RESOLUTION NO. 9 8 750
A RESOLUTION REFERRING THE RECOMMENDATIONS OF
THE OVERTOWN ADVISORY BOARD REGARDING THE
HISTORIC OVERTOWN PRIORITY BUSINESS CORRIDOR
TO THE CITY MANAGER AND THE CRA EXECUTIVE
DIRECTOR FOR CONSIDERATION OF INCLUSION IN
THE PILOT PROGRAM FOR SAID CORRIDOR.
WHEREAS, pursuant to Resolution No. 98-592, passed and
adopted by the City Commission on June 9, 1998, the frontage of
N.W. 8th Street to approximately N.W. 14th Street was designated
the Historic Overtown Priority Business Corridor for the City of
Miami, Florida ("Corridor"); and
WHEREAS, the City Commission by said Resolution authorized
and directed the City Manager, through the appropriate City
departments, to work in conjunction with the Community
Redevelopment Agency to create and establish a pilot program for
said Corridor, for adoption by the City Commission and
codification; and
WHEREAS, pursuant to Section 2-1051, City Code, the Overtown
Advisory Board (110AB11) was created and established for the
purpose of encouraging and supporting historic preservation and
providing recommendations to the City Commission regarding all
City funded or assisted activities, developments, or improvements
within the Overtown area; and

WHEREAS, at the May 21, 1998 meeting of the OAB, a committee
was established specifically to identify and examine issues
related to the development of the Corridor; and
WHEREAS, the OAB has formulated recommendations for
inclusion in Pilot Program for the Corridors;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Commission hereby refers the following
recommendations of the Overtown Advisory Board regarding in the
Historic Overtown Priority Business Corridor ("Corridor") to the
City Manager and CRA Executive Director for their consideration
as to their inclusion in the Pilot Program for the Corridor:
A. The cloth pattern in pavers at the Ninth
Street Pedestrian Mall should be repeated at the
intersections within the Corridor and close
proximity thereto.
B. The configuration of traffic lights
should be regulated to accommodate pedestrian and
vehicular traffic.
C. Both sides of the streets within
proximity of the Corridor should be landscaped
with Royal Palms and Poincianas.
D. Historic markers should be placed at
designated areas and points of interest that are
reminiscent of the history of Cvertown.
E. Informational markers should be placed
at specific points of entrance to Overtown
welcoming the public to Overtown.

F. An outdoor plaza with water fountain
should be constructed at the corner of N.W. 3rd
Avenue and N.W. 11th Street.
G. The Community Redevelopment Agency
should be responsible for notifying the businesses
within Overtown about the benefits of existing
Enterprise Zone.
H. The Corridor should be unified with a
facade treatment and refurbishment with a Bahamian
motif that will be conducive to the historic
significance of Overtown, as well as, a futuristic
image for the community.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.1/

it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon
override of the veto by the City Commission.

The Ovedown Advisory Board is respectfully requesting of you as City
Manager of the City of Miami to present a resolution to the City of
Miami Commission asking that they adopt recommendations of the
Overtown Advisory Board with regard to the Historic Overtown
Business Corridor.

At the May 21 st meeting of the Overtown Advisory Board, a
committee was established for the Historic Overtown Business
Corridor, recently created by the City of Miami Commission.
The charge of the committee is to identify and examine issues related
to the development of business corridors in Overtown, for the purpose
of (1) developing and submitting resolutions to the Overtown Advisory
Board for presentation to/passage by the City of Miami Commission;
(2) recommendation procedures to facilitate and expedite the
recommendations; (3) examine and make recommendations on all
related matters.
Recommendation.
(1) That the Cloth pattern in pavers at the Ninth Street
Pedestrian Mall be repeated at the intersections within the Historic
Business Corridor and close proximity therein.
(2) That the configuration of Traffic Lights be regulated to
accomodate Pedestrian and Vehicular traffic.
(3) Landscape with Royal Palms and Poincianas on both sides
of the streets and within proximity of the Business Corridor.
(4) Place Historic Markers at designated areas and points of
interest that are reminescent of the history of the community.
(5) Place Neighborhood Markers indicating Welcome to Historic
Overtown at specific points of entrance to Overtown.

(6) Implement an Outdoor Plaza with water fountain at the
corner of N.W. 3rd Ave. and N.W. 11th Street.
(7) Direct the C.R_A. to be responsible to the businesses within
the area notifying them about benefits of the existing State Enterprise
Zone.
(8) Unify the Business Corridor with a Facade treatment and
remodification with a Bahamian Motif, one that will be conducive to the
historic significance of Overtown and at the same time project a
futuristic image for the community
The Board respectfully request that you ask the City Commission to
adopt a resolution to fulfill the above request at their next meeting_
