A RESOLUTION ACCEPTING THE RECOMMENDATION OF
THE CITY MANAGER TO ACCEPT A PROPOSAL FROM
PARSONS, BRINCKERHOFF, QUADE & DOUGLAS, INC. TO
PERFORM A TRANSPORTATION STUDY FOR THE
ALLAPATTAH PRODUCE AREA; AUTHORIZING THE CITY
MANAGER TO EXECUTE A NEGOTIATED AGREEMENT,
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR
A FEE NOT TO EXCEED $15,000; AND, FURTHER,
ALLOCATING AVAILABLE FUNDS THEREFOR FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
CONTINGENCY ACCOUNT, NO. 700022.
WHEREAS, the Produce Business District of the Allapattah neighborhood continues to
experience severe problems with traffic, access, parking and illegal dumping; and
WHEREAS, the City Commission on October 14, 1997, instructed the City Manager to
request proposals from consultants to initiate a Produce Area study at a cost not to exceed
$15,000; and
WHEREAS, as a result of fiscal constraints and budgetary revisions this request for
proposals for the Produce Area study was not previously issued; and
WHEREAS, on April 1, 1998, a Request for Proposals for the Allapattah Produce Area
Study was issued; and

WHEREAS, on April 8"`, 1998, two proposals were received in response to the Request
for Proposals; and
WHEREAS, the Evaluation Committee for the Allapattah Produce Area Study convened
on April 9, 1998, to evaluate the proposal submissions and report its findings to the City
Manager, and
WHEREAS, the Evaluation Committee recommended to the City Manager the proposal
received from Parsons, Brinckerhoff, Quade, & Douglas, Inc. as the number one ranked proposal
and the proposal received from Civil Works, Inc. as the number two ranked proposal to perform
the Allapattah Produce Area Study;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by the reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The recommendation of the City Manager to accept a proposal from Parsons,
Brinkerhoff, Quade, & Douglas, Inc. is hereby accepted to perform the Allapattah Produce Area
Study.
Section 3. The City Manager is hereby authorized' to execute an agreement, in a form
acceptable to the City Attorney, with Parsons, Brinckerho ff, Quade, & Douglas, Inc., in the

imposed by the City Attorney, including, but not limited to, those prescribed by applicable City
Charter and Code provisions.

amount of $15,000, for the purpose of initiating a study on the traffic, parking, access and illegal

funds in the amount of $15,000 hereby allocated from the Community Development Block Grant
Funds Contingency Account, No. 700022.
Section 4. The Resolution shall become effective immediately upon its adoption.

The administration recommends the City Commission approve the attached Resolution
accepting the recommendation of the City Manager for selection of a consultant to
perform the Allapattah Produce Area Study; further authorizing the City Manager to
execute an agreement with the recommended consultant, Parsons Brinckerhoff Quade &
Douglas, Inc., in the amount of $15,000 for a transportation study in the Allapattah
Produce District.
BACKGROUND:
The Produce Business District of the Allapattah neighborhood has and continues to
experience problems with regard to traffic, access, parking and illegal dumping. The
purpose of the study is to provide recommended solutions for the traffic, parking access,
and illegal dumping problems affecting the Produce Area in Allapattah.
On April 1, 1998, a Request for Proposals for the Allapattah Produce Area Study was
issued. On April 8, 1998, proposals were received from the firms of Civil Works, Inc.
and Parsons Brinckerhoff Quade & Douglas, Inc. An Evaluation Committee convened on
April 9, 1998, and submitted its recommendation of the number one ranked proposal,
Parsons Brinckerhoff Quade & Douglas, Inc. to the City Manager.
After considering the findings of the Evaluation Committee, I hereby concur with its
recommendation and recommend Parsons Brinckerhoff Quade & Douglas, Inc. be
selected to perform the study. The study will be funded in the amount of $15,000 from
Community Development Block Grant Funds, Contingency Account, No. 700022.

Your attention is called to an error that appeared in the Report of the Evaluation Committee for
Selection of a Consultant to Perform a Transportation Study for the Allapattah Produce Area,
which was an attachment to Agenda Item 16 for the City Commission meeting of April 28, 1998.
A copy of the Report is also attached to this memorandum.
Upon review of the tape recording of the Evaluation Committee, it was found that a statement on
page 5, paragraph 8, lines 5-6, was in error. The statement reads "One member [of the Evaluation
Committee] indicated that he had less than a satisfactory experience in dealing with Civil Works,
Inc." This statement, which preceded the grading of proposals, was not, in fact, made. Rather, at
this point in the proceedings, the Committee member was disclosing his personal knowledge of
several of the principal members of each consulting firm under consideration, without judgement
on capabilities. Another member also disclosed personal knowledge. At a later point in the
Committee's deliberations, after initial ranking of the proposers, an extended discussion took
place, during which a Committee member disclosed that some years ago, one of the current
principals of the Civil Works firm, then working for a different employer, had been associated
with a project that was not completed in a timely fashion. This later statement should not be
interpreted as a negative reflection on the Civil Works firm or its record.

surely contribute to improve conditions in and around the Allapattah Produce Area.

Background
In an effort to improve the conditions within a highly valuable resource for the City of
Miami, it has been proposed for some time, that a transportation study of the Allapattah
Produce Area be undertaken. The Produce Area is a district in which produce and
associated perishable goods businesses thrive, with an estimated S50 million in sales
volume. However, the traffic congestion generated from this high volume activity,
coupled with outdated building infrastructure, creates a serious problem for the area. In
addition, there. me -social and environmental issues, such as homelessness and illegal
dumping which significantly detract from the physical appearance and quality of
conditions within the area.
The objective of the proposed study is to provide the City with a set of practical and low
cost recommendations to solve the current traffic congestion, parking and access
problems in the area bounded by NW 15th Avenue to the west, NW 24th Street to the
north, NW •12th Avenue to the east, and -by NW.20tlr'Stred to the south. Secondarily,
recommendations on'how to deal with social issues such as intfiWoa by delivery trucks
into,;the - adjacent residential neighborhood, garbage dumping, street comer vendors, and --
homelessness will also be incorporated into the study. It is important „. that. --

