A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXTEND THE EXISTING LEASE WITH MIAMI-DADE
COUNTY, DATED SEPTEMBER 3, 1985, FOR AN
ADDITIONAL ONE YEAR PERIOD TO EXPIRE APRIL 30,
1999, FOR THE LEASE OF APPROXIMATELY 400 S.F. OF
SPACE AND ROOF TOP SPACE AT THE STEPHEN P.
CLARK CENTER LOCATED AT III NW 1ST STREET,
MIAMI, FLORIDA, FOR OPERATION OF CITY
TELECOMMUNICATIONS EQUIPMENT UTILIZED IN
CONNECTION WITH THE POLICE AND FIRE RADIO
SYSTEM; SAID LEASE RENEWAL SHALL BE SUBJECT TO
THE SAME TERMS AND CONDITIONS EXCEPT RENT
WHICH SHALL BE INCREASED FROM $10,890.00 TO
$11,434.56 PER YEAR TO COVER INCREASES IN
BUILDING OPERATING COSTS; ALLOCATING FUNDS
THEREFOR FROM GENERAL SERVICES

506000.420601.6.620; FURTHER AUTHORIZING THE CITY
MANAGER TO EXTEND THIS LEASE FOR ADDITIONAL
ONE YEAR PERIODS, SUBJECT TO THE SAME TERMS
AND CONDITIONS, EXCEPT RENT, WHICH MAY BE
INCREASED TO COVER INCREASES IN BUILDING
OPERATING COSTS.
WHEREAS, on July 18, 1985, the City Commission authorized execution of a lease
between the City of Miami and Miami -Dade County for lease of space at the Stephen P.
Clark Center located at 111 Northwest 1 Street, Miami Florida, for the purpose of
installing and operating City telecommunications equipment; and
WHEREAS, this lease, dated September 5, 1985, has been subsequently renewed on
annual basis; and
WHEREAS, Miami -Dade County has informed the City that the lease may be
renewed for an additional one year period to expire April 30, 1999 at a monthly rental of
$952.88; and

WHEREAS, Miami -Dade County has advised the City that this increase is being
requested to cover increases in building operating costs; and
WHEREAS, Article XVI of the lease provides for renewal of the lease upon the same
terms and conditions except for increases in building operation costs which will be passed
through to the City as additional rent;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized!' to extend the existing lease
with Miami -Dade County, dated September 3, 1985, for an additional one year period to
expire April 30, 1999, for the lease of approximately 400 s.f. of space and roof top space at
the Stephen P. Clark Center, located at III Northwest 1 Street, Miami, Florida, for
operation of City telecommunications equipment utilized in connection with the Police and
Fire radio system, which extension shall be subject to the same terms and conditions except
rent, which shall be increased from $10,890.00 to $11,434.56 per year to cover increases in
building operating costs, with funds hereby allocated from General Services Administration
Department, Account No. 506000.420601.6.620.
Section 3. The City Manager is hereby authorized to extend this lease for
additional one-year periods, subject to the same terms and conditions, except rent, which
may be increased to cover increases in building operating costs.
Section 4. This Resolution shall become effective immediately upon its adoption.
v The herein authorization is further subject to compliance with all requirements that
may be imposed by the City Attorney, including but not limited to those prescribed
by applicable City Charter and Code provisions.

The administration recommends that the City Commission approve the attached
Resolution authorizing the City Manager to extend the existing lease with Miami -Dade
County, dated September 3, 1985, for an additional one-year period to expire April 30,
1999. The lease is for approximately 400 s.f. of space and roof top space at the Stephen P.
Clark Center, located at 111 Northwest 1 Street, Miami, Florida. This space is utilized for
operation of City telecommunications equipment used in connection with the Police and
Fire radio system. The extension will be subject to the same terms and conditions except
rent, which shall be increased from $10,890.00 to $11,434.56 per year to cover increases in
building operating costs as authorized in the lease. This Resolution further authorizes the
City Manager to extend the lease for .additional one-year periods, subject to the same terms
and conditions except rent, which may be increased to cover increases in building operating
costs.
BACKGROUND:
The Office of Asset Management has prepared the attached Resolution for consideration by
the Commission. On July 18, 1985, the City Commission authorized execution of a lease
between the City of Miami and Miami -Dade County for lease of space at the Stephen P.
Clark Center located at 111 Northwest 1 Street, Miami Florida, for the purpose of
installing and operating City telecommunications equipment. The lease has been
subsequently renewed on an annual basis.
Miami -Dade County has informed the City that the lease may be renewed for an additional
one-year period to expire April 30, 1999 at a monthly rental of $952.88. This increase is
being requested in accordance with Article XVI of the lease which provides for increases in
building operation costs to be passed through to the City as additional rent. Funds to cover
the cost of these lease payments are available in General Services Administration
Department, Account No. 506000.420601.6.620.

Re: Renewal of Lease Agreement
Failure to renew this lease would result in the City having to relocate the
telecommunications equipment. Approximately two years ago, when the City had to
relocate similar equipment due to the sale of the old communications site on 20th Street to
the Public Health Trust, the cost to move the equipment was approximately $750,000. As
more equipment is located at the Stephen P. Clark Center, it is anticipated that the
relocation cost of this equipment would be greater.
