust of Miami -Dade County d/b/a Jackson Memorial Hospital scored an average of 98 points out of a total of 100 possible points. All evaluation committee members scored the vendor in a consistent manner. Attached is the tabulation of the evaluation. We respectfully recommend that you adopt the findings of the Evaluation Committee and recommend award to Public Health Trust of Miami -Dade County d/b/a Jackson Memorial Hospital, for a period of three (3) years, at a total yearly cost not to exceed $119,914 for the first year, with the option to extend for two (2) additional two (2) year periods. Funds for this project are available from the Department of Fire -Rescue's General Fund, Account Code 001000.280501.6.260.