Proceedings
A meeting of the Evaluation Committee to consider the Allapattah Produce Area proposal
submissions was convened on April 9', 1998, at Miami Riverside Center, Yd Floor (main
conference room), 444 SW 2nd Ave. Miami, Florida.
The meeting was called to order at 10:07 AM. Two of the seven members, Mr. Bruce
Fishbein and Mr. Larry Hernandez, were not present.
Ms. Arleen Weintraub, Assistant Director, Department of Planning and Development
called the meeting to order and reviewed procedural matters with the Evaluation
Committee. The Committee members were introduced for the record. Announcements
followed regarding the applicability of the "Government in the Sunshine Law" and the
"Public Records Act" to Committee deliberations.
A general project overview was provided by Bob Schwarzreich, Department of Planning
and Development. Reference was made to the Request for Proposals (RFP) document
and the scope of work expected to be performed by the consultant. The criteria to be used
by the Evaluation Committee in analyzing proposals was discussed, as outlined on page
A-4 of the RFP document. The RFP is attached as Exhibit A. The Request Log listing
those firms in receipt of the RFP is included as Exhibit B. _ri
r Staff assigned a letter category to each of the two proposals received on April 18, 1998,
in response to the RFP. Civil Works, Inc. was designated as Proposal A and Parsons
Brinkerhoff was designated as Proposal B. Committee members then began a thorough,
independent review of the proposals.
It was noted that Committee member, Mr. Bruce Fishbein, arrived at 10:30 am. He was
quickly brought up to speed on what had already transpired.
Discussion among the Committee members followed the review of proposal submissions.
In response to an inquiry by a Committee member, staff provided information regarding
minority and woman participation included in each proposal. Staff -also referred the
members to the criteria published in the RFP to be used when considering the
professional experience described in each proposal.
Staff advised the Committee that a business reference included in the Civil Works, Inc.
proposal stated that its work quality, for a particular project, was very good and that the
project was completed within budget and on schedule. Two Evaluation Committee
members indicated they have had experience with Parsons Brinckerhoff and expressed
strong satisfaction with past work performed. One member indicated that he had less
than a satisfactory experience in dealing with Civil Works, Inc. Mr. Bruce Fishbein
raised questions regarding the amount of time allocated to the data collection task in the
timeline prepared by Civil Works, Inc.

Each Committee member then evaluated the proposal submissions by the completion of
an evaluation form The assigned points were then tallied and a rank order assigned by
each member: The proposal obtaining the highest number of points received a rank order
of 1 and the proposal receiving the second highest number of points received a rank order
of 2. Committee members then cast a rank order vote for each of the two proposals.
When the rank order scores were totaled, the result was a tie.
A tie -breaker policy of giving preference to a company located within the corporate limits
of the City of Miami did not alter the outcome as both proposers resided outside the City+
of Miami and within Miami -Dade County. At this point discussion ensued in an attempt
to see if any Committee member desired to reevaluate the proposals, possibly leading to a
different rank order outcome.
Once again, prior experiences of Committee members were an important part of the
discussion. While members felt that both proposers could capably perform the technical
aspects of the work sought, some thought that Parsons Brinkerhoff provided superior
strengths in regard to listening to and communicating proposed solutions to the
community. It was also felt by some Committee members that the timeline, an important
component of the proposal, presented by Parsons Brinkerhoff was superior. Other
members pointed to the more detailed background information supplied by Civil Works,
Inc. as a basis for their judgment that Civil Works, Inc. should be ranked first. 4.
After hearing a full discussion, -Mr. Bob Schwarireeich, indicated that he had reevaluated
.the proposals and would be changing his ranking of the proposers in favor of Parsons
Brinkerhoff. There was a second round of casting a rank order vote by each member
that resulted in Parsons Brinkerhoff being ranked number 1.
The results, which were accepted by the Evaluation Committee as its recommendation to
the City Manager, are as follows: -J

Having no further discussion to conduct, the meeting was adjourned at 11:45 AM.

Findings and Recommendation
The Evaluation Committee's findings, based on the Parsons Brinkerhoff proposal
submission, are as follows:
Parsons Brinkerhoff is one of the top transportation planning firms in the
country. This prominent firm is extremely capable of executing the scope
of work to be performed, as indicated by the reputation and qualifications
of the firm, members of professional staff and client list included in the
submission.
Parsons Brinkerhoff has considerable familiarity with the Allapattah
Produce Area, as the transportation planning prime consultant to the
Florida Department of Transportation and the Metropolitan Planning
Organization for the EastfWest Corridor Study.
Parsons Brinkerhoff is Willing to perform the study within 9 four month
time frame, an acceptable study completion schedule.
The Evaluation Committee hereby recommends to the City Manager that the number one
ranked proposal received from Parsons Brinkerhoff Quade & Douglas, Inc. b,- accepted
to perform a transportation study of the Allapattah Produce Area.

CONSULTING SERVICES FOR THE ALLAPATTAH PRODUCE AREA STUDY
The City of Miami is seeking the services of a qualified firm(s) or individual(s) through
this Request for Proposals (RFP) to perform a transportation study for the Allapattah
Produce Area. The objective of the study is to provide the city with a set of practical and
low cost recommendations to solve the current traffic, parking and access problems in the
area bounded by NW 15`h Avenue to the west, NW 24`h Street to the north, NW 121h
Avenue to the east, and by NW 201h Street to the south. Secondarily, recommendations
on how to deal with social issues such as intrusion into the adjacent residential
neighborhood, garbage dumping, street corner vendors, and homelessness will also be
incorporated into the study.
Interested firms must contact the Department of Planning and Development, City of
Miami, 444 S.W. 2°d Avenue, Third Floor, Miami, Florida 33130, Telephone (305) 416-
1400, for Request for Proposals (RFP) document. The RFP contains detailed and specific
information about the scope of services, submissions requirements and selection
procedures.
A brief proposal must be submitted NO LATER THA 'Y :49, A.M. ON FRIDAY,
APRIL 8,1998. Sealed proposals are to be delivered to the City Clerk's Office, 3500
Pan American Drive Miami City Hall, Miami, Florida 33133.
The City of Miami reserves the right to accept any proposal deemed to be in the best
interest of the City, to waive irregularities in any proposal, and/or to reject any and/or all

