RESOLUTION NO. 9 8 V 6
A RESOLUTION RESCINDING, IN ITS ENTIRETY,
RESOLUTION NO. 98-791, ADOPTED JULY 21, 1998,
AND SUBSTITUTING IN LIEU THEREOF THE HEREIN
RESOLUTION; COMPUTING A PROPOSED MILLAGE RATE
FOR THE CITY OF MIAMI, FLORIDA, FOR FISCAL
YEAR BEGINNING OCTOBER 1, 1998 AND ENDING
SEPTEMBER 30, 1999; DIRECTING THE CITY
MANAGER TO SUBMIT SAID PROPOSED MILLAGE RATE
TO THE DADE COUNTY PROPERTY APPRAISER AND THE
TAX COLLECTOR TOGETHER WITH THE DATE, TIME
AND PLACE OF THE PUBLIC HEARING AT WHICH THE
CITY COMMISSION WILL CONSIDER THE PROPOSED
MILLAGE RATE AND CITY'S TENTATIVE BUDGET FOR
SAID FISCAL YEAR.
WHEREAS, the State Legislature has enacted HB-4D, entitled
"Truth in Millage" (Trim Bill), which requires municipalities to
compute a proposed millage rate; and
WHEREAS, said law stipulates that said proposed millage rate
be submitted to the Property Appraiser and the Tax Collector; and
WHEREAS, said rate will reflect the levy necessary to fund
the City's tentative budget other than the portion of the budget
to be funded from sources other than ad valorem taxes; and
WHEREAS, the proposed millage rate submitted to the Property
Appraiser is not binding but is necessary for the purpose of
preparation of tax notices; and
WHEREAS, the City Commission desires to modify the millage

rate set forth in Resolution No. 98-791, adopted July 21, 1998;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Resolution No. 98-791, adopted July 21, 1998,
is hereby rescinded, in its entirety, and the herein Resolution
is hereby substituted in lieu thereof.
Section 2. A proposed millage rate for the City of
Miami, Florida, for Fiscal Year beginning October 1, 1998 and
ending September 30, 1999, is hereby computed as follows:
General Operating 10.000
Debt Service 1_7900
Total Millage Rate 11.7900
Section 3. The City Manager is hereby directed to submit
forthwith said proposed millage rate for the City of Miami to the
Property Appraiser and to the Tax Collector together with the
date, time and place at which the City Commission will hold a
public hearing to consider the proposed millage rate and the
City's tentative budget for said fiscal year as follows:
September 8, 1998 at 5:05 P.M. and September 22, 1998 at
5:05 P.M. in the Commission Chambers at City Hall, 3500 Pan
American Drive, Dinner Key, Miami, Florida.
Section 4. This Resolution shall become effective

immediately upon its adoption and signature of the Mayor.1/

'- If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

Re: Special Meeting of the City Commission regarding the Millage rate
Dear Mr. Mayor:
At the meeting of the Budget Advisory Committee on July 31, 1998, the full committee,
recommended by unanimous vote, that a special meeting of the City Commission be
convened in order to set the City's preliminary millage rate at the 10 mill rate. The truth
in millage rate statute requires that the preliminary millage rate be adopted on or before
August 4, 1998.
This recommendation was made with the understanding that upon the adoption of other
enhanced revenue and/or cost cutting measures, the final , adopted millage rate,soulcLl�e
lowered by the City Commission at its public hearing in September. phis=action is be
