A RESOLUTION AUTHORIZING THE PURCHASE OF THREE (3)
NARCOTICS TRAINED CANINES FROM METRO DADE K-9
GUARD DOGS, UNDER EXISTING MIAMI-DADE COUNTY
CONTRACT NUMBER IB4293-2/02-OTR, IN THE PROPOSED
AMOUNT OF $19,500.00, ALLOCATING FUNDS THEREFOR
FROM THE LAW ENFORCEMENT TRUST FUND, ACCOUNT
CODE NO. 690001.291002.6.875, SAID EXPENDITURE HAVING
BEEN CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING
WITH THE U.S. DEPARTMENT OF THE TREASURY'S "GUIDE TO
EQUITABLE SHARING" AND FLORIDA STATE STATUTES,
CHAPTER 932.7055; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE
PURCHASE ORDERS FOR SAID ACQUISITION.
WHEREAS, the Department of Police needs to purchase three (3) narcotics trained canines for its
Push Out Pushers (POP) Detail, and
WHEREAS, the purchase of these narcotics trained dogs will significantly increase the effectiveness
and efficiency of the POP Detail by increasing narcotics and currency seizures, minimizing property damage
when executing search warrants, strengthening narcotics cases at the prosecution stages and reducing
possible liability resulting from narcotics searches and seizures; and
WHEREAS, the City Manager and the Chief of Police recommend the purchase of three (3)
narcotics trained canines from Metro Dade K-9 Guard Dogs, at a cost not to exceed $19,500.00, be
approved,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted

by reference thereto and incorporated as if fully set forth in this Section.
Section 2. The purchase of three (3) narcotics trained canines, in an amount not to exceed
$19,500.00, from Metro Dade K-9 Guard Dogs, under existing Miami -Dade County Contract No.
IB4293-2/02-OTR, is hereby approved, with funds therefor hereby allocated from the Law Enforcement
Trust Fund, Account Code No. 690001.291002.6.875, such expenditure having been approved by the Chief
of Police as complying with the U.S. Department of the Treasury's "Guide to Equitable Sharing" and Florida
State Statutes, Chapter 932.7055..

Section 3. This Resolution shall become effective immediately upon adoption and signature of the
PASSED AND ADOPTED this 21st day of July , 1998.

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the purchase of one (1) narcotics trained canine, from Metro Dade K-9 Guard Dogs,
located at 12460 S.W. 190 Street, Miami, Florida 33177, under an existing Miami -Dade County
Contract No. IB4293-2/02-OTR, at a total amount not to exceed $6,500.00.
Funds are available from the Police Department's Law Enforcement Trust Fund, Account Code
No. 690001.291002.6.875.
BACKGROUND
The Police Department is requesting to purchase one (1) narcotics trained canine for the Push Out
Pushers Detail. The purchase of this narcotics trained dog will significantly increase the
effectiveness and efficiency of the Push Out Pushers Detail. It will increase narcotics and currency
seizures and minimize property damage, specifically when executing search warrants. Further, it
will strengthen narcotics cases at the prosecution stages and will also reduce liability resulting from
narcotics searches and seizures.
The Department of Purchasing and Police have realized substantial savings utilizing the Miami -
Dade County contract for the purchase of a narcotics trained canine. It is therefore, recommended
that award be made to Metro Dade K-9 Guard Dogs, as the lowest most responsible and
responsive vendor under an existing Miami -Dade County Contract No. IB4293-2/02-OTR.
