RESOLUTION N09 8 - 725
A RESOLUTIUON AUTHORIZING FUNDING FOR YOUTH OF
AMERICA, INC., IN THE AMOUNT OF $15,000.00;
ALLOCATING FUNDS THEREFOR FROM THE LAW
ENFORCEMENT TRUST FUND, PROJECT NOS. 690001,
690002, 690003, SUCH EXPENDITURES HAVING BEEN
CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING WITH
THE U. S. DEPARTMENT OF THE TREASURY'S "GUIDE TO
EQUITABLE SHARING," AND FLORIDA STATE STATUTES,
SECTION 932.7055, AS AMENDED.
WHEREAS, Florida State Statutes, Section 932.7055, as amended,
authorizes expenditure of forfeiture proceeds for law enforcement and anti -drug
education purposes not considered normal operating expenses; and
WHEREAS, the Police Department believes that it is imperative youth be
given a positive incentive program; and
WHEREAS, Youth of America, Inc. provides counseling to underprivileged
children in matters relating to drug and alcohol abuse, crime prevention information,
tutoring in school assignments, and guidance on matters of family, good health and
hygiene; and
WHEREAS, funds to cover this expenditure have not been included in the

Police Department's normal operating budget and are available in the City of Miami
Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of this Resolution
and has certified that the expenditures comply with the U.S. Department of the
Treasury's "Guide to Equitable Sharing" and Florida State Statutes, Section
932.7055, as amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this
Resolution are hereby adopted by reference thereto and incorporated herein as if
fully set forth in this Section.
Section 2. Funding for Youth of America, Inc., in the amount of
$15,000.00, is hereby authorized, with funds therefor hereby allocated from the
Law Enforcement Trust Fund, Project Numbers 690001, 690002, 690003, such
expenditures having been certified by the Chief of Police as complying with the
U.S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State
Statutes, Section 932.7055, as amended.
Section 3. This Resolution shall become effective immediately upon its

adoption and signature of the Mayor'
PASSED AND ADOPTED this 21st day of July , 1998.

If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.

RECOMMENDATION:
It is respectfully recommended that a Resolution authorizing funding, in the amount of $15,000.00,
for Youth of America, Inc. be approved. Funding is to be provided from the Law Enforcement
Trust Fund, Project Numbers 690001, 690002 and 690003.
BACKGROUND:
The Miami Police Department supports organizations like Youth of America. This organization
works with underprivileged children who are mostly without supervision and positive role models.
To compensate for this void in the children's lives, this organization uses adult volunteers to
interact with them. The volunteers provide counseling in matters concerning drug/alcohol abuse,
crime prevention information, tutoring in school assignments, and guidance on matters of family,
good health and hygiene. The children receive tangible incentives, encouragement and positive
reinforcement to assist them in coping in spite of adverse social and economic conditions.
Regretfully, when LETF funding of this program was approved by the City Commission on
September 23, 1997, sufficient funds were not available to provide the organization with the
$30,000.00 requested. Therefore, the City Commission authorized funding in the amount of
$15,000.00 with the understanding that, upon the availability of funds, legislation would be
brought before you authorizing additional funding.
