HomeMy WebLinkAboutR-98-0908J-98-954 9/15/98 RESOLUTION NO. 9 8 9 0 8 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ALLOCATE EIGHT THOUSAND, FOUR HUNDRED DOLLARS ($8,400.00) FROM TWENTY-FOURTH (24TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, PROJECT 799602, FOR THE REHABILITATION OF SIX (6) BUSINESSES LOCATED IN THE LITTLE HAVANA AREA UNDER THE CITY-WIDE COMMERCIAL FACADE PROGRAM; SAID FUNDS TO BE DISBURSED AS HEREIN SPECIFIED. WHEREAS, the City-wide Commercial Facade Program (the "Program") was approved in the Fourteenth (14th) Year Community Development Block Grant Application by Resolution No. 88-384; and WHEREAS, the Program is designed to promote economic revitalization in the neighborhoods of the City of Miami, and accordingly, is an important part of the City's economic development strategy; and WHEREAS, the properties to be rehabilitated, located within the Little Havana target area, have been reviewed by the City of Miami Community Development Department and the Little Havana Development Authority, Inc., and have been found eligible for the Program; and WHEREAS, the Program is based upon a 70% - 30% funding cm C010USSION MEETING OF S E P 2 8 1998 Resolution No. 98- 908 match, with the City contributing 70%, up to $1,400, and the business or property owner providing 30%, up to $600, for a total combined amount not to exceed $2,000; and WHEREAS, funds for the Program are allocated from Community Development Block Grant Funds, Project No. 799602, up to the amount specified; and WHEREAS, Little Havana Development Authority, Inc., has the necessary expertise and is willing to provide the necessary services to implement the Program and disburse the funds to the participating businesses; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to allocate the amount of eight thousand, four hundred dollars ($8,400.00) from Twenty-fourth (24th) Year Community Development Block Grant Funds, Project No. 799602 for the rehabilitation of six (6) businesses located in the Little Havana area under the Comprehensive City-wide Commercial Facade Program (the "Program"). Section 3. Under the Program, financial assistance to be provided by the City shall be based upon a 70% - 30% funding match, with the City contributing 70%, up to one thousand four hundred dollars ($1,400) per participating business, and the - 2 - 98 - 908 business or property owner contributing 30%, up to six hundred dollars ($600), for a total combined match not to exceed two thousand dollars ($2,000). Section 4. The Little Havana Development Authority, Inc., is hereby designated as the not -for -profit organization to implement the Program, disburse funds to Little Havana participants, and to present all documentation pertaining to this project to the Department of Community Development through the City Manager. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.1/ PASSED AND ADOPTED this 28th day of September , 1998. This is an ongoing project which has been funded since 1988, with great success, in terms of revitalizing small businesses serving low- and moderate -income neighborhoods. The total Community Development Block Grant (CDBG) funding approved for this City-wide project for FY 1998-'99 is $425,000. The recommended allocation of $8,400 will be applied against the unused project balance of $425,000. Please note that the Commercial Facade Treatment Program project is implemented on a City-wide basis, through community -based organizations serving each target area. Since the inception of the program, the City has assisted over 2,000 small businesses by renovating and painting their store fronts. BACKGROUND: The Commercial Facade Treatment Program was implemented pursuant to Resolution No. 88- 384 during the le Year of the Community Development Block Grant (CDBG) Program, to encourage economic revitalization within blighted neighborhoods in the City of Miami. Since that time, many business exteriors have been improved by painting, improved signage, and awnings, resulting in updated living conditions in the affected areas, enhanced neighborhood services, and increased benefits to the community. 1 w The Honorable Mayor and Members of the City Commission Page 2 Therefore, it is requested that the City Commission allocate CDBG funds in the amount of $8,400 to Little Havana Development Authority, Inc., for the implementation of the facade improvement program for the following properties: Little Havana Area: Address: 1. 6 Businesses Brickell Auto Project 590 S.W. 8"' Street 665-705 S.W. 8 h Street Total: 6 Each of the aforementioned enterprises would be allocated a maximum of $2,000, with the City of Miami contributing 70%, up to $1,400, and the business or property owner contributing the remaining 30%, up to $600. Little Havana Development Authority, Inc., will assume the responsibility of completing all pertinent documentation, and will forward the information to the City of Miami Department of Community Development.
