HomeMy WebLinkAboutR-98-0721J-98-821 7/14/98 RESOLUTION NO. 9 8 — 12 1 A RESOLUTION URGING THE MIAMI-DADE BOARD OF COUNTY COMMISSIONERS TO SUBMIT AN APPLICATION TO THE FEDERAL AVIATION AGENCY TO IMPLEMENT A PART 150 AIRPORT NOISE COMPATIBILITY PROGRAM AT MIAMI INTERNATIONAL AIRPORT. WHEREAS, the Federal Aviation Administration has recognized aircraft noise as the most significant constraint on airport capacity and air travel; and WHEREAS, airport noise is also a significant environmental problem; and WHEREAS, Congress has established through federal legislation a process for evaluating noise impacts at airports and for planning and implementing noise mitigation measures, which is called the Part 150 Airport Noise Compatibility Program; and WHEREAS, the Part 150 Airport Noise Compatibility Program scope and purpose prescribes the procedures, standards, and methodology governing the development, submission, and review of airport noise exposure maps and airport noise compatibility programs, including the process for evaluating and approving or CITY COMMSMON MEETING OF .flat. 1 4 1998 Resolution No. 98- '721 disapproving those programs, including the process for: (a) measuring noise at airports and surrounding areas that generally provides a highly reliable relationship between projected noise exposure and surveyed reaction of people to noise; and (b) determining exposure of individuals to noise that results from the operation of an airport; and WHEREAS, Part 150 also identifies those land uses which are normally compatible with various levels of exposure to noise by individuals and provides technical assistance to airport operators, in conjunction with other local, State and Federal authorities, to prepare and execute appropriate noise compatibility planning and implementation programs; and WHEREAS, participation in the voluntary Part 150 Noise Compatibility Program would make Miami International Airport eligible for federal funding of noise compatibility planning and development; and WHEREAS, federal funds are also available for land and home purchases as well a soundproofing and other noise -abatement measures; and WHEREAS, excessive noise levels create school disruption, sleep disturbance, speech interference and disrupts a wide variety of everyday activities (relaxation, thinking, reading, - 2 - (O� QQ t� 98— / 21 learning and listening) and is correlated with increased levels of stress, tension and annoyance; and WHEREAS, the Miami -Dade Board of County Commissioners, as the governing body overseeing the operations of Miami International Airport, has a moral and ethical obligation to ensure noise compatibility with all neighboring communities and to preserve and enhance the "quality of life"' and sustainability of all residents of Miami -Dade; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The Miami -Dade Board of County Commissioners is hereby urged to submit an application to the Federal Aviation Agency to implement a Part 150 Airport Noise Compatibility Program at Miami International Airport. Section 3. This Resolution shall become effective - 3 - 98- 721 immediately upon its adoption and signature of the Mayor.!:/ PASSED AND ADOPTED this 14th day of July , 1998.
