HomeMy WebLinkAboutR-98-0559J-98-552 5/17/98 RESOLUTION NO. 9 8- 559 A RESOLUTION AUTHORIZING THE ALLOCATION OF EIGHT THOUSAND FOUR HUNDRED DOLLARS ($8,400.00) FROM THE TWENTY-FOURTH (24'H) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS (PROJECT 799602), FOR THE REHABILITATION OF SIX (6) BUSINESSES LOCATED IN THE LITTLE HAVANA AREA UNDER THE CITY-WIDE COMMERCIAL FACADE PROGRAM, IN WHICH SAID ALLOCATION REPRESENTS 70% OF THE TOTAL REHABILITATION COST, WITH THE PROPERTY OWNER OR BUSINESS OWNER PROVIDING A 30% MATCH; FURTHER PROVIDING THAT LITTLE HAVANA DEVELOPMENT AUTHORITY, INC. SHALL PROVIDE CERTAIN SERVICES IN CONNECTION WITH THE PROGRAM. WHEREAS, the City-wide Commercial Facade Program (the "Program") was approved in the Fourteenth (10) Year Community Development Block Grant Application by Resolution No. 88-384; and WHEREAS, the Program is designed to promote economic revitalization in the neighborhoods of the City of Miami, and accordingly, is an important part of the City's economic development strategy; and WHEREAS, funds for the Program are allocated from Community Development Block Grant Funds (Project #799602) up to the amount specified; and CITY COKMSSION MEETING OF JU N 0 9 1998 ReG alotion No. 98- 559 WHEREAS, there are six (6) properties located in the Little Havana target area which have been reviewed by the City of Miami Department of Community Development and Little Havana Development Authority, Inc. and were found to be eligible for funding under the Program; and WHEREAS, eligibility for assistance under the Program is based on a 70% - 30% match, with the City providing 70% and the business or property owner providing 30% of the cost of construction, which shall not exceed the total amount of Two Thousand Dollars ($2,000.00) per participating business; and WHEREAS, Little Havana Development Authority, Inc. has the necessary expertise and is willing to provide the services necessary for the implementation of the Program and the disbursement of funds allocated to the participating businesses in the Little Havana area; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The amount of Eight Thousand Four Hundred Dollars ($8,400.00) from the Twenty-fourth (24t1') Year Community Development Block Grant Funds (Project #799602) under the Comprehensive City-wide Commercial Facade Program ("Program"), is hereby allocated for the rehabilitation of six (6) businesses located in the Little Havana area ("Project"). Section 3. Financial assistance to be provided by the City under this Program for the Project shall be based on a 70% - 30% match, with the City contributing up to One Thousand Four Hundred Dollars ($1,400.00) per participating business and the business or property owner contributing up to Six Hundred Dollars ($600.00). 2 98- 559 Section 4. Upon completion of the Project, Little Havana Development Authority, Inc. shall present to the City of Miami Community Development Department, all documentation and invoices generated by, or pertaining to the Project. WarShaW REFERENCES: City Commission Agenda Item City Manager June 9, 1998 ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission approve the attached resolution allocating $8,400 to the Little Havana Development Authority, Inc., from the City of Miami Commercial Facade Treatment Program, for the rehabilitation of six (6) businesses in the Little Havana area. This is an ongoing project which has been funded since 1988 with great success in terms of revitalizing small businesses serving low and moderate -income neighborhoods. The total Community Development Block Grant (CDBG) funding approved for this City-wide project for FY 1998- 99 is $425,000. The recommended allocation of $8,400 will be applied against the unused project balance of $425,000. Please note that the Commercial Facade Treatment Program project is implemented on a City-wide basis through community based organizations serving each target area. Since the inception of the program, the City has assisted over 2,000 small businesses by renovating and painting their store fronts. BACKGROUND: The Commercial Facade Treatment Program was implemented pursuant to Resolution No. 88-384 during the 14' Year of the Community Development Block Grant (CDBG) program, to encourage economic revitalization within blighted neighborhoods in the City of Miami. Since that time, many businesses' exteriors have been improved by painting, improved signs, and awnings, which resulted in upgraded living conditions in the affected areas, enhance neighborhood services, and increased benefits to the community. 98- 559 Honorable Mayor and Members of the City Commission May 14, 1998 Page 2 Therefore, it is requested that the City Commission allocate CDBG funds in the amount of $8,400 to Little Havana Development Authority, Inc., for the implementation of the facade improvement program for the following properties: Little Havana Area: Address: 1. La Reina Cafeteria 1101 S.W. 8`h Streei 2. Paradise International 1101 S.W. 8`h Street, #208 3. Family Dentistry 1101 S.W. 8"` Street, #211 4. Happy Dollar 1105 S.W. 8`" Street 5. Hibueras Travel 1103 S.W. 8`h Street 6. Pola Beauty Salon 1109 S.W. 8`h Street Total: 6 Each of the aforementioned enterprises would be allocated a maximum of $2,000, with the City of Miami contributing 70%, up to $1,400, and the business or property owner contributing the remaining 30%, up to 600. Little Havana Development Authority, Inc., will assume the responsibility of completing all pertinent documentation, and will forward the information to the City of Miami Department of Community Development.
