HomeMy WebLinkAboutR-98-0864J-98-860 8/27/98 RESOLUTION NO , 9 v 864 A RESOLUTION APPOINTING A FIVE (5) MEMBER HOPWA RFP REVIEW COMMITTEE (THE "COMMITTEE") TO EVALUATE PROPOSALS RECEIVED FROM NOT -FOR -PROFIT AGENCIES FOR: (1) THE PROVISION OF HOUSING AND/OR SUPPORT SERVICES TO LOW INCOME PERSONS LIVING WITH HIV/AIDS IN CONNECTION WITH THE IMPLEMENTATION OF THE CITY'S 1997-1998 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM, AND (2) THE OPERATION OF THE CASA DE LOS MILAGROS HOUSING PROJECT; DIRECTING THE CITY MANAGER TO PRESENT THE COMMITTEE'S RECOMMENDATIONS TO THE CITY COMMISSION FOR ITS CONSIDERATION. WHEREAS, at the June 15, 1998 HOPWA Advisory Board meeting, it was recommended that the city solicit proposals seeking qualified not -for -profit organizations/governmental agencies to provide affordable housing and/or support services to low income persons living with HIV/AIDS; and WHEREAS, at the July 14, 1998 Commission meeting, pursuant to Resolution No. 98-694, the City Commission approved the issuance of a Request for Proposals (RFP) for the above purpose; and WHEREAS, on July 31, 1998, nine (9) proposals were received in response to the RFP; and WHEREAS, approximately $500,000 is available from the city's SEP 8 1998 R••ohdim No. 98- 864 1997-1998 HOPWA Program to assist in funding the cost of the needed services; and WHEREAS, pursuant to Resolution No. 98-698, adopted July 14, 1998, the City Commission also authorized the issuance of an RFP seeking a local AIDS service provider to operate and maintain the Casa de los Milagros housing project located in the Naranja area of Miami -Dade County; and WHEREAS, on July 31, 1998, the city received one response to the RFP; and WHEREAS, it is recommended that the City Commission appoint a five -member HOPWA RFP Review Committee to review and evaluate the proposals; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following individuals are hereby appointed as members of the HOPWA RFP Review Committee (the "Committee") to review and evaluate proposals received by the city from not -for -profit agencies/governmental organizations for: (1) the provision of housing and/or support services to low income persons living with HIV/AIDS in connection with the implementation of the city's 1997-1998 HOPWA Program, and (2) the - 2 - 98- 864 operation of the Casa de los Milagros housing project. BACKGROUND: At the July 14, 1998 City Commission meeting, through Resolution No. 98-694, the City Commission approved the issuance of a Request for Proposals (RFP), for the provision of operating subsidies and/or support services to not -for -profit organizations and governmental agencies, seeking to provide affordable housing and/or supportive services to low income persons living with HIV/AIDS. Approximately $500,000 in funding is available from the City's 1997 and 1998 Housing Opportunities for Persons with AIDS (HOPWA) Program to defray the cost of providing the aforementioned services. On July 31, 1998 approximately nine (9) proposals were received by the City from local AIDS service providers for the funding of operational expenses associated with the provision of affordable housing controlled by the participating entity and/or the costs associated with the provision of support services to clients who are low income persons living with HIV/AIDS. Through Resolution No. 98-698, the City Commission also authorized the City Manager to issue a Request for Proposal for the purpose of identifying a local AIDS service provider that would be responsible for maintaining and operating the Casa de los Milagros Project, located in the Naranja area of Miami -Dade County. The need to identify an organization that would own and operate the aforementioned project, currently owned by Christian Community Service Agency, would only be necessary if the City is required to purchase City National Bank's first mortgage position which will result in the The Honorable Mayor, Joe Carollo and Members of the City Commission Page 2 City taking possession of the subject properties. On July 31, 1998, the City received one (1) proposal from a local AIDS service provider for the above mentioned purpose. It is recommended that the City Commission appoint a five (5) member HOPWA RFP Review Committee to independently review and evaluate the proposals submitted as a result of the City's two solicitations, in compliance with Ordinance No. 11379. The appointments can be any members of the general public that are not presently members of the current HOPWA Advisory Board. Warren AV/ Director Community Development Department October 28, 1998 HOPWA RFP Committee Appointments HOPWA Program In July of 1998, the City Commission authorized the Department of Community Development to issue a request for proposals (RFP) in connection with the Housing Opportunities for Persons With AIDS (HOPWA) Program through Resolution No. 98-694 (copy attached). Accordingly, the RFP was issued and the City received responses on July 31, 1998. In September of 1998, the City Commission adopted Resolution No. 98-864 (final signatures pending). This resolution facilitated the Commission's appointments to the five member HOPWA RFP Review Committee by allowing each Commissioner to submit the name of an appointee to the City Clerk for appointment. These five appointments are made pursuant to Ordinance No. 11379 (copy attached). As of the date of this memorandum, only Commissioner Regalado has named an appointee, Ms. Helenita Fernandez. However, Commissioner Regalado's appointee is also a member of the City's HOPWA Advisory Board which, excludes her from being appointed to the RFP Review Committee, as stated in Section 14 (b)(i) of the Ordinance.
