WHEREAS, the Office of the City Clerk worked in conjunction with the Departments of Information and Technology and Purchasing to solicit, review and evaluate various indexing, storing and retrieval software systems; WHEREAS, the Office of the City Clerk and related City departments would benefit from technology that would allow the City to assemble, collect, annotate, organize and redistribute information within our organization; and WHEREAS, the software systems designed by Munimetric Systems Corporation "Clerk's Indexing and Records Management"; Day Star Computers System, Inc. "Legistar," and Odyssey Development, Inc. "ISYS" were solicited and evaluated; and WHEREAS, it was determined that the software system designed by Odyssey Development, Inc., "ISYS" was most advantageous for the City in terms of performance, speed, functional capabilities, price, security and data integrity; and WHEREAS, this acquisition is being recommended pursuant to Sec. 18-80, Code of the City of Miami, Florida, as amended; „IA��iffii MAY 2 6 1998 140. 98- 5U2 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. This search engine tool has the capability to accept files of seventy (70) different formats and has multiple security access levels that will allow the Mayor and Commission offices, City Manager's Office, Law and Purchasing Departments to update and search their files independently. The Office of the City Clerk, in conjunction with the Departments of Information and Technology and Purchasing solicited, reviewed, and evaluated various indexing, storing and retrieval software systems, including applications designed by Munimetric Systems Corporation "Clerk's Indexing and Records Management"; Day Star Computers Systems, Inc. The 2 co-founders of the company have a combined total of 35 years experience in local government software and 60 years in data processing. The first product - Clerks Index - was put into Beta test at 4 cities in January, 1987 and formally introduced at the Annual Conference of the International Institute of Municipal Clerks in Ft. Worth, Texas in May, 1987. It is a system for indexing, tracking, and on-line referencing of legislative history and other important municipal archive documents. Over 2,500 users in 49 states and Canada have acquired and are currently using this software. Although this system was initially developed with the City Clerk's requirements for legislative history indexing in mind, the flexibility inherent in the cross-reference/keyword approach along with the pending/expiration date capabilities have resulted in its use by other departments as a general purpose tracking and tickler system. We have Planning Departments using it to track applications through the approval process, building and fire inspectors logging discrepancies and next inspection dates, Parks and Recreation entering class/program participant data, etc. We have added an optional subsystem to extend the Clerks Index into full records management capability. This subsystem includes records retention scheduling, inactive records inventory management & disposition tracking, and file or document checkout tracking. Munimetrix Systems has just announced a scanner/OCR package. This brings us closer to providing a complete solution to the Clerks Office arena. Within six months an optional imaging module will be released which will add seamlessly to the Clerks Indexing scanning module and complete our "total clerk solution". 98- 502 APPLICATIONS SOFTWARE SUPPORT This Munimetrix system is self -installable and well over 2,500 users have done so with only an occasional phone call to our office for assistance. However, the cost for a one -day visit to your office for on -site installation assistance and training in the use of the Clerks Index system would be $600 plus expenses. This could be considered an optional item. You could choose to incur this cost only if your agency encountered difficulty with its self -installation procedure. This item would not be billed unless used. Your Agency will have a 90-day period following shipment of this system during which there is no charge for telephone support. Thereafter, your Agency has a choice of either an annual Software Support contract or support on an "as -needed" basis. If the "as -needed" method is selected, your Agency will be billed at the rate of $75 per hour (time is rounded to quarter-hours). If an on -site visit is required, out-of-pocket travel expenses will also be billed. We would like to point out that we have never encountered a problem that required an on -site visit to solve. Telephone support has always been sufficient. Our response to a telephone call for support will be immediate assuming it is during normal working hours (8:00 AM to 5:00 PM PST). Munimetrix has a policy entitling its clients to upgrade or change versions of the software used for only the price differential between the two versions plus a small fee for the data base conversion program. 98 - 502 CONCLUSION We believe the Clerks Index software package available from Munimetrix offers the highest degree of flexibility, ease of use, and advanced features of any package currently available for the legislative history and archive indexing function. The rapid and widespread acceptance of this software by municipal clerks nationwide is evidence of this claim. Further, the optional subsystem available for the base Clerks Index system give the capability of expanding into a fully computerized municipal records management system at a very low additional cost. No other system we are aware of has this expanded capability. With the release of the Munimetrix scanning/OCR/imaging solution we will have the most complete application available for the City Clerks Office.
