HomeMy WebLinkAboutR-98-0346J-98-359 3/23/98 RESOLUTION NO. 9 V 346 A RESOLUTION ALLOCATING FUNDS, IN THE AMOUNT OF SEVEN THOUSAND DOLLARS ($7,000) FROM COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, PROJECT NO. 799613, FOR THE REHABILITATION OF ONE (1) BUSINESS LOCATED IN THE EDISON/LITTLE RIVER TARGET AREA, IN COMPLIANCE WITH THE COMMERCIAL CODE COMPLIANCE PROGRAM, SAID ALLOCATION TO BE BASED UPON A 70%/30% MATCH BETWEEN THE CITY OF MIAMI AND THE BUSINESS OR PROPERTY OWNER. WHEREAS, the Commercial Code Compliance Program ("Program") was approved in the Twenty First (21 st) Year Community Development Block Grant application pursuant to Resolution No. 95-413; and WHEREAS, said Program is designed to promote code compliance in neighborhoods in the City of Miami, making this Program an important part of the City's economic development strategy; and WHEREAS, funds for said Program are available from the Community Development Block Grant Program; and WHEREAS, the properties to be rehabilitated pursuant to the Program are located within the Edison/Little River area; and WHEREAS, eligibility for assistance under said Program is based upon a 70%/30% match, with the City providing 70% (up to $7,000) per business, and the business or property owners providing 30% (up to $3,000) per business of the costs of correcting electrical violations; and a" common MMLTNG of! APR 1 4 1998 WHEREAS, the property that requires compliance has been reviewed by the City of Miami Neighborhood Enhancement Team (NET) and Pierre Toussaint Haitian Catholic Center, Inc., and has been found to be eligible for said Program; and WHEREAS, Pierre Toussaint Haitian Catholic Center, Inc., has the necessary expertise, and will provide the necessary services for the implementation of said Program and the disbursement of funds to the participating business, pursuant to a previously executed agreement; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Funds, in the amount of Seven Thousand Dollars ($7,000) are hereby allocated from Community Development Block Grant funds, Project No. 799613, for the rehabilitation of one (1) business located in the Edison/Little River Target Area, in conjunction with the Commercial Code Compliance Program. Section 3. Financial assistance provided by the City of Miami for the Program shall be based upon a 70%/30% match, with the City contributing up to Seven Thousand Dollars ($7,000) per participating business, and the business or property owner contributing up to Three Thousand Dollars ($3,000) per participating business. Section 4. Pierre Toussaint Haitian Catholic Center, Inc., has the expertise to implement said Program and upon completion of the Project, shall present all pertinent documentation and invoices to NET. Waite J. eman, City Clerk 3- 98- 346 Honorable Mayor and Members of the City Commission 'ROM Jose Garcia -Pedrosa City Manager RECOMMENDATION: CITY OF MIAM], FLOFIuA INTER -OFFICE MEMORANDUM CA=22 DATE April 14, 1998 FILE SUBJECT Commercial Code Compliance REFERENCESCity Commission Meeting of April 14, 1998 ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached resolution allocating Seven Thousand ($7,000.00) DollArs from the City of Miami Commercial Code Compliance Program, for the rehabilitation of one (1) business within the Edison/Little River target area. BACKGROUND: In an effort to promote code compliance within blighted City of Miami neighborhoods, the Code Compliance Program was implemented pursuant to Resolution No. 95-413 on May 25„ 1995, during the 21 ' Year of Community Development Block Grant CDBG) Program. The property has been cited by the Little Haiti NET Office for electrical violations. The correction of these violations will result in upgraded living conditions in the affected areas and increased benefits to the community. Therefore, it is requested that the City of Miami allocate CDBG funds in the amount of Seven Thousand ($7,000.00) dollars to Pierre Toussaint Haitian Catholic Center, Inc. for the implementation of the Commercial Code Compliance program for the following property: Edison/Little River Electrical Violation Dr. Cool/Autor Air Conditioning And Body Shop 245 N.E. 591h Street Miami, Florida 33137 The above mentioned enterprise would be allocated a maximum of ten ($10,000.00) dollar, with the City of Miami contributing 70% or up to seven thousand ($7,000.00) dollars, and the business or property owner contributing 30% or up to three thousand ($3,000.00) dollars. Pierre Toussaint Haitian Catholic Center, Inc., will assume responsibility for completing all pertinerit documentation, and will forward such information to the City of Miami NET, which will ensure that the electrical violations have been corrected and the property is brought up to code. 98- 346 Therefore, it is respectfully recommended that the attached resolution be adopted.
