RESOLUTION NO. - 840
A RESOLUTION, WITH ATTACHMENT, ACCEPTING THE
CITY CLERK'S CERTIFICATION AND DECLARATION OF
THE ELECTION HELD ON AUGUST 13, 1998, IN
WHICH CERTAIN INDIVIDUALS WERE ELECTED AS
MEMBERS OF THE OVERTOWN ADVISORY BOARD.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Clerk's Certification and
Declaration of the Election held on August 13, 1998, attached
hereto and made a part hereof, in which the below -listed
individuals were elected to serve as board members of the
Overtown Advisory Board is hereby accepted.
Section 2. The City Commission hereby confirms the
election of the following individuals as members of the Overtown
Advisory Board, of which seven members shall serve a term of two
years, and of which four members shall serve a term of one year
(to be determined by lottery) from the date of their election,
which took place on August 13, 1998:

I, WALTER J. FOEMAN, City Clerk of the City of Miami, Florida, do hereby certify that
necessary steps were taken pursuant to City of Miami Code Section 2-1052 in connection with
the conduct of the Overtown Advisory Board Election held on August 13, 1998. Said election
was conducted in order to fill eleven (11) vacancies of the Overtown Advisory Board. The
election was held at the Culmer Center located at 1600 N.W. 3 Avenue from 1 until 6 p.m.
I. Fifteen (15) individuals qualified as candidates for Overtown Advisory Board members.
Said 15 candidates' names were place on the ballot.
II. A total of sixty (60) ballots were cast in said election.
III. Voters were allowed to vote for a maximum of eleven (11) candidates of their choice. No
ballot which was cast by an elector was voided. Two ballots were voided by electors prior to
being cast and said electors were provided with another ballot which was cast and counted in
the results.
IV. I further certify and declare that the results of the Overtown Advisory Board Election held on
August 13, 1998 are as follows:

The Overtown Advisory Board was created to encourage and support historic preservation and
provide recommendations to the City Commission regarding all City funded oz assisted activities,
developments, or improvements within the Overtown area.
All thirteen current board members' terms expire on September 9, 1998. This board's composition
was recently amended by Ordinance 11681 to provide for one member to be appointed by the
Mayor and one member to be appointed by the City Commissioner representing the Overtown area
(Commissioner Teele). These appointed positions are required to be advertised (in a newspaper
ad) prior to appointments being made. These appointments will be scheduled for a future meeting.
The remaining eleven positions are elected. An election was held on Thursday, August 13, 1998.
There were ten individuals who won and two (Karen Carthwright and Rev. Desi L. Echoles) who
tied for the eleventh seat. Our office has requested a legal opinion on how to determine the winner
from the tie vote.
The City Commission at large is requested to confirm the following ten individuals to be
appointed as members:
