A RESOLUTION AWARDING FUNDING TO EIGHT (8) SPONSORS (SERVICE PROVIDERS) FOR THE PROVISION OF HOUSING ASSISTANCE AND HOUSING RELATED SERVICES TO VERY LOW INCOME PERSONS WITH HIV/AIDS; ALLOCATING FUNDING IN THE AMOUNT OF $1,210,831.00 FROM THE FY 1997 HOUSING OPPORTUNITIES FOR PERSON WITH AIDS (HOPWA) PROGRAM GRANT (ACCOUNT NO. 194005.590605.6860.94654); FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, AND ANY AMENDMENTS THERETO, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE PROGRAM. WHEREAS, the Housing Opportunities for Persons With AIDS (HOPWA) Program was created under the AIDS Housing Opportunity Act, and revised under the Housing and Community Development Act of 1992; and WHEREAS, Section 606(d)(2) of the House and Community Development Act of 1992 stipulates that the City of Miami, being the most populous unit of general local government in an eligible metropolitan statistical area (EMSA), not including county government, must be the applicant for the HOPWA Grant and be allocated the related funding; and CITY COID I I8$I I a NlEETIATC OF APR 2 R 1M heaoludw Pio. 98- 431, WHEREAS, the City of Miami has received funding from the U. S. Department of Housing and Urban Development (U.S. HUD) for the implementation of the 1997 HOPWA Program; and WHEREAS, on April 20, 1997, the City Commission, adopted Ordinance No. 11477, which established a special revenue fund entitled "Housing Opportunities for Persons With AIDS (HOPWA) Grant Program FY 1997," and appropriated $8,832,000.00 in funding from U.S. HUD for the implementation and administration of the 1997 HOPWA Program; and WHEREAS, the HOPWA Advisory Board, at its regularly scheduled and duly advertised March 16, 1998 meeting, recommended funding for eight (8) agencies to provide WHEREAS, HOPWA Program funding is available from the City's 1997 HOPWA Program Grant in order to fund said purpose; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Commission hereby approves the allocation of funding from the FY 1997 HOPWA Program Grant (Account No. 194005.590605.6860.94654) to the following sponsors (servicce providers) for service(s) to very low income perons living with HIV/AIDS throughout the entire Miami -Dade County geographic area, in the amounts listed below: Sponsor South Florida Jail Ministries/ Agape Women's Center Douglas Gardens Community Mental Health Center, Inc. Service Operations assistance Long term, provider based housing assistance Amount $100,000.00 $200,000.00 -2- 98" ` 3A Haitian American Foundation, Inc. Long Term, sponsor base $200,000.00 housing assistance Housing & Services of South Fla. Planning & Coordination $163,311.00 Lock Towns Community Mental Rehabilitation assistance $171,000.00 Health Center, Inc. Miami -Dade Housing Agency Housing quality standards inspections $100,000.00 Miami-Dade's Department Emergency housing assistance $231,520.00 Of Human Services Shelbourne Apartment Building Rehabilitation assistance $45,000.00 Section 3. The City Manager is hereby authorized' to execute the necessary documents, in a form acceptable to the City Attorney, with the aforementioned service providers, to implement said program, with funds therefrom hereby allocated from the 1997 HOPWA Program Grant. Funding is being provided from the U.S. Department of Housing and Urban Development (HUD) from the FY 1997 HOPWA Program Grant. BACKGROUND: At the March 16, 1998 meeting of the HOPWA Advisory Board, the Board recommended that the following eight (8) agencies be awarded funding for the following service(s) to very low income persons living with HIV/AIDS in the amounts specified, from the FY 1997 HOPWA Program Grant.
