FOR THE "ATHALIE RANGE PARK SPORT LIGHTING PROJECT - SOCCER/BASEBALL FIELD (SECOND BIDDING), B-6251", THEREBY INCREASING THE TOTAL AMOUNT OF THE CONTRACT FROM $116,642.00 TO $152,385.00; ALLOCATING FUNDS THEREFOR FROM COMMUNITY DEVELOPMENT BLOCK GRANT MONIES PREVIOUSLY APPROPRIATED BY CAPITAL IMPROVEMENT ORDINANCE NO. 11337, AS AMENDED, PROJECT NO. 331070. WHEREAS, pursuant to Resolution 97-481, The City of Miami and Bennett Electric Service Co., entered into a contract dated July 25, 1997 for the construction of a sports field lighting system to illuminate a baseball field and future soccer field at Athalie Range Park, Capital Improvement Project No. 331070; and WHEREAS, subsequent meetings with the community, after the award of contract, revealed a desire for a professional football field instead of a shorter soccer field: and WHEREAS, an increase in an amount not to exceed $35,743.00 is required to cover the additional equipment, materials and labor needed to illuminate the future football field and the adjacent softball field that now lies within the new pole layout, as shown in the revised drawings; and CITY COON MEETING OF APR 14IM 98- 350: WHEREAS, with the imminent approach of the softball and football seasons, it is imperative this work be accomplished immediately, and it is not advantageous or practicable for this work to be bid separately; and WHEREAS, funds for the increase are available from previously appropriated Capital Improvement Ordinance No. 11337, as amended, C.I.P. No. 331070; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1 . The recitals and findings contained in the preamble of this resolution are hereby adopted by reference hereto and incorporated herein as if fully set forth in this Section. Section 2. By afour-fifths 14/5ths) affirmative vote of the City Commission, after a duly advertised public hearing, authorizing an increase in the scope of services and a corresponding 535,743 increase in the amount of compensation due under the agreement between the City of Miami and Bennett Electric Service Co. for the "Athalie Range Park Sport Lighting Project - Soccer/Baseball Field (Second Biddingl, B-6251 ", thereby increasing the total amount of the contract from 5116,642.00 to 5152,385.00, with funds therefor hereby allocated from Community Development Block Grant monies previously appropriated by Capital Improvement Ordinance No. 1 1337, as amended, Project No. 331070. BACKGROUND On July 25, 1997, after a formal competitive bidding process and by Resolution No. 97-481, the City Commission awarded a contract to Bennett Electric Service Co. for the Athalie Range Park Sport Lighting Project -Soccer/Baseball Field (Second Bidding), B-6251, Capital Improvement Project No. 331070. The project original scope of work consisted of the purchase and installation of .concrete poles with floodlight luminaires, underground wiring and electrical service equipment to illuminate an existing baseball field and future soccer field. After the award of contract, several meetings were held with the community, wherein many individuals expressed a desire for a professional football field, instead of the shorter soccer field. However, reconfiguration of the pole layout to accommodate lighting a football field will position two of the eight poles iri the outfield of the adjacent softball field (see exhibit "A"), thus rendering the field useless for softball. In order to maintain the use of the softball field, the revised design shows the two poles behind the foul lines of the softball field. To illuminate all three playing fields (baseball, football and softball) will require eighteen (18) additional floodlight luminaires and larger underground conduits and wires. The total cost of this additional work exceeds the contract by $35,743.00, which we believe is a fair and reasonable price.
