HomeMy WebLinkAboutR-98-0466J-98-488 5/4/98 RESOLUTION NO. 9 8 - 466 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT TWO GRANTS TO FUND PROGRAMS FOR THE DEVELOPMENTALLY DISABLED WHICH ARE ADMINISTERED BY THE PARKS AND RECREATION DEPARTMENT THROUGH ITS PROGRAMS FOR PERSONS WITH DISABILITIES DURING THE PERIOD OF JULY 1, 1998 THROUGH JUNE 30, 1999 AS FOLLOWS: (1) FROM THE STATE OF FLORIDA DEPARTMENT OF CHILDREN AND FAMILIES, IN THE ESTIMATED AMOUNT OF $20,956, AND (2) FROM THE STATE OF FLORIDA AGENCY FOR HEALTH CARE ADMINISTRATION, MEDICAID PROGRAM DEVELOPMENT, IN THE ESTIMATED AMOUNT OF $296,862; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS(S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANTS. WHEREAS, for the past twenty (20) years, the Parks and Recreation Department through its Programs for Persons with Disabilities, has applied to the State of Florida Department of Children and Families, hereinafter referred to as "DCF". for grant funds to support its programs for the upcoming year; and WHEREAS, DCF is again expected to award the City a grant in the estimated amount of $20,956 for services to be provided to developmentally disabled individuals during the period of July 1, 1998 through June 30, 1999; and WHEREAS, the State of Florida Agency for Healthcare Administration, Medicaid Program Development, hereinafter referred to as "AHCA", is again expected to award the City a cYTY cOmMOI, MEETING OF MAY 1 2 1998 Resolution M. 98- 466 grant in the estimated amount of $296,862 for services to be provided to developmentally disabled individuals during the period of July 1, 1998 through June 30, 1999; and WHEREAS, DCF requires a 12.5% local match in an estimated amount of $2,619 which may be provided from salaries and program expenditures already allocated in the existing General Fund Operating Budget of the Department of Parks and Recreation Programs for Persons with Disabilities Division; and WHEREAS, DCF and ACHA have requested that all grantees accept grants and execute the necessary contracts no later than June 30, 1998; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to accept two grants to fund programs for the developmentally disabled administered by the Parks and Recreation Department through its Programs for Persons with Disabilities during the period of July 1, 1998 through June 30, 1999 as follows: (1) from the State of Florida Department of Children and Families, in the estimated amount of $20,956, and (2) from the State of Florida Agency for Healthcare Administration, Medicaid Program Development, in the estimated amount of $296,862. Section 3. The City Manager is hereby authorizedYto execute the necessary document (s), in a form acceptable to the City Attorney, for acceptance and implementation of said Grants. Section 4. W6331 :04.)o 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. - 3 - CITY OF MIAMI, FLORIDA 12 INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members of the City Commission FROM Jose Garcia Pedrosa City Manager RECOMMENDATION: DATE: May 12, 1998 SUBJECT: Resolution Accepting Grants for Developmentally Disabled Programs REFERENCES: ENCLOSURES: FILE : It is respectfully recommended that the City Commission adopt the attached Resolution accepting two grants, one from the Florida Department of Children and Families (DCF) in the estimated amount of $20,956 and another one in the estimated amount of $296,862 from the State of Florida Agency for Healthcare Administration, Medicaid Program Development (AHCA). These grants are to fund programs for the developmentally disabled administered by the Parks and Recreation Department during the period of July 1, 1998 through June 30, 1999. The Resolution also authorizes the City Manager to execute the necessary documents for this purpose. BACKGROUND: The Department of Parks and Recreation , through its Programs for Persons with Disabilities Division, has received grant funds from the State of Florida Department of Children and Families for the past twenty (20) years. Since 1993, the State of Florida Agency for Healthcare Administration Medicaid Program Development has provided grant funds for this Program. The State disburses the grant funds based on actual number of clients serviced. The grant amounts referenced are estimates based on previous years figures. These monies are used to provide community awareness and transportation services to more than ninety-nine (99) developmentally disabled adults on a weekly basis. Due to the high quality of service provided by the City of Miami, the State of Florida has again awarded these grant funds. The contract period for the grants will run from July 1, 1998 through June 30, 1999. To serve as many as ninety nine (99) clients, funds from both State grants are combined to cover two (2) interrelated programs offered by the Parks Department's Program for Persons with Disabilities Division. The non -rehabilitation services program provides for thirty (30) clients, thirty (30) hours per week, a non -work oriented program, giving instruction in such skills as telling time, transacting money, and learning independent living skills. The second program provides for non-residential habilitation services to a minimum of sixty-nine (69) clients, on the average of eight (8) hours per month. Specific activities in this program include dances, 98- 466 Honorable Mayor and Members of the City Commission Page two bowling, movies and special events. Additionally, clients are educated on socialization skills, interpersonal relationships, and peer interaction. The Programs for Persons with Disabilities Division also provides the clients with transportation to the various programs and activity sites. The DCF grant requires a 12.5% local match in an estimated amount of $2,619 which may be provided from salaries and program expenditures already allocated in the existing General Fund Operating Budget of the Department of Parks and Recreation, Programs for Persons with Disabilities Division. This Resolution is a companion item to an accompanying ordinance appropriating said grant funds to a special revenue fund for the Department of Parks and Recreation.