Miami, it has been proposed for some time, that a transportation study of the Allapattah
Produce Area be undertaken. The Produce Area is a district in which produce and
associated perishable goods businesses thrive, with an estimated $50 million in sales
volume. However, the traffic congestion generated from this high volume activity,
coupled with outdated building infrastructure, creates a serious problem for the area. In
addition, there are social and environmental issues, such as homelessness and illegal
dumping which significantly detract from the physical appearance and quality of
conditions within the area.
The objective of the proposed study is to provide the City with a set of practical and low
cost recommendations to solve the current traffic congestion, parking and access
problems in the area bounded by NW 15th Avenue to the west, NW 24th Street to the
north, NW 12th Avenue to the east, and by NW 20th Street to the south. Secondarily,
recommendations on how to deal with social issues such as intrusion by delivery trucks
into the adjacent residential neighborhood, garbage dumping, street corner vendors, and
homelessness will also be incorporated into the study. It is important that
recommendations for the traffic related issues work well with the social issues within the
area.

Proceedings
A meeting of the Evaluation Committee to consider the Allapattah Produce Area proposal
submissions was convened on April 9`'', 1998, at Miami Riverside Center, 3rd Floor (main
conference room), 444 SW 2nd Ave. Miami, Florida.
The meeting was called to order at 10:07 AM. Two of the seven members, Mr. Bruce
Fishbein and Mr. Larry Hernandez , were not present.
Ms. Arleen Weintraub, Assistant Director, Department of Planning and Development
called the meeting to order and reviewed procedural matters with the Evaluation
Committee. The Committee members were introduced for the record. Announcements
followed regarding the applicability of the "Government in the Sunshine Law" and the
"Public Records Act" to Committee deliberations.
A general project overview was provided by Bob Schwarzreich, Department of Planning
and Development. Reference was made to the Request for Proposals (RFP) document
and the scope of work expected to be performed by the consultant. The criteria to be used
by the Evaluation Committee in analyzing proposals was discussed, as outlined on page
A-4 of the RFP document. The RFP is attached as Exhibit A. The Request Log listing
those firms in receipt of the RFP is included as Exhibit B.
Staff assigned a letter category to each of the two proposals received on April 18, 1998,
in response to the RFP. Civil Works, Inc. was designated as Proposal A and Parsons
Brinckerhoff was designated as Proposal B. Committee members then began a thorough,
independent review of the proposals.
It was noted that Committee member, Mr. Bruce Fishbein, arrived at 10:30 am. He was
quickly brought up to speed on what had already transpired.
Discussion among the Committee members followed the review of proposal submissions.
In response to an inquiry by a Committee member, staff provided information regarding
minority and woman participation included in each proposal. Staff -also referred the
members to the criteria published in the RFP to be used when considering the
professional experience described in each proposal.
Staff advised the Committee that a business reference included in the Civil Works, Inc.
proposal stated that its work quality, for a particular project, was very good and that the
project was completed within budget and on schedule. Two Evaluation Committee
members indicated they have had experience with Parsons Brinckerhoff and expressed
strong satisfaction with past work performed. One member indicated that he had less
than a satisfactory experience in dealing with Civil Works, Inc. Mr. Bruce Fishbein
raised questions regarding the amount of time allocated to the data collection task in the
timeline prepared by Civil Works, Inc.

Each Committee member then evaluated the proposal submissions by the completion of
an evaluation form The assigned points were then tallied and a rank order assigned by
each member: The proposal obtaining the highest number of points received a rank order
of 1 and the proposal receiving the second highest number of points received a rank order
of 2. Committee members then cast a rank order vote for each of the two proposals.
When the rank order scores were totaled, the result was a tie.
A tie -breaker policy of giving preference to a company located within the corporate limits
of the City of Miami did not alter the outcome as both proposers resided outside the City
of Miami and within Miami -Dade County. At this point discussion ensued in an attempt
to see if any Committee member desired to reevaluate the proposals, possibly leading to a
different rank order outcome.
Once again, prior experiences of Committee members were an important part of the
discussion. While members felt that both proposers could capably perform the technical
aspects of the work sought, some thought that Parsons Brinckerhoff provided superior
strengths in regard to listening to and communicating proposed solutions to the
community. It was also felt by some Committee members that the timeline, an important
component of the proposal, presented by Parsons Brinckerhoff was superior. Other
members pointed to the more detailed background information supplied by Civil Works,
Inc. as a basis for their judgment that Civil Works, Inc. should be ranked first.
After hearing a full discussion, Mr. Bob Schwarzreich, indicated that he had reevaluated
the proposals and would be changing his ranking of the proposers in favor of Parsons
Brinckerhoff. There was a second round of casting a rank order vote by each member
that resulted in Parsons Brinckerhoff being ranked number 1.
The results, which were accepted by the Evaluation Committee as its recommendation to
the City Manager, are as follows:

Findings and Recommendation
The Evaluation Committee's findings, based on the Parsons Brinckerhoff proposal
submission, are as follows:
Parsons Brinckerhoff is one of the top transportation planning firms in the
country. This prominent firm is extremely capable of executing the scope
of work to be performed, as indicated by the reputation and qualifications
of the firm, members of professional staff and client list included in the
submission.
Parsons Brinckerhoff has considerable familiarity with the Allapattah
Produce Area, as the transportation planning prime consultant to the
Florida Department of Transportation and the Metropolitan Planning
Organization for the East/West Corridor Study.
Parsons Brinckerhoff is willing to perform the study within a four month
time frame, an acceptable study completion schedule.
The Evaluation Committee hereby recommends to the City Manager that the number one
ranked proposal received from Parsons Brinckerhoff Quade & Douglas, Inc. be accepted
to perform a transportation study of the Allapattah Produce Area.

