HomeMy WebLinkAboutR-98-0522J-98-591 5/26/98 'PWQnT.T"TnW Wn 9 8) 522 A RESOLUTION GRANTING THE REQUEST OF THE MIAMI/BAHAMAS GOOMBAY FESTIVAL IN COCONUT GROVE, INC., TO SELL ALCOHOLIC BEVERAGES FOR A TWO-DAY PERIOD IN CONNECTION WITH THE MIAMI BAHAMAS GOOMBAY FESTIVAL TO BE CONDUCTED ON JUNE 6-7, 1998, IN AN AREA OF COCONUT GROVE, AS HEREIN SPECIFIED, SUBJECT TO THE ISSUANCE OF ALL PERMITS REQUIRED BY LAW; CONDITIONING ALL APPROVALS AND AUTHORIZATIONS GRANTED HEREIN UPON THE ORGANIZERS: (1) PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES AND APPLICABLE FEES ASSOCIATED WITH SAID EVENT; (2) OBTAINING INSURANCE WITH THE CITY AS AN ADDITIONAL INSURED, INCLUDING BUT NOT LIMITED TO COVERAGE FOR LIQUOR LIABILITY, TO PROTECT THE CITY IN AN AMOUNT AS PRESCRIBED BY THE CITY MANAGER OR HIS DESIGNEE; AND (3) INSTITUTING AN IDENTIFICATION SYSTEM TO ASSURE THAT ONLY THOSE INDIVIDUALS OVER THE AGE OF TWENTY- ONE MAY PURCHASE ALCOHOLIC BEVERAGES. WHEREAS, the Miami/Bahamas Goombay Festival in Coconut Grove, Inc. will conduct the 1998 Miami Bahamas Goombay Festival on June 6-7, 1998; and WHEREAS, the Miami/Bahamas Goombay Festival in Coconut Grove, Inc. has requested permission to sell alcoholic drinks during said event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CT1'4 QQ'KIMSSON MEETING OF MAY 2 6 1998 Rmolutlon No. Section 1. The request of the Miami/Bahamas Goombay Festival in Coconut Grove, Inc., to sell alcoholic beverages for a two-day period in connection with the Miami Bahamas Goombay Festival to be conducted on Saturday and Sunday, June 6 and 7, 1998, from 9:00 A.M. to 7:00 P.M., in the area of Grand Avenue from McDonald Street to Douglas Road, in Coconut Grove, Miami, Florida, is hereby granted, subject to the issuance of a temporary permit to sell alcoholic beverages by the State of Florida Department of Business Regulation, Division of Alcoholic Beverages and Tobacco, pursuant to Section 54-13, Code of the City of Miami, Florida, as amended. 2. The herein approvals and authorizations are hereby conditioned upon the organizers: (1) paying for all costs of City services and fees associated with said event; (2) obtaining insurance which includes the City as an additional insured in order to protect the City from liabilities arising from the event, including but not limited to coverage for liquor liability, in an amount as prescribed by the City Manager or his designee; and (3) instituting an identification system to assure that only those individuals aged twenty-one and over may purchase alcoholic beverages. 3. REFERENCES: May 26, 1998 ENCLOSURES: City Commission Agenda Item Ms. Frankie Rolle, of the Miami/Bahamas Goombay Festival in Coconut Grove, Inc., is appearing before the City Commission to request authorization to sell alcoholic beverages during the Miami/Bahamas Goombay Festival to be held on June 6-7, 1998 in Coconut Grove. RECOMMENDATION: The administration met with Ms. Frankie Rolle and other representatives of the Miami/Bahamas Goombay Festival in Coconut Grove, Inc. on April 1, 1998, to discuss City services and permits. At that meeting the organizers of the festival were advised that in order to sell tropical drinks they needed to obtain City Commission approval, since the City Manager can only authorize the sale of beer and wine. The City traditionally has granted this authorization to the Miami Bahamas Goombay Festival and to other events such as the Coconut Grove Arts Festival, the Taste of the Grove, the Coconut Grove Bed Race and the Banyan Festival. The administration recommends that Ms. Rolle's request be approved, subject to the following: • Paying for the cost of all City services and applicable permits fees required by law. • Obtaining insurance, including liquor liability, to protect the City of Miami in the amount stipulated by City requirements. • Instituting an identification program to assure that only those over the age of twenty- one will bu alcoholic drinks.
