RESOLUTION NO. 9 8 - 769
A RESOLUTION APPROVING THE REPLACEMENT OF THE
UNISYS A-17 MAINFRAME WITH A UNISYS CLEARPATH
NX5802-32 MAINFRAME, RELATED PERIPHERAL HARDWARE,
SYSTEM SOFTWARE, ASSOCIATED SERVICES, SUPPORT AND
ONGOING MAINTENANCE FOR SAID EQUIPMENT; UPGRADE OF
COMPUTER ROOM ENVIRONMENTALS, AND RELOCATION OF
PERIPHERAL DEVICES (SILO AND NETWORKING SERVERS);
IMPLEMENTATION OF MICROSOFT EXCHANGE; UPGRADE OF
INTERNET SERVER AND SERVICE; UPGRADE OF MICROSOFT
SOFTWARE PRODUCTS (NT AND OFFICE); MASS STORAGE
HARDWARE AND SOFTWARE FOR DOCUMENT MANAGEMENT;
FROM UNISYS CORPORATION, WAREFORCE CORPORATION,
XEROX AND OTHER VENDORS UNDER EXISTING STATE OF
FLORIDA CONTRACT NOS. 250-050-97-1, 973-561-98-1, 252-001-97-
1 AND 250-040-98-1, FOR AN AMOUNT NOT TO EXCEED
$7,000,000, PLUS ANY FINANCE CHARGES; SAID PURCHASES TO
REPLACE EXISTING OUTDATED HARDWARE AND SOFTWARE,
EXPAND SERVICES AND PROVIDE MAINTENANCE AND
PRODUCT SUPPORT FOR FIVE YEARS; SAID APPROVAL
SUBJECT TO FURTHER NEGOTIATIONS WITH UNISYS
REGARDING PRICE AND BUDGET AND REVIEW OF UNISYS
PROPOSAL, WITH POSSIBLE ALTERNATIVES AS A RESULT OF
THE KPMG REPORT; ALLOCATING FUNDS THEREFOR FROM CIP
ACCOUNT NO. 311603.469401.6.840; AUTHORIZING THE CITY
MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER
TO ISSUE A PURCHASE ORDER FOR SAID PURPOSE; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE THE MOST ADVANTAGEOUS FINANCIAL PROGRAM
AVAILABLE THROUGH COMPETITIVE NEGOTIATIONS.
WHEREAS, the A-17 mainframe is outdated equipment that is not and will
not be certified as Year 2000 compliant needs replacement with a new computer

that can be upgraded without program modifications, thus providing continued
growth and expansion; and
WHEREAS, the new mainframe will be fully supported by the vendor; and
WHEREAS, the vendor will require that additional terms and conditions be
made a part of the 10/1/98 maintenance contract specifying that Unisys
Corporation will no longer guarantee the availability of replacement parts for the
A17 system; and
WHEREAS the System Software is on a costly monthly license charge and
upgrades will no longer be available within the next year; and
WHEREAS engineering support from the manufacturing plant will no
longer be available by the end of 1998; and
WHEREAS, the replacement of current hardware, software, and related
peripherals with a C1earPath NX5802-32 mainframe will give the City of Miami
the ability to continue operations for at least the next five years; and
WHEREAS, the C1earPath NX5802-32 will provide migration capabilities
and facilitate the move to Open Systems; and
WHEREAS, the upgrade of computer room environmentals and relocation
of peripheral devices will allow for expansion of the Network room and the
creation of a PC repair facility at MRC; and
WHEREAS, the upgrade of Internet server and service will allow the City
to expand current Internet services and improve the response time on the

Internet; and
WHEREAS, the Microsoft products upgrade will bring the City
Departments to the same and current level of software and reduce support issues;
and
WHEREAS, the acquisition of software and hardware for document
management will allow for improved and efficient access to stored documents;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this
Resolution are hereby adopted by reference thereto and incorporated herein as if
fully set forth in this Section.
Section 2. The City Manager is hereby authorized to instruct the Chief
Procurement Officer to issue a Purchase Order for the Unisys A-17 Mainframe and
all related services and equipment, as herein stated, from Unisys Corporation,
Wareforce Corporation, Xerox, and other vendors under existing State of
Florida Contract Nos. 250-050-97-1, 973-561-98-1, 252-001-97-1 and 250-040-98-1,
in an amount not to exceed $7,000,000 plus any finance charges, said approval
subject to further negotiation with UNISYS regarding price and budget and a
review of the UNISYS proposal, with possible alternatives as a result of the KPMG

report, with funds therefor hereby allocated from CIP Account No.
311603.469401.6.840.
Section 3. The City Manager is further authorized to engage in competitive
negotiations and to negotiate and execute the financial program most advantageous
to the City for the acquisition of the equipment and services described herein.
Section 4. This Resolution shall become effective immediately upon its
adoption and signature of the Mayor'.

It is respectfully recommended that the City Commission adopt the attached
resolution authorizing the replacement of the Unisys A17 mainframe with a
Unisys ClearPath NX5802-32, related peripheral hardware, system software,
associated services, support and ongoing maintenance for said equipment;
upgrade of computer room environmentals, and relocation of peripheral
devices (silo and networking servers); implementation of Microsoft Exchange;
upgrade of Internet server and service; upgrade of Microsoft software
products (NT and Office); mass storage hardware and software for document
management from Unisys Corporation, Wareforce Corporation, Xerox and
other vendors under existing State of Florida contract numbers 250-050-97-1,
973-561-98-1, 252-001-97-1 and 250-040-98-1 at a cost not to exceed
$7,000,000. Funds are hereby allocated from Account No.
311603.469401.6.840. The City Manager is authorized to instruct the Chief
Procurement Officer to issue the necessary purchase order for said purpose.
This is part of the Management/Productivity initiative as set forth in the five-
year plan. Funding to be realized from the sale of the FEC property.
BACKGROUND:
The City of Miami's current Unisys A-17 mainframe was installed in 1988.
The A-17 mainframe is outdated equipment that is not and will not be
certified as Year 2000 Compliant. The mainframe needs to be replaced
with a new computer that the City can upgrade to without program
modifications, will provide continued growth and expansion, and is fully
supported by Unisys. Additionally, the cost of maintenance increases
dramatically as this equipment gets older. Unisys will require that
additional terms and conditions be made a part of the 10/1/98 maintenance
contract, specifying that Unisys Corporation will no longer guarantee the
availability of replacement parts for the A17 system. The System Software
is on a costly monthly license charge and upgrades will no longer be

available within the next year. Engineering support from the

ClearPath NX5802-32 mainframe will give the City of Miami the ability to

Windows NT operating system which is becoming an industry standard. It

Web Site.

and current level of software. This will reduce support issues, and facilitate
the exchange of documents without problems caused by version
incompatibility.
The acquisition of initial hardware and software for document management
will start the City on a path that will allow for improved and efficient
access to stored documents, reduce the physical storage space required for
documents and reduce/eliminate lost documents.