The City of Miami is seeking the services of a qualified firm(s) or individual(s) through this
Request for Proposals (RFP) to perform a transportation study for the Allapattah Produce Area.
The objective of the study is to provide the City with a set of practical and low cost
recommendations to solve the current traffic, parking and access problems in the area bounded by
NW 1 Sth Avenue to the west, NW 24th Street to the north, NW 12th Avenue to the east, and by
NW 20th Street to the south. Secondarily, recommendations on how to deal with social issues
such as intrusion into the adjacent residential neighborhood, garbage dumping, street corner
vendors, and homelessness will also be incorporated into the study.
Scope of Work
Task 1: Data Collection
The preliminary task involves the collection of field data. The following data will need to be
collected as part of the study:
• Location of areas being used as parking and their occupancy.
• Location of illegal dumping sites.
• Traffic counts: 3-day classification counts on NW 20th Street and NW 12th Avenue and one
day turning movement counts between 6:00 AM and 10:00 AM at approximately 12
locations.
• Location of street vendors and hours of operation.
• Identification of land uses and businesses within the area (type, hours of operation, access
requirements, etc.).
• Identification of street network (number of lanes, intersection control type).
• Number and time of deliveries per day of each vendor within the study area
Task 2: Data Analysis and Summary
The focus of the traffic analysis is the identification of the existing level of operation and truck
routes within the area under study. A summary of the data collected in the previous task will be
required.
Task 3: Development of Recommendations
The objective of this task is to develop a series of recommended solutions to the existing
problems within the Allapattah Produce Area. The following components need to be included:
A number of access restriction scenarios will need to be developed. The traffic data will be
analyzed to test these different scenarios and other measures, such as implementation of a
one-way street system, closing of certain streets, etc. Each scenario will be evaluated to
assess its impact on other streets such as NW 20th Street and NW 12th Avenue, the
residential neighborhood to the north, and emergency vehicle access (police, fire, and

ambulance). The number of deliveries per business will help identify location of heavy truck
activities which is crucial in developing recommendations for street closures and/or
conversion of two-way to one-way streets.
The parking data collected will be analyzed to identify the cause of the problem and possible
solutions such as using existing facilities to create dedicated parking areas for employees.
Based on the location of the dumping sites a series of solutions will be recommended ranging
from placement of dumpsters to placement of physical barriers preventing dumping.
The location of the street vendors combined with an inventory of the existing facilities within
the study area will be used to recommend alternative solutions for this problem.
Task 4: Documentation
This task involves the final report of the Allapattah Produce Area Study to be provided to the
City for its use. It should include the identification of a monitoring system that will help the City
evaluate the success of the proposed recommendations.
Requests for Proposals Process
In accordance with City Code provisions, we are issuing this Request for Proposals and
conducting a competitive negotiations process in order to identify a qualified and experienced
individual(s) or firm(s) that is able to provide professional services required for this study at a
reasonable fee. Funding in the maximum amount of $ 15,000 is available as compensation for
these professional services. Additionally, it should be noted that the City expects a short
turnaround time from the selected proposer, as it is the City's desire to implement remedies to
these issues.
Interested firms are asked to submit a brief proposal NO LATER THAN 10:00 A.M. ON
FRIDAY, APRIL 8, 1998. Sealed proposals are to be deUvered to the City Clerk's Office,
3500 Pan American Drive Miami City Hall, Miami, Florida 33133. Proposals received past
the stated deadline or to any other location or office will not be considered. The exterior
wrapping or envelope shall contain the identification "Allapattah Produce Area Study."
Proposals must contain the following information and documents:
• A letter of interest addressed to Arleen Weintraub, Assistant Director, City of Miami
Department of Planning and Development, 444 S.W. 2nd Avenue, Miami, Florida
33130 generally describing the consulting firm and services.
• Complete identification of the consulting individual, firm, or team (prime and
subconsultants, if any), including name, address, area of specialty, principals and
project managers. A Team Identification form is attached.
• Names of individual employees of the firm or firms that will do the study, including
minority/ethnic affiliation. A Personnel Form is attached and must be completed
for each firm comprising the team.
• Detail as to the experience of the firm(s) and individuals involved in project and
studies of similar scope. A Previous Relevant Experience form is attached. Brief
narrative as to the approach and methodology that will be used in conducting the
study.
• A time line for completion of the study.

Selection Process
Based upon the results of the above process, the Committee will present a recommended rank
order of proposal submissions to the City Manager for consideration. The City Manager will
recommend selection of a proposer to the City Commission on April 28, 1998, and seek
authorization to enter into a professional services agreement in the amount not to exceed $15,000
for said services.

the referenced study. PB has been following the development of this project since 1996 and is
anxious to offer their expertise and to work with the City in finding solutions to resolve the
Allapattah Produce Area transportation problems and social issues associated with the area.
PB is acutely aware of the importance of the Allapattah Produce Area on the economy of the City
of Miami and Miami -Dade County, since the Produce Area generates more than $50 million each
year.
In order to provide the City with a set of practical and low cost recommendations to solve the
current traffic and access problems in the study area, the City needs a team that understands the
inner workings of the area. To that end, PB took the time to consult with the Allapattah Business
Development Authority and the Neighborhood Enhancement Team staff and to visit the Allapattah
Produce Market Area. PB therefore clearly understands both the traffic and social issues in the
area.
The open market, located on 22nd Street between 121" and 131" Avenues, opens as early as 2:00
AM. One of the area's problems is created by the delivery trucks using the residential streets
surrounding the Market to access the industrial area. To quantitatively assess the extent of the
problem, PB proposes to perform counts and visual surveys at specific key locations. These
counts and observations will be summarized and analyzed. Potential solutions to this specific
traffic problem include physical improvements that would limit access to the Industrial area from
the residential neighborhoodsurrounding the Produce Area.
The area also experiences severe congestion problems. The peak hours of operations are
between 4:00 and 10:00 AM, and the majority of the traffic comes from 13" Avenue and 20'
Street, creating a serious bottleneck on 22"d Street between 131" and 14" Avenues. Through
traffic counts and visual observations, PB will to provide the City with a quantitative measure of
the problem. Potential solutions to this problem include changes to the circulation patterns within
the area to limit the congestion within the identified location.
The potential solutions to the area's problems should also be sensitive in addressing the needs of
both small vendors and wholesalers in the area. In addition, PB is aware of the social issues

