A RESOLUTION ACCEPTING THE BID OF RJB
BUILDERS CORPORATION, IN THE PROPOSED AMOUNT
OF $491,000.00, TOTAL BID OF THE PROPOSAL FOR
THE PROJECT ENTITLED "BAYFRONT PARK - APRONS
& SOUTH END WALKWAYS CONSTRUCTION, B-326411;
ALLOCATING FUNDS THEREFOR FROM PROJECT
NO. 331401, AS APPROPRIATED BY THE FISCAL
YEAR 1997-1998 CAPITAL IMPROVEMENT ORDINANCE
NO. 11623, AS AMENDED, IN THE AMOUNT OF
$491,000.00 TO COVER THE CONTRACT COST AND
$1,000.00 TO COVER THE ESTIMATED EXPENSES,
FOR AN ESTIMATED TOTAL COST OF $492,000.00;
AND AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH SAID FIRM.
WHEREAS, sealed bids were received July 2, 1998, for
"Bayfront Park - Aprons & South End Walkways Construction,
B-326411; and
WHEREAS, the City Manager and the Director of the Department
of Public Works recommend that the bid from RJB Builders
Corporation be accepted as the lowest responsible and responsive
bid; and
WHEREAS, Fiscal Year 1997-1998 Capital Improvement Ordinance
No. 11623, as amended, appropriated monies for the proposed
amount of the contract, project expenses, and incidentals under
Project No. 331401;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The July 2, 1998 bid of RJB Builders
Corporation, in the proposed amount of $491,000.00, for the
project entitled "Bayfront Park - Aprons & South End Walkways
Construction, B-326411, for the total bid of the proposal, based
on lump sum and unit prices, is hereby accepted at the price
stated therein.
Section 3. The total estimated project cost of
$492,000.00 is hereby allocated from Project No. 331401 as
appropriated by Fiscal Year 1997-1998 Capital Improvement
Ordinance No. 11623, as amended. Said total project cost
consists of the $491,000.00 contract cost and $1,000.00 estimated
expenses incurred by the City.
Section 4. The City Manager is hereby authorizedll to
enter into an agreement, in a form acceptable to the City
Attorney, with RJB Builders Corporation for the project entitled
"Bayfront Park - Aprons & South End Walkways Construction,

Section 5. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.21

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached
resolution accepting the low bid of RJB Builders Corporation, whose principal is
Ramon J. Barcia, president, a company located in Miami -Dade County, Florida, for
the project entitled BAYFRONT PARK - APRONS & SOUTH END WALKWAYS
CONSTRUCTION, B-3264, received on July 2, 1998, in the amount of $491,000.00
total bid, authorizing the City Manager to enter into a contract on behalf of the
City.

incidental items as postage, blueprinting, advertising and reproduction costs.

A Mr. Alan Poms faxed to me the bid tabulation for the formal. bidding
on *Bayfront Park - Aprons & South End Walkways Construction".
telephoned Mr. Poms, asking him to also send the list of projects his firm
had accomplished over the last twenty years. Mr. Poms explained that no
o such list was submitted with the bids, as required by the Technical
i
o Specifications.

a Item 8 under the Special Conditions section of the Technical Specifications
9 clearly states: "General Contractor Qualifications: in addition to City of
o Miami requirements listed in these specifications, Contractor must have
X twenty years of experience in the Miami area, submitting with his bid a list
0 of ten similar projects for which he was registered general contractor."
o I telephoned Mr. Saml Sams of Aarya Construction and Design, Inc., the
o apparent low bidder, and asked him to fax to me the required list and a
u resume of his experience. When he did so, I learned that the list of projects
a was satisfactory, but that he had been with Aarya Construction for a
e period of only eight years.
s It Is my belief that Aarya Construction Is a non -responsive, unqualified
s' bidder for this project. The second low bidder, RjB Builders Corporation,
it did submit a satisfactory list of jobs, and demonstrates the required
4C twenty years of experience. For that reason, I recommend RJB Builders as
= contractors for the Aprons & South End Walkways Construction project
