RESOLUTION NO. 9 8- 828
A RESOLUTION AUTHORIZING AN INCREASE IN THE
FUNDING FOR THE ALTERNATIVE PROGRAMS, INC.,
AND ALLOCATING FUNDS THEREFOR, IN THE AMOUNT
OF $75,000.00, FROM THE LAW ENFORCEMENT TRUST
FUND, PROJECT NOS. 690001, 690002, AND
690003, SUCH EXPENDITURES HAVING BEEN
APPROVED BY THE CHIEF OF POLICE AS COMPLYING
WITH FLORIDA STATE STATUTES 932.7055, AS
AMENDED, AND THE U.S. DEPARTMENT OF THE
TREASURY'S "GUIDE TO EQUITABLE SHARING."
WHEREAS, Florida State Statute 932.7055, as amended, and the
U.S. Department of the Treasury's "Guide to Equitable Sharing"
authorize the expenditure of forfeiture proceeds for law
enforcement and anti -drug education purposes not considered normal
operating expenses; and
WHEREAS, Resolution No. 89-856, adopted September 28, 1989,
authorized the funding of the Alternative Programs, Inc. (the
"Programs"), in the amount of $55,000.00; and
WHEREAS, because of the value of these Programs and the need
for their services, the Miami Police Department has increased
allocations to the Programs for a total amount of $485,000.00
(pursuant to Resolution Nos. 90-944, 92-201, 93-551, 93-657,
94-799 and 95-851, 96-436, 97-580); and
WHEREAS, the continued need for said Programs' services

requires that an additional $75,000.00 be allocated; and
WHEREAS, funds to cover said expenditure have not been
included in the Police Department's normal operating budget and
are available in the City of Miami Law Enforcement Trust Fund,
Project Nos. 690001, 690002, and 690003, such expenditures having
been certified by the Chief of Police as complying with Florida
State Statute 932.7055, as amended and the U.S. Department of
Treasury's "Guide to Equitable Sharing";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. An increase in the funding for the
Alternative Programs, Inc., is hereby authorized, with funds
therefor, in the amount not to exceed $75,000.00, hereby allocated
from the Law Enforcement Trust Fund, Project Nos. 690001, 690002,
and 690003, such expenditure having been approved by the Chief of
Police as complying with Florida State Statute 932.7055, as
amended and the Department of Treasury's "Guide to Equitable
Sharing".
Section 3. This Resolution shall become effective

immediately upon its adoption and signature of the Mayor.1/

1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached Resolution,
authorizing the supplemental funding of The Alternative Programs, Inc., and allocating funds
therefor, in an amount not to exceed $75,000.00. Funding is to be provided from the Law
Enforcement Trust Fund, from Project Numbers 690001, 690002, and 690003.
BACKGROUND
The Miami Police Department supports the efforts of those groups responsible for, and dedicated
to, the education of the public in the area of drug abuse. The Alternative Programs, Inc., targets
those high risk high school students and chemically dependent persons in need of support and
counseling. Clients are referred to the program by both the courts and law enforcement agencies.
This is the eighth year of funding this organization.