within the Allapattah Produce Market Area. The nature of the business in the area encourages
garbage dumping and attracts homeless individuals. PB understands the sensitivity of these
issues and proposes a three -step process aimed at identifying the problem, finding potential
solutions, and refining the solutions. First, PB will conduct field observations and discuss the
results with the City, the Allapattah Business Development Authority, and the Neighborhood
Enhancement Team. Second, PB will identify potential solutions tailored to respond to the specific
problems identified and to balance the needs of the area's businesses and residents, while
maintaining its economic viability. The third step of the process would be to refine the
recommended solutions based on input from the City, the Allapattah Business Development
Authority and the Neighborhood Enhancement Team.
Parsons Brinckerhoff has assigned two key individuals to this project. Myrna Valdez, as the
project manager on this assignment, offers more than two decades of experience in planning. Her
last assignment as project manager for the SR 836 East-West Study has exposed her to various
communities within the City of Miami through the extensive public involvement program developed
for that project. She is uniquely qualified to identify, analyze, and recommend solutions to the
sensitive social issues facing the City in this project. Marie -Elsie Dowell will handle the issues
related to traffic circulation in the area. Ms. Dowell's assignment as the Project Manager for the
Superaterial Network Study was to find potential solutions to traffic circulation problems while
maintaining the integrity of the numerous residential neighborhoods in Miami -Dade County. That
study focused not only on the County as a whole but also on small areas within the County.
One important aspect of the Allapattah Produce Market Area Study is to develop compatible
solutions between traffic circulation and social issues. To that end, PB will strive to develop
solutions that will work well together when implemented.
PB also understands the urgency of this project and is committed to provide the City with results
within four months of obtaining the Notice to Proceed and will work very closely with the City, the
Allapattah Business Development Authority, and the Neighborhood Enhancement Team.
The PB staff chosen for this assignment has the right blend of technical knowledge and is available for

a growing engineering firm that specializes in being responsive to our client's needs. Civil Works was
established with two corporate philosophies as our driving force:
1. Provide our clients with the personal service that they expect.
2. Provide that service in a time frame that they require.
The firm is licensed by the Florida State Board of Professional Engineers. Current public sector clients
include the City of Homestead, the City of Coral Springs, the South Florida Water Management District,
the Florida Department of Transportation and the Miami International Airport. Previous traffic study
experience includes:
♦ Numerous Level 1, Level 2 and Level 3 Traffic Impact Studies for the City of Miami Beach,
♦ Campus Roadway Master Plan for Baptist Hospital, including loading docks and
support service access,
♦ Corridor analysis and driveway relocation Traffic Study for the Florida International University,
♦ Numerous Street Closings for the City of Coral Gables.
Our understanding of the Scope of this project is to provide the City of Miami with a Transportation Study
of the Allapattah Produce Area. The study will analyze and make recommendations on how to alleviate
the current traffic, parking and access problems in the area bounded by NW 15th Avenue to the West, NW
12 Avenue to the East, NW 20th Street to the South and NW 24th Street to the North. In addition, the
study will include recommendations on how to deal with intrusion into the adjacent residential
neighborhood to the North, garbage dumping, street corner vendors and homelessness.

Civil Works is familiar with the area and many of the existing problems. After two preliminary site
inspections, CWI proposes to format the study's recommendations into these three major areas:
1) Immediate, Low Cost Solutions.
2) Short-term Improvements.
3) Long-term Improvements.
Our field visits have indicated that the area has both external ingress/egress problems and internal
circulation/parking/social issues which will need to be addressed. We believe that the external access
issues need to be addressed first to reduce the negative impacts to the surrounding roadways and
neighborhoods. This approach will provide the greatest improvement to the largest portion of the traveling
public in the shortest time frame.
Therefore, in addition to arranging the recommendations in the above format, CWI will divide our
recommendations between external access issues and internal circulation/parking/social issues. In this
manner, the City may pick and choose the order of implementation based upon availability of manpower
and funding at any given time.
We look forward to providing the City of Miami with Professional Transportation Consultant Services for

CIVIL ENGINEERING SERVICES includes the study, design and permitting of commercial and

- N.W. 125th Street (SR 922) Corridor Study - FDOT District VI.
Project Engineer responsible for the analysis of this three-mile corridor. Study included
review and analysis of existing traffic volumes, signal timing, accident history and signal
progression. Recommendations included geometric improvements, signal timing
improvements and signal phasing changes.
-US-1 Signal Re -timing
Project Engineer responsible for the analysis of a section of US-1 from N.W. 163rd Street
(SR-826) to the William Lehman Causeway (SR-856) for Dade County Public Works. This
study was a signal progression and capacity analysis with recommendations for
improvements to the signal timing, left turn storage lanes and train preemption/clearance
modifications.

SR 7 from Boynton Beach Boulevard to Lake Worth Road - FDOT District 4.
Supervised the preparation of plans for 7.2 Kilometers of new four lane divided, rural section of
roadway. Project included roadway, signing and pavement marking plans, traffic control plans,
signalization, signal timing, drainage design, preparation of an Access Management report and
lighting plans.
N.W. 132 Street - City of Opa Locka, Dade County.
Designed, supervised the preparation of plans for a one mile section of new 3 lane urban industrial
roadway. Project included clearing and grubbing, detailed roadway drainage, signing and marking
plans, new water lines, gravity sewer lines, two sanitary pump stations and a force main.
US 1 - Jewfish Creek Bridge Intersection - FDOT District 6.
Designed and supervised the preparation of alignment and signing and marking plans for the bridge
interchange and approaches in each direction.
US 1 - one 7-mile section just north of the Jewfish Creek Bridge - FDOT District 6.

