RESOLUTION NO. 98461
A RESOLUTION AUTHORIZING FUNDING FOR THE
SPONSORSHIP OF THE NATIONAL BLACK POLICE
ASSOCIATION SOUTHERN REGION ANNUAL TRAINING
CONFERENCE, TO BE HELD IN MIAMI, MAY 13-17, 1998, IN
THE AMOUNT OF $5,000; ALLOCATING FUNDS THEREFOR
FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT
NOS. 690001, 690002, 690003, SUCH EXPENDITURES
HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE AS
COMPLYING WITH THE U.S. DEPARTMENT OF THE
TREASURY'S "GUIDE TO EQUITABLE SHARING", AND
FLORIDA STATE STATUTES, SECTION 932.7055, AS
AMENDED.
WHEREAS, Florida State Statute, Section 932.7055, as amended, and the U.S.
Department of the Treasury's "Guide to Equitable Sharing" authorize the expenditure of
forfeiture proceeds for law enforcement and anti -drug education purposes not considered
normal operating expenses; and
WHEREAS, the City of Miami has been chosen as the Host City for the National
Black Police Association (NBPA) Southern Region Annual Training Conference to be held
on May 13-17, 1998; and
WHEREAS, the Conference's mission is to develop and maintain open channels of
communication between law enforcement agencies and the community and encourage a
coordinated effort to prevent and abate crime; and
WHEREAS, funds to cover this expenditure have not been included in the Police
Department's normal operating budget and are available in the City of Miami Law
Enforcement Trust Fund; and;

WHEREAS, the Chief of Police has recommended adoption of this Resolution and
has determined that the expenditures proposed comply with U.S. Department of the
Treasury's "Guide to Equitable Sharing" and Florida States Statutes, Section 932.7055, as
amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Funding for the sponsorship of the National Black Police Association
(NBPA) Southern Region Annual Training Conference to be held in Miami, May 13-17,
1998, in the amount of $5,000, is hereby authorized, with funds therefor hereby allocated
from the Law Enforcement Trust Fund, Project Numbers 690001, 690002, 690003, such
expenditures having been certified by the Chief of Police as complying with the U.S.
Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statutes,
Section 932.7055, as amended.
Section 3. This Resolution shall become effective immediately upon its adoption.

Southern Region Conference
It is respectfully recommended that a Resolution authorizing a contribution to the National Black
Police Association (NBPA) Southern Region Annual Training Conference in Miami, and
allocating funds therefor, in an amount not to exceed $5,000.00, be approved. Funding is to be
provided from the Law Enforcement Trust Fund, from Project Numbers 690001, 690002, and
690003.
BACKGROUND
The National Black Police Association (NBPA) Southern Region will host its Annual Training
Conference on May 13 - 17, 1998, at the Wyndham Hotel located at 1601 Biscayne Boulevard,
Miami, Florida. The NBPA's goals are to develop, implement and manage innovative ideas,
concepts and programs that impact upon crime and violence. The ultimate mission of NBPA is to
develop and maintain open channels of communication between law enforcement agencies and the
community and encourage a coordinated effort to prevent and abate crime.
This year's theme "Reflections of Our Past, Visions of Our Future" will emphasize successful
initiatives designed to strengthen our communities and make them safer places in which to live and
work.

The National Black Police Association (NBPA) SoAkTernr
Region will host its Annual Training Conference May 13-
17, 1998 at the Wyndham Hotel 1601 Biscayne Boulevard,
Miami, Florida.
The NBPA's goals are to develop, implement and manage
innovative ideas, concepts and programs that impact
crime and violence. The ultimate mission of NBPA is to
develop and maintain open channels of communication
between law enforcement agencies and the community; and
encourage a coordinated effort to prevent and abate
crime.
This year's themes "Reflections of Our Past, Visions of
Our Future" will emphasize successful initiatives
designed to strengthen our communities and make them
safer places in which to live and work.
`! A significant percentage of NBPA's membership is
composed of City of Miami Employees who benefit from
and volunteer their services to the NBPA cause. As the
host city, we are asking for the City to donate
$5 000 00 from the Laer Enforcement Trust Fund to
offset the expense of the conference. The money is
needed for training materials, guest speakers,
publications, etc. The success of our conference
depends on agencies such as the Miami Police Department
and we look forward to your continued support.
