HomeMy WebLinkAboutR-98-0696J-98-723 7/13/98 RESOLUTION NO. 9 8 6 9 6 A RESOLUTION AWARDING FUNDING TO FOUR (4) LOCAL NOT FOR PROFIT AGENCIES ("AGENCIES") FOR THE PROVISION OF HOUSING ASSISTANCE AND HOUSING RELATED SERVICES TO LOW INCOME PERSONS LIVING WITH HIV/AIDS AND THE PROVISION OF STAFF SUPPORT TO THE CITY ADMINISTRATION; ALLOCATING FUNDING THEREFOR IN THE AMOUNT OF $22,750.00 FROM THE FY 1995 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM GRANT (ACCOUNT NO. 194003.590603.6340. 27054), IN THE AMOUNT OF $237,102.25 FROM THE FY 1997 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM GRANT (ACCOUNT NO. 194005.590605.6860. 94654); FURTHER AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE THE NECESSARY CONTRACT(S) OR AMENDMENT(S) TO EXISTING CONTRACT(S) WITH SAID AGENCIES FOR THE AMOUNT SPECIFIED HEREIN, IN A FORM ACCEPTABLE, TO THE CITY ATTORNEY, TO IMPLEMENT THE PROGRAM. WHEREAS, the Housing Opportunities for Persons With AIDS (HOPWA) Program was created under the AIDS Housing Opportunity Act, and revised under the Housing and Community Development Act of 1992, and WHEREAS, Section 606(d)(2) of the Federal Housing and Community Development Act of 1992 stipulates that the City of Miami, being the most populous unit of general local government in an eligible metropolitan statistical area (EMSA), not including county CITY coMM SSION MEETING OF Ju L 14 1998 Megpluum Na 98- 696 government, must be the applicant for the HOPWA Grant and be allocated the related funding; and WHEREAS, the City of Miami has received funding from the U.S. Department of Housing and Urban Development (U.S. HUD) for the implementation of the 1995 and 1997 HOPWA Program Grants; and WHEREAS, on May 1, 1995, the City Commission, adopted Ordinance No. 11252, which established a special revenue fund entitled "Housing Opportunities for Persons With AIDS (HOPWA) Grant Program FY 1995", and appropriated $7,268,000.00 in funding from U.S. HUD for the implementation and administration of the 1995 HOPWA Program; and WHEREAS, on April 20, 1997, the City Commission, adopted Ordinance No. 11477, which established a special revenue fund entitled "Housing Opportunities for Persons With AIDS (HOPWA) Grant Program FY 1997", and appropriated $8,832,000.00 in funding from U.S. HUD for the implementation and administration of the 1997 HOPWA Program; and WHEREAS, the HOPWA Advisory Board, at the March 16, 1998 HOPWA Advisory Board meeting, recommended funding for two (2) agencies to provide long term housing assistance to very low income persons with HIV/AIDS; and WHEREAS, the HOPWA Advisory Board, at the May 19, 1998 HOPWA Advisory Board meeting, recommended funding for one (1) agency for carrying out housing rehabilitation activities on a project targeted for low income persons with HIV/AIDS; and WHEREAS, the HOPWA Advisory Board, at the June 15, 1998 HOPWA Advisory Board meeting, recommended funding for one (1) agency to provide staff assistance to the City -2- t Administration; and WHEREAS, HOPWA Program funding is available from the City's 1995 and 1997 HOPWA Program Grants in order to provide funding to the aforementioned agencies; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Commission hereby approves the allocation of funding to the following not for profit agencies ("Agencies") to provide housing assistance and housing related services to very low income persons living with HIV/AIDS throughout the entire Miami -Dade County geographic area, in the amounts listed below: Sponsor Service Douglas Gardens Community Long term, provider based housing assistance Mental Health Center, Inc. (Account No. 194005.590605.6860.94654) Haitian American Foundation, Inc Economic Opportunity Family Health Center, Inc. South Florida Jail Ministries/ Agape Women's Center Long term, sponsor based housing assistance (Account No. 194005.590605.6860.94654) Amount $100,000.00 $100,000.00 Rehabilitation assistance $37,102.25 (Account No. 194005.590605.6860.94654) Staff support for the City Administration $22,750.00 (Account No. 194003.590603.6340.27054) Section 3. HWarshaw City Manager RECOMMENDATION: DATE : June 25, 1998 KEI FILE : SUBJECT : Resolution Awarding Funding to Four (4) Agencies from FY 1995 & FY 1997 HOPWA Grants REFERENCES: ENCLOSURES: City Commission Agenda Item July 14, 1998 It is respectfully recommended that the City Commission adopt the attached resolution, awarding funding to four (4) local AIDS service providers for the provision of housing assistance and housing related services to very low income persons with HIV/AIDS, in addition to staff support to the City Administration, in connection with the implementation of the 1995 and 1997 Housing Opportunities for Persons With AIDS (HOPWA) Program Grants. The attached resolution further authorizes the City Manager to execute the necessary agreements and any amendments, with the four (4) organizations for the provision of the aforementioned services. Funding is being provided from the U.S. Department of Housing and Urban Development (HUD) from the FY 1995 and FY 1997 HOPWA Program Grants. BACKGROUND: At the March 16, 1998 meeting of the HOPWA Advisory Board, the HOPWA Advisory Board recommended awarding funding to the Douglas Gardens Community Mental Health Center, Inc. in the amount of $100,000, and Haitian American Foundation, Inc. in the amount of $100,000 for the provision of housing assistance and housing related services to very low income persons living with HIV/AIDS. At the May 19, 1998 meeting of the HOPWA Advisory Board, the HOPWA Advisory Board recommended awarding funding in the amount of $37,102.25 to Economic Opportunity Family Health Center, Inc. for the provision of housing assistance and housing related activities to very low income persons living with HIV/AIDS. Moreover, at the June 15, 1998 meeting of the HOPWA Advisory Board, the HOPWA Advisory Board also recommended awarding funding in the amount of $22,750 to the South Florida Jail Ministries/Agape Women's Center for the provision of staff support to the City Administration. Based on the recommendations of the HOPWA Advisory Board, the Department of Community Development recommends that the City Commission allocate funding to the following organizations for the provision of the services specified on page 2: 95-- 696 The Honorable Mayor, Joe Carollo and Members of the City Commission Page 2 of 2 Sponsor Douglas Gardens Community Mental Health Center, Inc.