N.W. 135th Street (S.R. 916) from NW 57 Ave to NW 47 Ave, Miami - FDOT, -District 6
Supervised the preparation of plans for milling and resurfacing one mile of urban five lane
undivided roadway section. Project included plans for maintenance of traffic, signing and
pavement markings and signalization. Safety improvements included removal and replacement
of guardrail, light poles and drainage structure rehabilitation.
N.W. 135th Street (S.R. 916) from NW 2 Ave to US 1, Miami - FDOT, District 6
Designed and supervised the preparation of plans for milling and resurfacing of 2.6 miles of an
urban five -lane undivided roadway section. Contract set included roadway plans, traffic control
plans, signing and pavement marking plans, signalization plans, lighting plans and structural plans.
The project included a complete survey and base mapping. Detailed Traffic Control Plans were
required because of bridge rehabilitation and replacement of the existing bridge railings. Some
revisions to the existing pavement markings were required based on the safety improvements.

Pedestrian ramps were added. A complete sign inventory was completed and used in the
preparation. Eleven traffic signals were removed and replaced with mast arms and interconnect
conduit and cable was also included. The existing lighting poles were removed and replaced along
with new pull boxes and conduit. Lighting calculations were prepared and service points were
obtained. The project was completed ahead of time and on budget.
Miami Gardens Drive (S.R. 960) from NW 6 Ave to US 1, Miami - FDOT, District 6
Designed and supervised the preparation of plans for milling and resurfacing of 2.6 miles of an
urban four and six -lane divided roadway section. Contract set included roadway plans, traffic
control plans, signing and pavement marking plans, signalization plans, structural plans and some
landscaping details. The project included aerial rater imaging with aerial targets in order to
complete the base mapping. Detailed Traffic Control Plans were required because of bridge
rehabilitation and replacement of the existing bridge railings on four bridges. The guardrail was
removed and replaced to meet current standards. Safety improvements included several median
closures with detailed plans for new curb construction, landscape relocations and removals,
pedestrian ramps were added and some cross walks were relocated from existing. School crossing
signs were changed to new standards and other safety improvements were included. The project
also included coordination for the ten traffic signals which were removed and replaced with mast
arms. Interconnect conduit and cable was also included. The project was accelerated by request
of the Department and was completed on time and on budget.
N.W. 103rd Street Reconstruction from Okeechobee Road to SR 926 - FDOT, District 6
This project design included a five -lane undivided roadway section, highway lighting,
signalization, horizontal and vertical grades with superelevation, drainage design, permitting and
conflict manholes for crossing of drainage with existing sanitary sewer and water lines.
S.W. 117th Avenue Reconstruction - Dade County -
Designed and supervised construction plans for a four -lane divided roadway section, including
highway geometry, lighting, signalization, drainage design, and stormwater permitting.
Marina Del Rey - Aventura - North Dade County -
Supervised and designed construction plans for one-half mile of a four -lane divided roadway for
a 40-acre multifamily high-rise development. Project included roadway demucking, paving,
grading, drainage well design, utility coordination, roadway lighting, water and sewer design,
mitigation plans and landscaping.
U.S. 1/S.R. 5 Roadway Reconstruction - FDOT, District 6 -
Designed and supervised the preparation of construction plans to the 60% phase for the
reconstruction of eight miles of two-lane undivided to a four -lane divided roadway section from
Florida City to the Dade County Line. The design included highway lighting, horizontal and
vertical grades, three bridges, drainage design, utility coordination and environmental permitting.

Homestead Extension to the Florida Turnpike - FDOT -
Designed and supervised the preparation of construction plans to the 60% phase for the widening
and resurfacing of 2.5 miles of expressway. Project included interchange improvements at four
locations including horizontal and vertical grades, drainage design, lighting, signalization, bridge
widening, utility and geotechnical coordination and environmental permitting.
Baptist Hospital - Parking Garage II and Entrance Roadway -
Supervised design for entrance roadway and parking lot. Plans including a french drain storm
drainage system, retention areas, emergency overflow connections, and DERM permitting.
Pan American Hospital - Entrance Drive and Parking Lot Renovation -
Project plans included building demolition, utility relocation, paving, grading, and drainage
including french drain design, signing and marking, and fire line relocation plans.
Roadway Resurfacing Projects - Monroe County -
Developed plans for roadway repairs including culvert crossings, guardrails and roadway drainage.
Processed required FDOT, DER, ACOE, and SFWMD permits.
Key West and Marathon Airport Projects -
Various airport expansions, which included taxiways and cargo areas, traffic circulation, parking
pavement systems, and parking lot and drainage improvements.
K Mart Shopping Center - Key Largo -
Supervised and designed construction plans for 28 acre development. Plans included paving,
grading, drainage, retaining walls, bike paths, and FDOT driveway permits. Coordination with
FDOT was required for the driveway entrances, acceleration lanes, bike path crossings and water
main construction in FDOT right-of-way.
Coury Subdivision - Monroe County -
Supervised and designed construction plans for a 40-acre residential subdivision. The project
included the development of 2 miles of roadway geometry, paving, grading and drainage plans,
water distribution and sanitary sewer plans. The sanitary sewer system included pumps station
design with gravity and force mains. The water distribution system included backflow preventers
and dead-end blow off valves for compliance with county regulations.
U.S. Coast Guard, Base Miami Beach - Expansion and Rehabilitation -
Supervised and designed construction plans for base rehabilitation. Project included plans for
demolition of 22 buildings and construction of five new buildings, paving, grading, drainage for
service roads around base, seawall repair, concrete foundation design for buoy storage area, water,
sewer and construction phasing plans. This project was coordinated between among disciplines
for preparation contract documents, plans and specifications.
Metro Dade Metrorail - Structural Analysis
Supervised field inspections, scheduled equipment, and reviewed daily reports. Assisted in
structural analysis of piercaps and scheduled radiographic testing of structures.

