A RESOLUTION BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE
VOTE OF THE MEMBERS OF THE CITY COMMISSION,
RATIFYING, APPROVING AND CONFIRMING THE CITY
MANAGER'S FINDING THAT A VALID EMERGENCY EXISTS
TO CONTINUE THE NEIGHBORHOOD CLEANUP PROGRAM
UNTIL SEPTEMBER 30, 1998; ALLOCATING FUNDS
THEREFOR, IN THE AMOUNT OF $320,000, FROM THE
SOLID WASTE DEPARTMENT FY '98 BUDGET, INDEX CODE
422001.320302.990; AUTHORIZING THE CITY MANAGER
TO INSTRUCT THE DEPARTMENT OF BUDGET AND
MANAGEMENT ANALYSIS TO MAKE THE NECESSARY
TRANSFER FOR SAID PROGRAM.
WHEREAS, in August, 1997, an initiative was begun to clean the city's streets of
litter, trash and debris with $250,000 in funding; and
WHEREAS, this program proved successful and on several occasions the City
Commission resolved, moved and directed that this program be continued; and
WHEREAS, the extended funding for this program was exhausted prior to March
21, 1998, and payroll expenses were continuing to accrue; and
WHEREAS, the City Commission had directed that funds be identified to continue
this program through the fiscal year and to permanently fund it in future fiscal years; and
WHEREAS, the Solid Waste Department has managed this program and the Office
of Budget and Management Analysis has identified $320,000 in funding to extend the
program until September 30, 1998, and the necessary transfers are to be approved;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of the members of the City
Commission, ratifying, approving and confirming the City Manager's finding that a valid
emergency exists to continue the Neighborhood Cleanup Program until September 30,
1998, with funds therefor hereby allocated, in the amount of $320,000, from the Solid
Waste Department FY '98 Budget, Index Code 422001.320302.990.
Section 3. The City Manager is hereby authorized to instruct the Department of
Budget and Management Analysis to make the necessary transfer for said program.
Section 4. This Resolution shall become effective immediately upon its adoption.

ENCLOSURES:
RECOMMENDATION
The Administration recommends approval of the appropriation and allocation of $320,000
for the Solid Waste Department to extend the Neighborhood Cleanup Program through
September 30, 1998.
BACKGROUND
The Interim Assistance Neighborhood Cleanup Program was initiated in August, 1997
with a workforce of 75 employees and a budget of $250,000.
It has been continued in the following manner:
• 11/26/97 - City Commission Resolution No. 97-840 allocated
$200,000 from program income of the Community Development
Block Grant to extend until January 9, 1998 with 37 employees.
• 01/13/98 - City Commission Motion No. 98-48 allocated $75,787
to extend until March 21, 1998.
• 03/05/98 - Administration directed, by City Commission, to fund
program through 9/30/98 with $320,000 to be allocated to the
Solid Waste budget.
Based upon your earlier directive to establish this program as a permanent service in the
Solid Waste Department, Budget and Management Analysis identified $320,000 to fund
the existing program through the end of this fiscal year. We anticipate funds for this
program to be included in next fiscal year's budget. In the interim, payrolls are being met
using existing allocations for salaries within the budget of the Department of Solid Waste.
Emergency approval was required in order to continue to process payroll in a timely
manner and to purchase supplies and equipment required to insure the program's
continued success.
