HomeMy WebLinkAboutR-98-0558J-98-553 5/17/98 RESOLUTION NO. 9 S- 558 A RESOLUTION AUTHORIZING THE ALLOCATION OF ONE HUNDRED FOURTEEN THOUSAND EIGHT HUNDRED DOLLARS ($114,800.00) FROM THE TWENTY-FOURTH (24TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS (PROJECT 799602), FOR THE REHABILITATION OF EIGHTY- TWO (82) BUSINESSES LOCATED IN THE DOWNTOWN AREA UNDER THE CITY-WIDE COMMERCIAL FACADE PROGRAM, IN WHICH SAID ALLOCATION REPRESENTS 70% OF THE TOTAL REHABILITATION COST, WITH THE PROPERTY OWNER OR BUSINESS OWNER PROVIDING A 30% MATCH; FURTHER PROVIDING THAT DOWNTOWN MIAMI PARTNERSHIP, INC. SHALL PROVIDE CERTAIN SERVICES IN CONNECTION WITH THE PROGRAM. WHEREAS, the City-wide Commercial Facade Program ("Program") was approved in the Fourteenth (10) Year Community Development Block Grant Application by Resolution No. 88-384; and WHEREAS, the Program is designed to promote economic revitalization in the neighborhoods of the City of Miami, and accordingly, is an important part of the City's economic development strategy; and WHEREAS, funds for the Program are allocated from Community Development Block Grant Funds (Project #799602) up to the amount specified; and 1C[T4' C0&DWSION XMINC or JUN 0 9 1998 Resolution No. WHEREAS, there are eighty-two (82) properties located within the Downtown target area which have been reviewed by the City of Miami Department of Community Development and Downtown Miami Partnership, Inc. and were found to be eligible for funding under the Program; and WHEREAS, eligibility for assistance under the Program is based on a 70% - 30% match, with the City providing 70% and the business or property owner providing 30% of the cost of construction, which shall not exceed the total amount of Two Thousand Dollars ($2,000.00) per participating business; and WHEREAS, Downtown Miami Partnership, Inc. has the necessary expertise and is willing to provide the services necessary for the implementation of the Program and the disbursement of funds allocated to the participating businesses in the Downtown area; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The amount of One Hundred Fourteen Thousand Eight Hundred Dollars ($114,800.00) from the Twenty-fourth (24`h) Year Community Development Block Grant Funds (Project #799602) under the Comprehensive City-wide Commercial Facade Program ("Program"), is hereby allocated for the rehabilitation of eighty-two (82) businesses located in the Downtown area ("Project") Section 3. Financial assistance to be provided by the City under this Program for the Project shall be based on a 70% - 30% match, with the City contributing up to One Thousand Four Hundred Dollars ($1,400.00) per participating business and the business or property owner 2 98- 558 contributing up to Six Hundred Dollars ($600.00), with said Project being implemented by Downtown Miami Partnership, Inc.. Section 4. Upon completion of the Project, Downtown Miami Partnership, Inc. shall present to the City of Miami Community Development Department, all documentation and invoices generated by, or pertaining to the Project. Section 5. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 9th day of June , 1998. Warshaw City Manager RECOMMENDATION: DA T E May 11, 1998 PLE Su3JEC7 Commercial Facade Rehabilitation REFERENCES : City Commission Agenda Item ENCLOSURESJune 9, 1998 : It is respectfully recommended that the City Commission approve the attached resolution allocating one hundred fourteen thousand, eight hundred ($114,800.00) dollars to the Downtown Miami Partnership, Inc., from the City of Miami Commercial Facade Treatment Program, for the rehabilitation of eighty-two (82) businesses in the Downtown area. This is an ongoing project which has been funded since 1988 with great success in terms of revitalizing small businesses serving low and moderate income neighborhoods. The total Community Development Block Grant ' (CDBG) funding approved for this City-wide project for FY 1998299 is four hundred twenty-five thousand ($425,000.00) dollars. The recommended allocation of one hundred fourteen thousand, eight hundred ($114,800.00) dollars will be applied against the unspent project balance of four hundred twenty-five thousand ($425,000.00) dollars. Please note that the Commercial Facade Treatment Program project is implemented on a City-wide basis through community based organizations serving each target area. Since the inception of the Program, the City has assisted over two thousand (2,000) small businesses by renovating and painting their store fronts. BACKGROUND: In an effort to promote economic revitalization within blighted City of Miami neighborhoods, the Commercial Facade Treatment Program was implemented per Resolution No. 88-384 during the 14`' Year of the Community Development Block Grant (CDBG) Program. Since that time, many businesses exteriors have been improved with respect to paint, signs, awnings, etc., resulting in upgraded living conditions in the affected areas, enhance neighborhood services, and increased benefits to the community. 98- 558 Honorable Mayor and Members of the City Commission May 11, 1998 Page 2 Therefore, it is requested that the City Commission allocate CDBG funds in the amount of one hundred fourteen thousand, eight hundred ($114,800.00) dollars to the Downtown Miami Partnership, Inc., for the implementation of the facade improvement program for the following properties: Downtown Area: Address: 1. 32 Businesses Galeria International Project 2. 19 Businesses Downtown Realty Project 3. 31 Businesses Flagler Station Project Total: 82 Each of the above -mentioned enterprises would be allocated a maximum of two thousand ($2,000.00) dollars, with the City of Miami contributing seventy percent 70%, up to one thousand, four hundred ($1,400.00) dollars, and the business or property owner contributing thirty percent (30%), up to six hundred ($600.00) dollars. Downtown Miami Partnership, Inc., will assume responsibility for completing all pertinent documentation, and will forward such information to the City of Miami Department of Community Development.
