WHEREAS, sealed bids were received May 21, 1998, for "Wainwright Park Security Lighting Improvements, B-629511, and WHEREAS, the City Manager and the Director of the Department of Public Works recommend that the bid from El -Al Electric. Inc. be accepted as the lowest responsible and responsive bid; and WHEREAS, the Fiscal Year 1997-1998 Capital Improvement Ordinance 11623, as amended, appropriated monies for the proposed amount of the contract, project expenses, and incidentals under Project N0.333100; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMISSION MEETING OF J U L Z f 1998 Fe"Olutim fam Section 1. The recitals and findings contained in the preamble of this resolution are hereby adopted by reference hereto and incorporated herein as if fully set forth in this Section. Section 2. The May 21, 1998, bid of El -Al Electric Inc. in the proposed amount of $13,300.00, for the project entitled "Wainwright Park Security Lighting Improvements, B-6295" for the total bid of the proposal, based on lump sum and unit prices, is hereby accepted at the price stated therein. Section 3. The total estimated project cost of $22,530.00 is hereby allocated from Project No. 333100 as appropriated by the Fiscal Year 1997-1998 Capital Improvement Ordinance 11623, as amended. Said total project cost consists of the $13,130.00 contract cost and $9,400.00 estimated expenses incurred by the City. Section 4. The City Manager is hereby authorized to enter into a contract', in a form acceptable to the City Attorney, on behalf of the City of Miami with El -Al Electric, Inc., for "Wainwright Park Security Lighting Improvements, B-6295" total bid of the proposal. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. ` If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. Briz Electrical Engineer Public Works Department DATE: June 25, 1998 F4LE: B-6295 SUBJECT: Wainwright Park Security Lighting Improvement Project,B-6295 REFERENCES ENCLOSURES: This: Memo serves as my .explanation for the significant difference between the estimated construction cost of $50,000.00 and the bids received on May 21, 1998 for $13,130.00 for the project "Wainwright Park Security Lighting Improvements, B- 6295". On December 1997, Parks Department requested Public Works assistance in determining the estimated improvements costs for over nineteen (19) poles that would be funded through the safe Neighborhood Park Bond. At that time I submitted an estimate construction cost of $50,000.00 to cover the repair of the Security Lighting System at Wainwright Park. The estimate was determined using the worst case scenario which is the replacement of all the light poles and luminaries. I used this estimate to prepare the job request form for the above referenced project. During the course of preparing the construction drawings I inspected the light poles again and I realized the poles could be salvaged by removing the wood covers and painting the metal surface. This work was indicated in the project plans and specifications. Unfortunately, I did not modify the job request form to reflect these changes.
