HomeMy WebLinkAboutR-98-0330J-98-348 3/18/98 RESOLUTION NO. 98 ` 330 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE PROFESSIONAL SERVICE AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH A DOMESTIC VIOLENCE ADMINISTRATOR, IN AN AMOUNT NOT TO EXCEED $40,000.00, AND THREE (3) SENIOR COUNSELORS, IN THE AMOUNT OF $26,866.66 EACH, FOR A PERIOD OF ONE (1) YEAR, FOR THE CITY OF MIAMI POLICE DEPARTMENT; ALLOCATING FUNDS THEREFOR, IN A TOTAL AMOUNT NOT TO EXCEED $93,733.32 FROM THE "STOP VIOLENCE AGAINST WOMEN" GRANT, ACCOUNT CODE NO. 142019.29123 5.6. 270. WHEREAS, the Department of Police has approximately 6,000 reported cases of domestic violence annually and investigated thirty-nine (39) domestic violence related deaths from 1994 to 1996; and WHEREAS, the Department of Police was awarded a STOP Violence Against Women Grant from the Office of the Governor, Task Force on Domestic and Sexual Violence; and WHEREAS, the STOP Violence Against Women Grant will provide funding for the current Domestic Violence Intervention Program; and WHEREAS, the grant will enable the Department of Police to create a process for rapid enforcement of legal remedies for domestic violence and for containing the offender CITY COM IISMON MEETING OF APR 1 4 1998 Resolution No. through direct and coordinated application of community resources and track the case until the victim is safe; and WHEREAS, this program will be called REACT and will place a culturally sensitive, highly trained staff person at the immediate scene of a domestic call in an effort to begin mobilizing resources to provide counseling and intervention support services; and WHEREAS, the grant includes funding for a Domestic Violence Administrator and two (3) Senior Counselors; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted by reference thereto and incorporated as if fully set forth in this Section. Section 2. The City Manger is hereby authorized ' to execute Professional Services Agreements, in a form acceptable to the City Attorney, with a domestic violence administrator, in the amount of $40,000, and three (3) senior counselors, in the amount of $26,866.66 each, for a period of one (1) year, for the Miami Police Department, with funds therefor hereby allocated, in a total amount of $93,733.32, from the "STOP Violence Against Women" Grant, Account Code No. 142019.291235.6.270. Section 3 This Resolution shall become effective immediately upon adoption. Foeman, City Clerk / FROM: Alejandro Vilarello, City DATE: April 16, 1999 RE: Scrivener's No. 98-330, adopted April 14, 1998 A review of our records indicate that the original executed resolution, identified as Resolution No. 98-330, adopted April 14, 1998, Item CA-1, does not properly reflect the total amount authorized by said Resolution. Calculation of the amounts indicated on said Resolution which authorizes the engagement for professional services of a Domestic Violence Administrator and three Senior Counselors is a total of $120,599.98. The Resolution in your possession reflects the amount of $93,733.32. A corrected Resolution was printed and distributed as Item CA-1 in the April 14, 1998 Commission package. However, the Agenda itself was never corrected. This memorandum may be attached to Resolution No. 98-330 so that any concern regarding said discrepancy is clarified. Copies of receipts, resolutions and minutes of meeting are all attached. Funding will be from the STOP Violence Against Women Grant, Account No. 142019.291235.6.270. BACKGROUND: The Department of Police has approximately 6,000 reported cases of domestic violence annually and has investigated thirty-nine (39) domestic violence related deaths from 1994 to 1996. From 1995 to 1997, the Miami Police Department received 12,344 calls for service that were domestic violence related. The STOP Violence Against Womerl Grant program will provide critical second year funding for the current Domestic Violence Intervention (DVI) Program. This will enable the Department of Police to expand the program by creating a process for rapid enforcement of legal remedies for domestic violence and for containing the offender through direct and coordinated application of community resources and track the case until the victim is safe. This program will be called REACT. The DVI REACT project will place a culturally sensitive, highly trained staff person at the immediate scene of a domestic call in an effort to begin mobilizing resources to provide as well as aid in getting legal and support services.
