RESOLUTION NO. 9 8- 739
A RESOLUTION ACCEPTING TWO LEGISLATIVE LINE ITEM
GRANTS IN THE AMOUNTS OF $100,000 AND $300,000
FROM THE FLORIDA DEPARTMENT OF ENVIRONMENTAL
PROTECTION FOR USE BY THE DEPARTMENT OF PARKS
AND RECREATION FOR RENOVATIONS AND IMPROVEMENTS
TO THE FOLLOWING PARKS IN THE AMOUNTS SPECIFIED:
$100,000 FOR LEMON CITY PARK, $100,000, FOR
SHENANDOAH PARK, AND $200,000 FOR KINLOCH PARK;
SAID GRANTS REQUIRING MATCHING FUNDS IN THE SAME
AMOUNTS TO BE ALLOCATED FROM SAFE NEIGHBORHOOD
PARK BOND FUNDS PREVIOUSLY APPROPRIATED TO THE
CAPITAL IMPROVEMENT PROJECT ACCOUNTS FOR SAID
PARKS; AUTHORIZING THE CITY MANAGER TO EXECUTE
THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, TO ACCEPT SAID GRANT AND
IMPLEMENT THE PROJECTS.
WHEREAS, the 1998 Florida Legislature approved the funding of two legislative line
item grants in the amounts of $100,000 and $300,000 from the Florida Department of
Environmental Protection for City of Miami parks improvements; and
WHEREAS, the amount of $100,000 was specifically allocated for Lemon City Park
and $300,000 for general park improvements; and
WHEREAS, the Parks Department has two major projects being developed at
Kinloch and Shenandoah Parks that have a shortage of funds; and
WHEREAS, the $300,000 line grant will fund renovations to Shenandoah Park in
the amount of $100,000 and to Kinloch Park, in the amount of $200,000, for the

construction of the new Citywide Disabilities Program Building; and
WHEREAS, required matching funds will be allocated from the Safe Neighborhood
Park Bond Funds contained in the applicable Capital Improvement Project accounts; and
WHEREAS, the City Manager must execute the necessary documents to accept
said grants to implement the projects;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. A legislative line item grant from the Florida Department of
Environmental Protection in the amount of $100,000 to be used for improvements and
renovations to Lemon City Park, is hereby accepted.
Section 3. A legislative line item grant from the Florida Department of
Environmental Protection in the amount of $300,000 is hereby accepted to be used as
follows: $100,000 for improvements and renovations to Shenandoah Park and $200,000
for improvements to Kinloch Park.
Section 4. The required matching funds, in the same amounts, are hereby
allocated from Safe Neighborhood Park Bond Funds previously appropriated to the
applicable Capital Improvement Project accounts for said parks.
Section 5. The City Manager is hereby authorized' to execute the necessary

documents, in a form acceptable to the City Attorney, to accept said grants and implement
the projects.
Section 6. This Resolution shall become effective immediately upon its adoption
and signature of the MayorZ.

date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon

SUBJECT: Acceptance of Two Legislative
Line Item Grants

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to accept two (2) legislative line item grants in the amount of
$100,000 and $300,000 from the Florida Department of Environmental Protection. These grants
are for renovations and improvements to the following parks: $100,000 for Lemon City Park,
$100,000 for Shenandoah Park, and $200,000 for Kinloch Park. The grants require a local match
in the same amount. The match requirement is being met with funds from the Safe
Neighborhood Park Bonds, already allocated in the Capital Improvement Projects for these
parks. This legislation would further authorize the City Manager to execute an agreement with
said agency for the implementation of these projects .
BACKGROUND:
The Parks and Recreation Department was awarded these legislative line item grants through a
direct appropriation authorized by the 1998 Florida State Legislature. These projects will consist
of renovations and improvements to Lemon City, Shenandoah and Kinloch Parks.
