HomeMy WebLinkAboutR-98-0909J-98-952 9/15/98 RESOLUTION NO. 9 8- 909 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ALLOCATE NINE THOUSAND, EIGHT HUNDRED DOLLARS ($9,800.00) FROM COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, PROJECT NO. 799602, FOR THE REHABILITATION OF SEVEN (7) BUSINESSES LOCATED IN THE EDISON/LITTLE RIVER AREA UNDER THE CITY-WIDE COMMERCIAL FACADE PROGRAM; SAID FUNDS TO BE DISBURSED AS HEREIN SPECIFIED. WHEREAS, the City-wide Commercial Facade Program (the "Program") was approved in the Fourteenth (14th) Year Community Development Block Grant Application pursuant to Resolution No. 88-384; and WHEREAS, the program is designed to promote economic revitalization in the neighborhoods of the City of Miami, and is an important part of the City's economic development strategy; and WHEREAS, the properties to be rehabilitated, located within the Edison/Little River target area, have been reviewed by the City of Miami Community Development Department and the Pierre Toussaint Haitian Catholic Center, Inc., and have been found eligible for the Program; and WHEREAS, the Program is based upon a 70% - 30% funding M cm cosoemon I FETING OF SEP 2 8 1998 Bmnk m No. 98- 909 match, with the City contributing 70%, up to $1,400, and the business or property owner providing 30%, up to $600, for a total combined amount not to exceed $2,000; and WHEREAS, funds for the Program are allocated from Community Development Block Grant Funds, Project No. 799602, up to the amount specified; and WHEREAS, Pierre Toussaint Haitian Catholic Center, Inc., has the necessary expertise and is willing to provide the services necessary to implement the Program and disburse the funds to the participating businesses; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to allocate the amount of nine thousand, eight hundred dollars ($9,800.00) from Twenty-fourth (24th) Year Community Development Block Grant Funds, Project No. 799602, for the rehabilitation of seven (7) businesses located in the Edison/Little River area under the Comprehensive City-wide Commercial Facade Program (the "Program"). Section 3. Under the Program, financial assistance to be provided by the City shall be based upon a 70% - 30% funding match, with the City contributing 70%, up to one thousand, four hundred dollars ($1,400.00) per participating business, and the - 2 - 98- 909 business or property owner contributing 30%, up to six hundred dollars ($600.00), for a total combined amount not to exceed two thousand dollars ($2,000.00). Section 4. The Pierre Toussaint Haitian Catholic Center, Inc., is hereby designated as the not -for -profit organization to implement the Program, disburse funds to Edison/Little River participants, and to present all documentation pertaining to this project to the Department of Community Development through the City Manager. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.1/ PASSED AND ADOPTED this 28th day of September , 1998. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. - 3 - 98 - 909 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: The Honorable Mayor and Members of the City Commission FROM: tqnd 4HWarshaw City Manager RECOMMENDATION: CA=25 DATE : SEP 2 I ICGS FILE SUBJECT: Commercial Facade Rehabilitation REFERENCES: City Commission Meeting of ENCLOSURES: September 28, 1998 It is respectfully recommended that the City Commission approve the attached resolution allocating $9,800 to the Pierre Toussaint Haitian Catholic Center, Inc., from the City of Miami Commercial Facade Treatment Program, for the rehabilitation of seven (7) businesses in the Edison/Little River area. This is an ongoing project which has been funded since 1988, with great success, in terms of revitalizing small businesses serving low- and moderate -income neighborhoods. The total Community Development Block Grant (CDBG) funding approved for this City-wide project for FY 1998-'99 is $425,000. The recommended allocation of $9,800 will be applied against the unused project balance of $425,000. Please note that the Commercial Facade Treatment Program project is implemented on a City-wide basis, through community -based organizations serving each target area. Since the inception of the program, the City has assisted over 2,000 small businesses by renovating and painting their store fronts. BACKGROUND: The Commercial Facade Treatment Program was implemented pursuant to Resolution No. 88- 384 during the 146' Year of the Community Development Block Grant (CDBG) Program, to encourage economic revitalization within blighted neighborhoods in the City of Miami. Since that time, many business exteriors have been improved by painting, improved signage, and awnings, resulting in updated living conditions in the affected areas, enhanced neighborhood services, and increased benefits to the community. Therefore, it is requested that the City Commission allocate CDBG funds in the amount of $9,800 to Pierre Toussaint Haitian Catholic Center, Inc., for the implementation of the facade improvement program for the following properties: Edison/Little River Area: 1. 7 Businesses Address: 277-293 N.E. 61s` Street The Honorable Mayor and Members of the City Commission Page 2 292-298 N.E. 62nd Street 6100 N.E. 3rd Avenue Total: 7 Each of the aforementioned enterprises would be allocated a maximum of $2,000, with the City of Miami contributing 70%, up to $1,400, and the business or property owner contributing the remaining 30%, up to $600. Pierre Toussaint Haitian Catholic Center, Inc, will assume the responsibility of completing all pertinent documentation, and will forward the information to the City of Miami Department of Community Development.
