RESOLUTION NO. 9 8— 676
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH
LESTER PANCOAST, FAIA, IN AN AMOUNT NOT TO
EXCEED $17,128, TO PROVIDE ARCHITECTURAL
DESIGN AND CONSTRUCTION SUPERVISION SERVICES
TO THE BAYFRONT PARK MANAGEMENT TRUST AND
THE CITY OF MIAMI IN CONNECTION WITH CAPITAL
IMPROVEMENTS TO BE MADE TO THE MILDRED AND
CLAUDE PEPPER BAYFRONT PARK; ALLOCATING
FUNDS THEREFOR FROM THE CAPITAL IMPROVEMENT
PROGRAM, "BAYFRONT PARK IMPROVEMENTS",
PROJECT NO. 331401.
WHEREAS, the City of Miami authorized the allocation of $1,000,000 for
capital improvement projects at the Mildred and Claude Pepper Bayfront Park
("Bayfront Park"); and
WHEREAS, these projects have been identified and prioritized by the
Bayfront Park Management Trust (the "Trust") and, upon completion, will enhance
the Bayfront Park experience for Miami residents and visitors; and
WHEREAS, Lester Pancoast, FAIA, has long been involved with the physical

structure of Bayfront Park and worked with park designer Noguchi and is
intimately familiar with Noguchi's vision for Bayfront Park;
WHEREAS, Rey Ros has also worked successfully with Lester Pancoast, the
architectural advisor for Bayfront Park;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this
Resolution are hereby adopted by reference thereto and incorporated herein as if
fully set forth in this Section.
Section 2. The City Manager is hereby authorized' to execute a
professional services agreement, in a form acceptable to the City Attorney, with
Lester Pancoast, FAIA, in an amount not to exceed $17,128, to provide
architectural design and construction supervision services to the Bayfront Park
Management Trust and the City of Miami in connection with capital improvements
to be made to Bayfront Park, with funds therefor hereby allocated from the Capital
Improvement Program, "Bayfront Park Improvements", Project No. 331401.
Section 3. This Resolution shall become effective immediately upon its
adoption.2
The herein authorization is further subject to compliance with all requirements that may be imposed by the
City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions.
2 If the mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the
date it was passed and adopted. If the mayor vetoes this Resolution, it shall not be effective unless the City
Commission overrides the veto.

ENCLOSURES:
It is respectfully recommended that the City Commission allow the Bayfront Park Management Trust
to eriter into a professional services agreement with Lester Pancoast, FAIA, in an amount not to
exceed $17,128, to provide architectural design and construction supervision services to the Bayfront
Park Management Trust and the City of Miami in connection with capital improvements to be made
to Bayfront Park, with funds therefor hereby allocated from the Capital Improvement program,
"Bayfront Park Improvements", Project No. 331401.
BACKGROUND:
The Bayfront Park Management Trust has successfully managed Bayfront Park with the goal of
ensuring maximum community involvement. These capital projects have been identified and
prioritized by the Trust and, upon completion, will enhance the Bayfront Park experience for
Miami's residents and visitors. Lester Pancoast, FAIA, has long been involved with the physical
structure of Bayfront Park and worked with park designer Isamu Noguchi and is intimately familiar
with Noguchi's plan for Bayfront.
