A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE INDIVIDUAL AGREEMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH NINE (9)
COMMUNITY -BASED ORGANIZATIONS, AS HEREIN
SPECIFIED, FOR THE PURPOSE OF IMPLEMENTING
ECONOMIC DEVELOPMENT PROGRAMS, FOR THE
AMOUNTS SPECIFIED HEREIN; ALLOCATING FUNDS
THEREFOR FROM THE TWENTY-FOURTH (24TH) YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT INCENTIVE
FUND IN THE AMOUNT OF $475,000.00 AND FROM CDBG
CONTINGENCY FUNDS IN THE AMOUNT OF $167,000.00.
WHEREAS, the City Commission is committed to economic development and the
expansion of trade and commerce; and
WHEREAS, the promotion of economic revitalization in the low and moderate -income
neighborhoods of the City of Miami is an important component of the City's economic
development strategy; and
WHEREAS, the City Commission is desirous of continuing its neighborhood economic
development program and funds are available from the Twenty -Fourth (24 h) Year Community
Development Block Grant (CDBG) Incentive Fund and from CDBG Contingency funds, and
WHEREAS, pursuant to Ordinance No. 11643, adopted April 14, 1998, the City
Commission adopted the report entitled "Community Development Consolidated Plan 1998-

1999," which report sets forth projected uses of funds for the Twenty -Fourth (24 h) Year
Community Development Block Grant (CDBG) Program, and
WHEREAS, pursuant to Resolution No. 98-402.1, adopted April 14, 1998, the City
Commission further accepted the Administration's recommendations in connection with the
proposed allocation of funds to be specifically allocated to designated Community -Based
Organizations;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized/ to execute agreements, in a form
acceptable to the City Attorney, with nine (9) Community -Based Organizations, for the purpose
of implementing economic development programs, with funds therefor hereby allocated from the
Twenty -Fourth (24 h) Year Community Development Block Grant Incentive Fund in the amount
of $475,000.00, and CDBG Contingency Funds in the amount of $167,000.00, as follows:

It is respectfully recommended that the City Commission adopt the attached Resolution,
authorizing the City Manager to execute individual contracts with nine (9) neighborhood
economic development organizations, for fiscal year 1998-1999 to be funded from the
Twenty-fourth (24`i') Year Community Development Block Grant (CDBG) Program funds
per Resolution No. 98-402.1, adopted April 14, 1998, and from available CDBG
Contingency funds. -
BACKGROUND
The Department of Community Development (CD) is hereby requesting authorization for
the City Manager to enter into contracts with nine (9) Community Based Organizations
(CBOs), for the Twenty-fourth (24th) Year Community Development Block Grant
Program. Community Based Organizations are funded with CDBG funds to carry out
various economic development activities in low and moderate -income areas. These
activities include the implementation of the Commercial Fagade Program and the provision
of technical assistance to small businesses in the areas of business retention/expansion and
job creation activities.
Community Development staff monitor the activities of each organization. At the
conclusion of each contract year a thorough evaluation is conducted relative to compliance
and performance. All organizations applying for funding for the next fiscal year, including
those funded in the prior year, are evaluated and those considered the most qualified are
recommended for funding. The base funding level is $50,000 per year. All organizations
recommended for funding are eligible for incentive bonus rewards for performance. For
organizations who are recommended for continued funding, any bonus awards earned are
calculated in the funding recommendation for the new year.
During the past funding cycle, members of the Commission asked for assurances that a
thorough evaluation of an agency's compliance and performance was the basis for funding
recommendations. Additionally, there was concern about the variations of performance
between the agencies.

As directed, the Department of Community Development staff monitored and evaluated
every agency recommended for funding. They concluded that each agency had
demonstrated appropriate financial and programmatic compliance in their administration of
the federal programs.
In evaluating the secondary issue of performance, the staff concluded that the current
performance standards are inappropriate. Staff has identified significant differences in the
economic conditions in the target areas being served under this program, yet the
performance standards are the same. For example, in the Commercial Fagade Program, the
completion of 20 facades in a year is considered to be a successful performance standard.
The business corridors, where potential participants could be recruited, vary significantly
in the eight (8) CDBG target areas (Allapattah, Wynwood, Model City, Edison/Little
River, Overtown, Downtown, Little Havana, West Coconut Grove). Consequently, in the
smaller target areas, with fewer commercial businesses, it is difficult for an agency to meet
the basic goal, thereby, making them ineligible for any bonus awards and compromising
their eligibility for continued funding. Staff is currently reassessing the performance
criteria, taking into consideration the following information: size of the target area; number
of business districts; total numbers of businesses operating in the target area; and
residential, poverty and employment statistics. At your July 28, 1998 meeting, the
Department will be recommending revised performance measures for the Twenty-fourth
(24`h) Year Community Development Block Grant (CDBG) Program.
The Department will also be submitting for your consideration a proposed plan to provide
economic development services for the two CDBG target areas that are not currently
served by a community based organization under this program (Model City and West
Coconut Grove). The Department will be coordingting efforts with the Department of
Planning and the NET Offices in each area to develop a new uniform Business Fagade
program for these communities.
The CBOs, listed below, have met the City's Contractual Program Objectives and have
been recommended for CDBG funding. Rafael Hernandez Housing and Economic
Development Corp. received a six-month contract (January to June 1998). Based on their
completion of 2 fandes and their projected completion of 8 additional fagade and technical
assistance activities, they are recommended for continued funding. St. John Community
Development Corporation, Inc. has completed 13 fagade and technical assistance activities.
Based on their projected completion of 7 additional fagade and technical assistance
projects before the commencement of the CDBG 241h Year, they have been recommended
for continued funding.