Prepared navigational aid repair and replacement plans. Plans included new H-pile replacements
with new solar panels and lamps. Coordinated permitting of aids with the Coast Guard.
Port of St. Petersburg Cruise Ship Terminal Study St. Petersburg
Prepared a Terminal study to analyze the possibility of adding two more cruise ships to the existing
bulkhead area. Study included passenger parking lot analysis and ship turning basin area.
FEC Railroad - Miami Springs Yard -
Prepared plans for rail spur addition including new spur, a roll-on/roll-off lot for trailers and
hazardous containment pavement area.
Railroad Alignment Study - Grace Companies -
Prepared, an alignment study for transporting phosphate mining ore over a 20-mile corridor in
South West Florida.

Concourse F, Apron Drainage Project - Miami International Airport, Dade County Airport Dept.
Project Engineer for the preparation of construction plans for an oil water separator and drainage
containment system for the Concourse F Apron. The plans included revisions to apron area at
gates F-10, F-IOA, F-12 and F-12A. Gate F-10 and F-IOA would be closed during construction,
so the plans included a construction staging area, maintenance of traffic plans, paving, stormwater
pollution prevention plan, regrading and drainage details in the area of F-10 and F-12 for the oil -
water separator. Pavement marking plans included temporary striping during construction and
restriping after construction. Aircraft loading bridge and aircraft docking locations were analyzed
several times to obtain the optimum space for concourse use during construction activities.
Concourse F4, F6 & T8 - Miami International Airport, Dade County Airport Dept.
Project Engineer responsible for 90% construction plans for the airside apron due to the
remodeling of Concourse "F". The plans included new apron grading- and drainage, utility,
striping, joint layout, stormwater pollution prevention plan, as well as the necessary design details
for this project.
Project Book Eastern "U" Cargo Area - Miami International Airport - Dade County
Project Engineer for the preparation of the project book for the Eastern "U" Cargo Buildings in the
western cargo area of the airport. The project book was developed as a lease, build and hold
project, and included four new cargo buildings, relocation of utility corridors, realignment of
Weatherford Blvd., all land side civil design associated with the vehicular traffic to support the new
buildings, new and realigned air side service roads, the continuation of the air side utility corridor
and the drainage culvert system, new apron and taxiway and demolition of three existing cargo
buildings.

Eastern "U" Cargo Apron & Taxiway "T" Extension - Miami International Airport - Dade County
Project Engineer for the development and production of 65% construction plans for the Apron and
Taxiway "T" extension. Plans included apron design, grading and drainage as well as design of
the Taxiway "T" extension and the completion of the utility corridor. Two existing canals were
to be dredged and filled and replaced with a drainage culvert. Typical sections for the apron and
taxiway were developed including the necessary details for the apron, taxiway and drainage
system.
SR 960 - Miami Gardens Drive (from 1✓E 6th Ave. to US 1) - Florida Department of Transportation
Project Engineer for 6-lane divided roadway resurfacing project. Developed and prepared roadway
and detailed Traffic Control Plans for the 2.6 mile project.
Tri Rail, Opa Locka Station - Design -Build Project
Project Engineer responsible for the plans preparation of the Tri Rail Station. Facilities included
new platform, parking lot, pavement marking plans, pedestrian access ramps, drainage, bus loading
areas, structural detailing of the platform and bus canopies and interfacing with Metro Dade
County Transit officials.
Biscayne Shores Drainage District - Dade County DERM
Project Engineer for a 150 acre drainage project. Produced AutoCAD generated drawing plans and
profiles, compiled and plotted utility information and developed drainage profiles to avoid existing
gas, water, sewer and electric utilities.
N.W. 22 Avenue. Drainage Improvements - Dade County DERM
Project Engineer for a 1.5-mile urban roadway drainage improvement. Prepared drainage plans for
pollution control structures to be placed within the existing roadway. Compiled and plotted
existing utilities and placed drainage structures to avoid existing utilities.
SR 916 - N.W. 135 Street (from N.W. 2 Avenue to US 1) - Florida Department of Transportation
Project Engineer for 5-lane undivided roadway milling and resurfacing project. Prepared CARD
plans for this 2.6 mile project which included bridge rehabilitation plans, lighting and traffic
control plans.
The Pointe Apartments - Dade County
Project Engineer for the preparation of drainage improvement plans for an existing 400 unit
apartment complex and the coordination of utility locations for the proposed improvements to
avoid the existing utilities. Performed on -site observations during construction and provided
construction administration services to the Owner's representative.

Traffic Counts Plus opened for business in 1982. Nancy Lashley
has many years experience in Traffic distribution and
statistical analysis. She is now joined with her husband
Walt Lashley who is a retired F.D.O.T. traffic engineer with

improvements were identified for roadway segments and intersections which had
existing volumes which exceed the maximum service volume for Level of Service
"E."

Carlyle Hotel Traffic Impact Study - Miami Beach, Florida
This project included a Traffic Impact Study for the reconstruction of the Historic Carlyle Hotel
located on Ocean Drive in Miami Beach. This project included the renovation and expansion of an
existing historic hotel on South Beach. Project Impacts were established along with other
committed projects within the area and the overall level of service for both the roadway links and
the intersections were analyzed.
Data collection for the project included not only machine counts and turning movement counts, but
also pedestrian counts within the area of the Hotel. Additionally, valet parking demand.was
estimated based upon the analysis of three years of valet parking records from an adjacent hotel'.

Coral Gables Street Closures - Coral Cables, Florida
Mr. James Gran, Project Manager, was responsible for a citywide traffic study which identified
thirteen neighborhood areas within the City of Coral Gables which were experiencing traffic
intrusion problems. The study identified methods to reduce the traffic related problems including
the use of chokers, traffic circles, diverters and street closures.
Phase 11 of the project included identifying a test neighborhood and implementing six temporary
closures along with a complete "After Study" of the test location. Based upon the results of the
test closures, final street closures were designed and constructed. As project Manager, Mr.
Gran also supervised the final closure designs and administered the construction contract for
the City.
This street closure study was the "Original Study" that started the neighborhood concept of traffic
calming/street closures that the City of Miami, Miami Lakes, Miami Shores and Miami Springs
followed.

