RESOLUTION NO. 9 8
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE A TELEPHONE TARIFF AGREEMENT, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH BELLSOUTH
TELECOMMUNICATIONS, INC., FOR THE PROVISION OF T1
CHANNELIZED MEGALINK CIRCUIT SERVICES FOR A PERIOD OF
TWENTY-FOUR (24) MONTHS TO PROVIDE VOICE
COMMUNICATION SERVICE TO THE INTEGRATED VOICE
RESPONSE SYSTEM CURRENTLY BEING INSTALLED AT 400 N.W.
SECOND AVENUE FOR THE DEPARTMENT OF BUILDING AND
ZONING, AT A TOTAL PROPOSED INSTALLATION COST OF $1,700
AND AN ANNUAL AMOUNT NOT TO EXCEED $10,150;
ALLOCATING FUNDS THEREFOR FROM ACCOUNT CODE NO.
421001.560302.6.907 FOR SAID SERVICES.
WHEREAS, it is necessary for Information Technology to secure T1 channelized Megalink
circuit services to provide dial tone and central office functionality to the Integrated Voice Response
System currently being installed at 400 N.W. Second Avenue for the Department of Building and
Zoning; and
WHEREAS, the Department of Building and Zoning urgently needs this service to complete
the implementation of the Integrated Voice Response System which is intended to improve
customer service by allowing callers from businesses or the general public to access information
through their telephones; and
WHEREAS, related existing communications services at 400 N.W. Second Avenue are
currently being provided by BellSouth, and;
WHEREAS, this service is being recommended for approval in compliance with Sec. 18-80,
Code of the City of Miami, Florida, as amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby
adopted by reference thereto and incorporated herein as if fully set forth in this Section.

Section 2. The City Manager is hereby authorized to negotiate and execute a telephone
tariff agreement, in a form acceptable to the City Attorney' , with BellSouth Telecommunications,
Inc. for the provision of T1 channelized Megalink circuit services for a period of twenty-four (24)
months to provide voice communication service to the Integrated Voice Response System currently
being installed at 400 N.W. Second Avenue for the Department of Building and Zoning, at a total
proposed installation cost of $1,700, and an annual amount not to exceed $10,150; allocating
funds therefor from Account Code No 421001.560302.6.907.
Section 3. This Resolution shall become effective immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to negotiate and execute a telephone tariff agreement with
BellSouth for the provision of T1 channelized Megalink circuit services for the
Interactive Voice Response System located at 400 N.W. Second Avenue in an amount not
to exceed $22,000. Funds for this acquisition are to be allocated from account code
421001.560302.6.907.
BACKGROUND:
The Department of Building and Zoning urgently needs this service to complete the
implementation of the Integrated Voice Response System which is intended to improve
customer service by allowing callers from businesses or the general public to access
information through their telephones. T 1 channelized Megalink circuit services are
necessary to provide dial tone and central office functionality to the IVR.

The Department of Building and Zoning is currently implementing an Integrated Voice
Response System to improve customer service and provide 24-hour service by allowing
callers from businesses or the general public to access information through their
telephone. T1 channelized Megalink circuit services are necessary to provide dialtone
and central office functionality to the IVR. Miami -Dade County currently has a contract
(BW5381-1) for the provision of telephone tariff agreements. This expenditure is to be
allocated from account code 421001.560302.6.907.
This department has verified funding with the Department of Budget that funds are
available to cover the cost of installation at a proposed amount of $1700 and an annual
amount not to exceed $10,150. Funds for this acquisition are to be allocated from
account code 421001.560302.6.907.