Let me take this opportunity to congratulate you on your"receit
appointment and to wish you every' success.
The report indicates that the programmatic contractual requirements for
FY 97-98 have not been met in that St John CDC has completed less than
- half of the minimum goals required with only two and one half months left
in the contract period. While this may be true, I would point out that there
are constraints which affect achievement of the minimum requirements.
They are :
1. Past precedents of waiver for the merchants 30'/o contribution.
(As occurred at the time of the Summit of the Americas when President
Clinton was visiting the Community and funding was provided by both the
City and the County. At that time the County component required no 300/0
match. )
2. The inability of the program to accommodate the painting of

facades which are above street level.
3. The reluctance of merchants to participate due to" high" input costs, created b}
contractors who quote at the maxdmum allowable rates, causing merchants to pay
unacceptable prices. $1
4. High absentee ownership by persons with no allegiance to the neighborhood.
S. Lack of understanding of basic marketing, such as signs, which inform and
attract new clientele.

REV. JAMES WISE This action is being taken in order to more efficiently utilize DEEDCO resources to
BERNICE s.SUn.ER carry out our mission of providing Housing and Economic Development in and
E' cuft'D'edw around low and moderate income communities and for the benefit of low and
moderate income citizens of our community. It appears that both the DEEDCO
staff and the Community Development staff have found the situation to be tedious,.
laborious, in effective and unproductive as it relates to working with each on this
program: That seems to be due to the fact that DEEDCO's resources are geared
toward the Real Estate development process, whereas the Commercial Facade
Program is primarily a paper -flow process that requires about four times as much
documentation for the $1,400 maximum City payment as does the typical $100,000
plus Real Estate development related transaction.. This being DEEDCO's first
experience with the City of Miami Commercial Facade program, we were not aware
of the intensity of paperwork required of Business owners and Contractors who.
wished to participate in the program nor were we aware of the amount of time and
administrative skill that is required to get geared -up to run the program
* productively.
DEEDCO was awarded $50,000 to carry out administrative services for the
Commercial Facade program for a 12-month period, at the end of which period we
were to have completed 20 facades. On a monthly basis, this is equivalent to
$4,166 for administrative services and 1.7 facades. To date, DEEDCO has
incurred $27,364.00 for administrative services associated with the City of Miami
Agreement, -we have been paid $24,516.00 for these administrative services, and

Given the (5) projects already completed and with the. (9) projects described above,'
it is our intention to complete the" number of Facades implicit in the revised
contractural period of eight months.-
Specifically, DEEDCO is 'requesting -to -give -back $16,667 to the City -and to use,
$33,333.00 of the $50,000.00 grant awarded - to us. This-- $33,333.00 is . that,
percentage of the total applicable for the eight -month period of our Agreement.
This amount is $8,817.00 more than we have already been paid, -and it basically -
represents expenses for January and February. The Line -Item Change Request'
and Budget Narrative forms required to effect this change are attach6d."
Please advise us of any other information that you _may need to process, . our ,
request, and we hope that you will soon find another organization that can more
productively run the City's Commercial Facade program in the MLK and Upper-
Eastside communities.

The following is a status report for fiscal year 1997-98 on nine (9) CBOs currently under contract
with the City of Miami. This status report is based on recent monitoring visits and performance
evaluations conducted by the Community Development Department.
Fiscal year 1997-1998 minimum programmatic requirements for every $50,000.00 of
Community Development Block Grant funds awarded.

b) Twenty (20) commercial facades, or
c) Combination of (a) and (b)
In addition, agencies must comply with all fiscal requirements, including, but not limited to,
generating the amount of $16,500.00 from other sources.
All agencies fall into the following two (2) different categories:
