A RESOLUTION APPROVING THE PURCHASE OF
MICROCOMPUTERS, RELATED PERIPHERALS,
SOFTWARE, AND SERVICES FROM VARIOUS VENDORS,
IN THE PROPOSED AMOUNT OF $318,159, UTILIZING
STATE OF FLORIDA CONTRACT NOS. 250-040-96-1
AND 252-001-97-1, AND MIAMI-DADE COUNTY
CONTRACT NOS. 1059-2/98-OTR-CW AND 1941-3/01-
OTR-CW, FOR THE DEPARTMENT OF COMMUNITY
DEVELOPMENT; ALLOCATING FUNDS THEREFOR FROM
THE SOUTH FLORIDA EMPLOYMENT AND TRAINING
CONSORTIUM (SFETC), MIAMI-DADE WAGES
COALITION AND 23RD YEAR CDBG FUNDS, ACCOUNT
NOS. 184085-454002 ($38,250), 184086-454003
($15,279), 184087-454004 ($51,130, 184088-
454005 ($42,500), 184089-454006 ($120,000),
AND 799302-452323 ($111,000); AUTHORIZING THE
CITY MANAGER TO INSTRUCT THE CHIEF
PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS
FOR SAID ACQUISITION.
WHEREAS, the Department of Information and Technology has
conducted a departmental analysis of the automation requirements
of microcomputer and associated equipment for the Department of
Community Development; and
WHEREAS, it has been determined that microcomputers and
associated equipment are required to improve efficiency for all
City departments; and
WHEREAS, the Department of Community Development requires
various computers and peripherals to provide employment and

training services to City residents; and
WHEREAS, said equipment is necessary to establish Employment
Training Centers to comply with grant funding and WAGES Coalition
Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and finding contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The purchase of microcomputers, related
peripherals, software, and services from various vendors, in the
proposed amount of $318,159, utilizing State of Florida Contract
Nos. 250-040-96-1 and 252-001-97-1, and Miami -Dade County
Contract Nos. 1059-2/98-OTR-CW and 1941-3/01-OTR-CW, for the
Department of Community Development, is hereby approved, with
funds therefor hereby allocated from the South Florida Employment
and Training Consortium (SFETC), Miami -Dade WAGES Coalition and
23rd Year CDBG Funds, Account Nos. 184085-454002 ($38,250),
184086-454003 ($15,279), 184087-454004 ($51,130), 184088-454005
($42,500), 184089-454006 ($120,000), and 799302-452323
($111,000).

Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue purchase orders
for said acquisition.
Section 4. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission approve the attached resolution
authorizing the acquisition of microcomputers and related peripherals and software, from various
vendors, under existing State of Florida Contracts (250-040-96-1, 973-561-98-1 and 252-001-97-
1) and Miami -Dade County Contracts (1059-2/98-OTR-CW and 1941-3/01-OTR-CW) for the
Department of Community Development at a proposed amount of $318,159. Funding is
available from various grant sources, JTPA, WAGES Coalition and CDBG Contract Year 23'
BACKGROUND:
The Department of Community Development, Office of Workforce Development has been
awarded State funds to operate an Employment ServicesNocational Training Program through
the South Florida Employment and Training Consortium (SFETC) and the WAGES Coalition,
Region 23, Dade and Monroe Counties, to provide employment and training assistance to City of
Miami residents who have been impacted by the new welfare reform legislation in the State of
Florida. The total annual projected service level is in excess of 1,500 individuals.
A condition of the aforementioned contracts includes the provision to establish Employment
Transition Centers to be fully equipped and staffed for client assessment, intake, counseling,
supportive services referral, remedial training, vocational training, career exploration and labor
market assistance, job development, job search, job placement and follow-up. The Employment
Transition Centers will be located in the East Little Havana, Model City, Edison Little River,
West Grove, Allapattah-Wynwood and Overtown target areas.
A major component in providing these services will be the Computer Based Information Labs at
each of the Employment Transition Centers. Twenty (20) computers at each location will
comprise an Internet Labor Market Information Lab. Software programs will provide City
residents complete occupational information and job market information, as well as job readiness

and job retention information. Residents will be able to research both practical and theoretical
information on those occupations of interest. They can assess job readiness data such as writing
a resume, filling out application forms and knowing how to prepare for a job interview, as well
as learning computer application skills and remedial skills. They will be able to access
information on available jobs in the Greater Miami area in both the public and private sectors.
In order to provide these Computer Based Information Labs, it is respectfully requested that the
City Commission authorize the acquisition of Microcomputers and related peripherals and
software, from various vendors under the State of Florida Contract and the Metropolitan Dade
County Contracts.
The estimated cost for this request is $318,159. Funding is available through the above
referenced grants.
There are no City General Funds required for this acquisition.
