A RESOLUTION ACCEPTING THE BIDS OF ED MORSE FLEET
SALES FOR THE PROCUREMENT OF FIVE (5) 1998 DODGE
NEONS, AT A COST OF $54,775 AND MAROONE DODGE
FOR THE PROCUREMENT OF ONE (1) 1998 DnnnF 1 tinn
VAN, AT A COST OF $14,386; SAID VEHICLES TO BE USED
BY THE PUBLIC WORKS DEPARTMENT; ALLOCATING FUNDS
THEREFOR FROM THE STORMWATER UTILITY TRUST
FUNDS, IN THE CAPITAL IMPROVEMENT PROGRAM,
"NATIONAL POLLUTANT DISCHARGE ELIMINATOR SYSTEM
CITY-WIDE", PROJECT 352277, AT A TOTAL PROPOSED
AMOUNT NOT TO EXCEED $69,161.00; AUTHORIZING THE
CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT
OFFICER TO ISSUE PURCHASE ORDERS FOR SAID VEHICLES.
WHEREAS, pursuant to public notice, sealed bids were received on January 21,
1998 for the furnishing of certain vehicles for the Department of General Services
Administration on an as -needed when -needed contract basis; and
WHEREAS, invitations for Bid No. 97-98-026 were mailed to fifty-eight (58)
potential bidders and eight (8) bids were received; and
WHEREAS, funds for these acquisitions are available from the Stormwater Utility
Trust Funds in the Capital Improvement Program, "National Pollutant Discharge Elimination
System City -Wide", Project No. 352277; and
WHEREAS, the acquisition of said vehicles are to be used by the Public Works
Department monitoring stormwater discharge systems City -Wide; and

WHEREAS, the City Manager and the Director of General Services Administration
recommend that the bids received from Ed Morse Fleet Sales for Item I-B, and Maroone
Dodge for Item III-C, be accepted as the lowest most responsible and responsive bids;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The bids submitted on January 21, 1998, by Ed Morse Fleet Sales for
the procurement of five (5) 1998 Dodge Neons, at a cost of $54,775.00; and by Maroone
Dodge for the procurement of one (1) 1998 Dodge 1500 van, at a cost of $14,386.00, in
a total proposed amount not to exceed $69,161.00, for use by the Department of Public
Works, are hereby accepted, with funds therefor hereby allocated from the Stormwater
Utility Trust Funds in the Capital Improvement Program, "National Pollutant Discharge
Elimination System City -Wide", Project No. 352277.
Section 3. The City Manager is hereby authorized to instruct the Chief Procurement
Officer to issue purchase orders for said vehicles.
Section 4. This Resolution shall become effective immediately upon its adoption.

ENCLOSURES:
It is respectfully recommended that the City, Commission adopt the attached
Resolution accepting the bids of Ed Morse Fleet Sales for Item I-B (compact cars), and
Maroone Dodge for Item III-C (Standard Size Light Cargo Vans), of Bid 97-98-026. Ed
Morse Fleet Sales, a non-minority/non-local vendor, located at 6363 N.W. 6th Way, Ft.
Lauderdale, Florida 33309 is the lowest, most responsible and responsive bidder for the
purchase of five (5) 1998 Dodge Neons, with a 5 year/75,000 miles extended warranty, in
a proposed amount of $54,775. Maroone Dodge, a non-minority/Dade Vendor, located at
21151 N.W. 2nd Avenue, Miami, Florida 33169 is the lowest, most responsible and
responsive bidder for the purchase of one (1) 1998 Dodge 1500 van, with 5 year/75,000
miles extended warranty, in a proposed amount of $14,386. Funds are available from the
Public Works Department's Stormwater Utility Trust Funds (non General Funds) in the
Capital Improvement Program, "National Pollutant Discharge Elimination System City-
wide", Project 352277, in the total proposed amount of $69,161.
BACKGROUND:
The Department of General Services Administration has analyzed the bids received
pursuant to Bid No. 97-98-026. Fifty-eight (58) invitations for bids were mailed and eight
(8) responses were received. These vehicles are to be utilized by the Public Works
Department in stormwater discharge monitoring activities. Currently, there are not enough
vehicles for Public Works to adequately perform their duties. Thereby, there is an urgent
need to purchase these vehicles.
