HomeMy WebLinkAboutR-98-0396J-98-443 4/14/98 RESOLUTION NO. 9 8- 396 A RESOLUTION DIRECTING THE CITY MANAGER TO WORK THROUGH THE DEPARTMENT OF COMMUNITY DEVELOPMENT, COMMUNITY REDEVELOPMENT AGENCY (CRA) AND NEIGHBORHOOD ENHANCEMENT TEAM (NET) OFFICES TO DEVELOP A COMPREHENSIVE PROGRAM WITH THE BASIC TRAINING ORGANIZATION (BASIC TRAINING); FURTHER DIRECTING THE MANAGER TO CONVEY THE BUILDING LOCATED AT 224 N.W. 12TH STREET TO BASIC TRAINING FOR AFFORDABLE HOUSING PROVIDED THE CITY OBTAINS TITLE OF THE PROPERTY THROUGH THE FORECLOSURE PROCEEDINGS, SAID CONVEYANCE IS SUBJECT TO AN AGREEMENT WITH BASIC TRAINING TO MAKE THE NECESSARY REPAIRS TO THE BUILDING; FURTHER INSTRUCTING THE CITY MANAGER TO DIRECT STAFF TO IDENTIFY A SUITABLE BUILDING TO ACCOMMODATE 50 TO 100 PERSONS AND TO COMMIT FUNDS TO PURCHASE SAID BUILDING, WHEREAS, the Basic Training Organization ("Basic Training") is a not for profit organization which provides affordable housing to the community; and WHEREAS, the City is desirous of working with the Basic Training Organization to provide a comprehensive plan which will include the potential conveyance of property located at 224 N.W. 12 St. ("Property") to be utilized as affordable housing; and WHEREAS, the City currently holds a first mortgage on the Property and is in the process of foreclosing said mortgage on the property; and WHEREAS, the foreclosure process may take approximately six to nine months before the Property may be transferred to the City; and CITY COKWSMM MEETING OF APR 1 4 1998 y$- 396 WHEREAS, should the City acquire the Property, the City's intent is to convey the Property to be utilized as affordable housing; and THEREFORE, BE IT RESOLVED TYE THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby instructed to work through the Department of Community Development, Community Redevelopment Agency (CRA) and Neighborhood Enhancement Team (NET) Offices to develop a comprehensive program for the Basic Training Organization (Basic Training). Section 3. The City Manager is further directed to convey title the Property located at 224 N.W. 12th Street, Miami, Florida ("Property"), to Basic Training for affordable housing provided that the City obtains title to the Property through the foreclosure proceedings, said conveyance is subject to an agreement with Basic Training to make the necessary repairs to the building. Section 4. The City Manager is instructed to direct staff to identify a suitable building to accommodate 50 to 100 persons and to commit funds to purchase said building. Section 5. This Resolution shall become effective immediately upon its adoption. 2- PASSED AND ADOPTED this 14th day of April , 1998. ATTEST: WALTER J.