Marina Del Rey (currently known as The Summit of Aventura) was a proposed
residential high-rise condominium project located south of the William Lehman
Causeway and east of N.E. 29th Ave. This project included a traffic analysis (for
1190 condominium units) to determine the traffic impacts of the proposed
development on the surrounding street network. The methodology for the analysis
was based on afternoon peak period analysis for the average annual condition.
The analysis included final design plans for phased roadway and intersection
improvements to US I at Miami Gardens Drive and N.E. 191 St., Country Club Drive
Connector, N.E. 29th Ave and other streets.

a new roadway connection to NW 57 Ave at NW 189 Street. The traffic study and connection permit

The Town of Bay Harbor Islands - Residential Traffic Impact Study
This Study was conducted in order for the Town of Bay Harbor Islands to consider closing several
residential streets which access to 96th Street (Kane Concourse) and the proposed construction
of two Guardhouses for access control. This study was conducted under Miami -Dade County
Guidelines for Street Closure Studies. Dade County and FDOT Traffic Departments were involved
in the review of this study. FDOT permits were required to close the existing street access. The
traffic study included:
♦ Traffic Counts on all roadways to be closed, with traffic assignments and distribution.
♦ Level of Service Analysis at impacted intersections for existing and proposed conditions.
♦ Sketches and Details of all recommended improvements.
♦ An assessment of the impacts of the street closures on emergency services such as police
and fire were also included.
♦ FDOT review of the Traffic Impact Study.
♦ Construction cost Estimate for the Improvements.
♦ Peak Hour Anaiysis methodology for the Study was used.
NE 172 Street Parking and Traffic Study - City of North Miami Beach -
This project included the analysis of parking needs for the residential and commercial areas of NW
170 Street and NE 172 Street. This parking study included:
♦ An inventory of the existing land use.
♦ Spot parking counts taken in the project area.
♦ Actual counts of existing parking spaces in area.
♦ Recommendations for removal of parking and changes in parking locations.
♦ Traffic Calming areas such as landscaping islands to define parking areas.
♦ Restriping of travel lanes to channel vehicles.

Florida International University - FDOT Driveway Connection Permit and Traffic Study
This study included a corridor analysis of the existing and proposed conditions for SW 107
Avenue from Coral Way to US41 - Tamiami Trail. As part of this study, the existing operations
of the corridor were detailed with 48-hour machine counts along with turning movement counts
at all of the affected intersections. The future conditions were then analyzed for the relocated
driveway. Recommendations included geometric improvements, left turn storage length
increases and overall corridor signal timing adjustments.

70-Room Hotel and Restaurant - Traffic Concurrency Study - Miami Beach, Florida
This project was a traffic Impact and Concurrency Study for a 70-Room Hotel and Restaurant
Development proposed for the South Beach Area of Miami Beach. The Study included the
analysis of roadway links for the existing and proposed conditions along with intersection Level
of Service Analysis for several signalized intersections. The study included:
♦ Existing traffic data collection of 24-hour machine counts along with intersection turning
movement counts.
♦ Level of Service analysis at impacted intersections.
♦ Link Analysis of the "future" plus "committed" trips.
♦ Peak Hour and Daily Trip generation for the Project.

PROJECT APPROACH AND METHODOLOGY
The Civil Works approach to this Traffic Study is very direct and straight forward. The following outline
includes key elements of the traffic study along with an estimated time frame for these key tasks:
a. Kick-off Meeting
CWI will immediately schedule a meeting with the City's Staff to obtain input on the existing
problems and any previous solutions tried in the area. At this meeting, CWI will obtain any
existing background data such as property maps, roadway plans, aerials, and right -of way maps for
the area. As a minimum, the following City staff would be requested to attend this meeting:
City Contract Administrator for the Project,
Police Department,
Public Works Department,
Sanitation Department,
Fire Rescue,
Area N.E.T. Supervisor.
b. Field Data Collection
CWI will establish the field data collection points for the turning movement counts and the
vehicular classification counts. In addition, CWI will perform a field survey of the area with a bi-
lingual survey team to establish delivery information, hours of operation, the number of deliveries
and type (size) of delivery- vehicles. Also during this task, a parking survey of on -street vehicles
would be performed along with mapping of all on -street areas used for parking. An inventory of
existing roadway characteristics such as the number of lanes and intersection control would also
be performed. Street vendor sites would also be mapped during this process along with dump sites
and stormwater facilities in the vicinities of the dump sites.
C. Existing Condition Analysis
Under this task, CWI will establish the existing traffic conditions (level of service) for the external
and internal intersections and for the roadway links within the study area.
d. Develop Alternatives
Under this task. CWI will develop a series of alternative access scenarios for the area and evaluate
each scenario for level of service, impacts to surrounding roadway networks and the impacts to
emergency services and local businesses. These alternatives will also include analyzing the
concept of one-way streets and street closures.
Parking Alternatives
CWI will develop Parking Recommendations such as identifying existing facilities to be used for
dedicated employee parking and alternative areas for truck parking and staging areas.

Dump Sites
Existing dumping sites will be analyzed for the reduction of this problem. Recommendations may
range from the construction of physical barriers to the placement of trash receptacles. In addition,
the location of existing Stormwater facilities (catch basins) will be considered in the
recommendations concerning dump sites to improve overall Stormwater quality.
e. Report Preparation
A Final Report will be prepared documenting the data collection, existing conditions, proposed
alternatives and their impacts. Included in this report, will be sketches of the area, pictures of
specific problem conditions, sketches of recommended solutions and exhibits documenting existing
traffic data and any redistributed traffic based on the recommendations. Preliminary cost estimates
will also be prepared for recommendations listed in the report.
The report recommendations will be divided into external and internal improvements. In addition,
these recommendations will be further divided into the following areas:
1) Immediate, Low Cost Solutions.
2) Short-term Improvements.
3) Long-term Improvements.
The Long-term improvements will include recommendations which the City may use as guidelines
for review of future building permits in the area.
All of the recommendations developed during this study will first be presented to the city as draft
recommendations for review. Based upon the City's input, final recommendations will be
developed and included in the report.
