A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ISSUE A REQUEST FOR QUALIFICATIONS TO SOLICIT
A LOBBYING TEAM TO REPRESENT THE CITY OF
MIAMI IN TALLAHASSEE, FLORIDA; AUTHORIZING
THE CITY MANAGER TO REVIEW THE PROPOSALS AND
APPOINT A SELECTION COMMITTEE, SUBJECT TO THE
APPROVAL OF THE MAYOR AND THE CITY
COMMISSION, TO MAKE RECOMMENDATIONS TO THE
CITY COMMISSION.
WHEREAS, the city requires lobbying representation in
Tallahassee, Florida; and
WHEREAS, it is the City Commission's desire to authorize the
City Manager to issue a Request for Qualifications for teams to
represent the city in this capacity;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to
issue a Request for Qualifications to solicit a lobbying team to
represent the City of Miami in Tallahassee, Florida.
Section 3. The City Manager is hereby authorized to

review the proposals and appoint a selection committee, subject
to the approval of the Mayor and the City Commission, to make
recommendations to the City Commission.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor1l.

the end of ten calendar days from the date it was passed and adopted. If the
Mayor vetoes this Resolution, it shall become effective immediately upon
override of the veto by the City Commission.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to issue a Request for Qualifications to solicit a lobbying
team to represent the City of Miami with the Florida state legislature and further
authorizing the City Manager to appoint a selection committee (subject to City
Commission approval) that will review the proposals and make recommendations to the
City Commission.
BACKGROUND
On December 9, 1997, the City Commission approved Resolution No. 97-903, which
authorized the City Manager to execute an agreement with the law firm of Ruden
McClosky Smith Schuster and Russell for professional legislative consultation services
on behalf of the City of Miami with the Florida state legislature for a period of one (1)
year. The contract expires on December 31, 1998.
The 1999 Legislative session starts on March 2nd. It is imperative that the City identify
and secure a consultant by early November in order to allow sufficient time for the
selected consultant the to advance the City's agenda with the legislature.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, WITH THE LAW FIRM OF
RUDEN, MCCLOSKY, SMITH, SCHUSTER AND RUSSELL,
FOR PROFESSIONAL LEGISLATIVE CONSULTATION
SERVICES ON BEHALF OF THE CITY OF MIAMI IN
TALLAHASSEE, FOR A PERIOD OF ONE YEAR,
BEGINNING JANUARY 1, 1998; ALLOCATING FUNDS
THEREFOR FROM THE LEGISLATIVE`LIAISON GENERAL
FUND, IN AN AMOUNT NOT TO EXCEED $118,000,
TOGETHER WITH AN AMOUNT NOT TO EXCEED $15,000
FOR REIMBURSABLE EXPENSES FOR SAID SERVICES;
FURTHER, DIRECTING THE CITY MANAGER TO GIVE
THE 30 DAY CONTRACTUAL NOTICE OF TERMINATION
TO THE CITY'S CURRENT PROVIDER OF SAID
SERVICES.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is hereby authorizedll to
execute an agreement, in a form acceptable to the City Attorney,
with the Law Firm of Ruden, McClosky, Smith, Schuster and
Russell, for professional legislative consultation services on
behalf of the City of Miami in Tallahassee, for a period of one
year, beginning January 1, 1998, with funds therefor, hereby
allocated from the Legislative Liaison General Fund in an amount

the 30 day contractual notice of termination to the City's
current provider of said services.
