RESOLUTION NO. 9 8- 620
A RESOLUTION ACCEPTING THE FINDINGS OF THE
SELECTION COMMITTEE THAT, PURSUANT TO THE
REQUEST FOR PROPOSALS ("RFP"), BELLSOUTH BUSINESS
SYSTEMS, IS THE MOST QUALIFIED PROVIDER OF FRAME
RELAY NETWORK SERVICES FOR THE CITY OF MIAMI'S
COMMUNICATIONS INFRASTRUCTURE; AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE AN
AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH BELLSOUTH BUSINESS SYSTEMS FOR AN
INITIAL PERIOD OF THREE YEARS, AT AN ESTIMATED
ANNUAL COST NOT TO EXCEED $300,000, WITH THE
OPTION TO EXTEND FOR TWO ADDITIONAL ONE YEAR
PERIODS; ALLOCATING FUNDS THEREFOR FROM THE
DEPARTMENT OF FIRE -RESCUE CAPITAL IMPROVEMENT
PROJECT NO. 313232, ACCOUNT CODE NO. 289401840
AND, WITH PRIOR BUDGETARY APPROVAL, FROM THE
BUDGETS OF THE USING DEPARTMENTS,
WHEREAS, the Information Technology Department needs to secure a contract for
frame relay services to be utilized on an as -need, when -needed citywide basis, pursuant to
Bid. No. 97-98-089, for three years with the option to extend for two additional one year
periods; and
WHEREAS, the frame relay services will establish a reliable, high-speed data
communications link between various city facilities; and
WHEREAS, Request for Proposals were mailed to 24 firms seeking a broad range of

responses from frame relay providers to furnish a frame relay network for the City of
Miami's communications infrastructure; and
WHEREAS, the Selection Committee evaluated the single proposal received June 3,
1998, in response to the city's RFP, and found that BellSouth Business Systems, the sole
respondent, was responsive in all aspects of the proposal and the committee unanimously
recommended the acceptance of this proposal and the selection of BellSouth Business
Systems as the provider of this service; and
WHEREAS, funding is available, in an amount not to exceed $300,000 annually,
from the Department of Fire -Rescue Capital Improvement Project No. 313232, account
code no. 289401840, and, with prior budgetary approval, from the budgets of the using
departments;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Commission hereby accepts the findings of the Selection
Committee that, pursuant to the Request for Proposals ("UP"), BellSouth Business
Systems, is the most qualified provider of frame relay network services for the City of
Miami's communications infrastructure.
Section 3. The City Manager is hereby authorized' to negotiate and execute an
agreement, on behalf of the City of Miami and in a form acceptable to the City Attorney,
with BellSouth Business Systems for the provision of frame relay network services

Section 4. This Resolution shall become effective immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution accepting
the findings of the Frame Relay RFP selection committee, which recommends the selection of
BellSouth Business Systems as the provider of Frame Relay Network Services for the City of
Miami. BellSouth Business Systems, the sole respondent to the City's frame relay RFP
invitation, was deemed by the selection committee to be responsive in all aspects of the proposal.
Moreover, the resolution authorizes the City Manager to negotiate and execute agreements for the
establishment of Frame Relay Services for an initial 3 year period, with the option to extend these
agreements for two (2) additional one (1) year periods, at an estimated total annual cost not to
exceed $300,000. Funds for this service will be from individual departmental accounts and will
require budgetary approval for each department prior to usage. The initial phase of this project
will involve the twelve (12) City Fire Stations, the Riverside Center and the Miami Police
Department, allocating funds for this phase from the Department of Fire -Rescue Capital
Improvement Project 313232 account code 289401840.
BACKGROUND:
The Frame Relay RFP selection committee has analyzed the proposal received from the sole
respondent, BellSouth Business Systems, to RFP No. 97-98-089 for the provision of frame relay
network services on a Citywide basis. Twenty-four (24) RFP invitations were mailed and one
response was received. BellSouth Business Systems, as the sole respondent, has been deemed by
the selection committee to be responsive in all aspects of the proposal. The selection committee
unanimously recommends the acceptance of this proposal and the selection of BellSouth
Business Systems as the City's frame relay network services provider. Expenditures for this
service will be made from individual departmental budgets upon receipt of budgetary approval,
for an overall amount not to exceed $300,000 annually on a Citywide basis. The frame relay
services will be utilized on an as -needed, when -needed Citywide basis to establish a reliable, high
speed enterprise data communications link between various City facilities.

On May 6, 1998, the City issued a Request for Proposal (RFP) for reputable carriers to
provide a Frame Relay Network for the City's communications infrastructure. On June 3,
1998, one proposal was received from BellSouth Business Systems, Inc.
An evaluation committee, approved by the City Manager, was convened on June 5, 1998
for the initial meeting. This committee consisted of the five individuals detailed on the
attachment. The moderator of the committee was Pamela Burns, Sr. Procurement
Contracts Officer. The evaluation committee met again on June 11, 1998. At this
meeting, BellSouth Business Systems, Inc. conducted a brief presentation on their
proposal and then the committee members reviewed the proposal in light of the
evaluation criteria. According to the criteria used by the evaluation committee to rate the
proposer, BellSouth Business Systems, Inc. scored an average of 84.22 points out of a
total of 100 possible points. All evaluation committee members scored the vendor in a
consistent manner. Attached is the tabulation of the evaluation.
We respectively recommend to accept the proposal from BellSouth Business Systems,
Inc. for a period of three (3) years, with the option to extend for two (2) additional one (1)
year periods, at a total cost for all phases of the implementation not to exceed $300,000.
Funds for the first phase are to be allocated from the Department of Fire -Rescue Capital
Improvement Project 313232, Account Code 289401840. Funds for subsequent phases
are to be allocated from the budgets of various departments as needed.
The acceptance of this proposal has been placed on the City Commission Meeting agenda
of the June 23, 1998.

Frame relay services provide a reliable, cost-effective means of interconnecting the various City
sites to enhance communications and facilitate the transmission of information. These services
will establish reliable, high-speed data communications links, which will provide the necessary
communications infrastructure for the City of Miami as it migrates to an open computing
architecture and to client -server based applications. BellSouth Business Systems was chosen as
the Citywide provider of frame relay network services based on the recommendation of the
selection committee for RFP No. 97-98-089. Expenditures for this service will be made from
individual departmental budgets upon receipt of budgetary approval, for an overall amount not to
exceed $300,000 annually on a Citywide basis.
The initial phase of this project will involve the twelve (12) City Fire Stations, the Riverside
Center and the Miami Police Department. This department has verified funding with the
Department of Budget that funds are available to cover the cost of installation at a proposed
amount of $13,130 and an annual amount not to exceed $27,240 for the initial phase sites. Funds
for this acquisition are to be allocated from the Department of Fire -Rescue Capital Improvement
Project 313232 account code 289401840.
