A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A PROFESSIONAL SERVICE AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH ATLAS SAFETY
& SECURITY DESIGN, INC., FOR A PERIOD OF ONE (1) YEAR,
IN AN AMOUNT NOT TO EXCEED $34,224.00, SUBJECT TO
THE AVAILABILITY OF FUNDS, TO PROVIDE ENVIRONMENTAL
DESIGN CONSULTANT SERVICES FOR THE CITY OF MIAMI
POLICE DEPARTMENT; ALLOCATING FUNDS THEREFOR FROM
THE PROBLEM SOLVING PARTNERSHIPS GRANT PROGRAM,
ACCOUNT CODE NO. 142018.291226.6.270.
WHEREAS, the Police Department has been awarded a grant from the U.S.
Department of Justice, Office of Community Policing Services (COPS) Program for the
purpose of enhancing Problem Solving and Partnerships in West Coconut Grove; and
WHEREAS, the provisions of the Grant require the services of an Environmental
Design Consultant to establish and implement the program; and
WHEREAS, Atlas Safety & Security Design, Inc., is qualified and willing to provide
the required services, which include a two-day charrette in West Coconut Grove, a post-
charrette analysis report, development and preparation of architectural schematic crime
prevention through environmental design site plans, sketches and a response plan with
estimated implementation cost; and
WHEREAS, Atlas Safety & Security Design, Inc., will also assist in the development
of crime prevention through environmental design legislation, if appropriate;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are

hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manger is hereby authorized' to execute a Professional Services
Agreement, in a form acceptable to the City Attorney, with Atlas Safety & Security Design,
Inc., for a period of one (1) year, in an amount not to exceed $34,224.00, subject to the
availability of funds, to provide Environmental Design Consultant services for the City of
Miami Police Department, allocating funds therefor from the Problem Solving Partnerships
Grant Program, Account Code No. 142018.291226.6.270.
Section 3. This Resolution shall become effective immediately upon its adoption
and signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions.
Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it
was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override
of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the enclosed Resolution, with
attachment, allowing the City Manager to execute a Professional Service Agreement with Atlas
Safety & Security Design, Inc., in an amount not to ' exceed $34,224.00, for the Miami Police
Department. Funding will be from the Problem Solving Partnerships Grant Program, Account
Code No. 142028.291226.6.270.
BACKGROUND
The Police Department has been awarded a grant from the U. S. Department of Justice, Office of
Community Policing Services (COPS) Program, for the purpose of enhancing Problem Solving
and Partnerships in West Coconut Grove. In accordance with the provision of the grant, the
department requires an Environmental Design Consultant in order to establish and implement the
program. Atlas Safety & Security Design, Inc., will design and conduct a two-day community
charrette in West Coconut Grove. They will develop materials, collect and analyze crime, street,
traffic and zoning data along with documenting conditions of the affected area. They shall
facilitate the overall presentation of the charrette, including development of solutions,
audio/visuals, and handouts. Atlas Safety & Security Design will provide a post-charrette analysis
report. They will also provide architectural schematic crime prevention through environmental
design site plans, sketches, and develop a response plan with estimated implementation cost. Also,
the company will assist in the development of crime prevention through environmental design
legislation, if deemed appropriate.
