A RESOLUTION DENYING THE APPEAL FROM, AND
AFFIRMING THE DECISION OF THE ZONING BOARD
PURSUANT TO SECTION 1800 OF THE ZONING
ORDINANCE OF THE CITY OF MIAMI, FLORIDA, THUS
AFFIRMING THE DENIAL OF THE CLASS I SPECIAL
PERMIT APPLICATION NO. 97-0308 ISSUED BY THE
ZONING ADMINISTRATOR ON OCTOBER 31, 1997, FOR
THE PROPERTY LOCATED AT 6102-04 NORTHWEST 7
AVENUE, MIAMI, FLORIDA.
WHEREAS, the Miami Zoning Board at its meeting of
December 8, 1997, Item No. 11, adopted Resolution No. ZB 127-97
by a four to zero (4-0) vote, DENYING the appeal of a Class I
Special Permit denied by the Zoning Administrator, as hereinafter
set forth; and
WHEREAS, the City Commission after careful consideration of
this matter, finds that the applicant/appellant has not met the
necessary requirements for the issuance of a Class I Special
Permit as hereinafter set forth and therefore deems it advisable
and in the best interest of the general welfare of the City of
Miami and its inhabitants to deny the herein appeal, affirm the
decision of the Zoning Board, and affirming the denial of the
Class I Special Permit Application No. 97-0308;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The decision of the Zoning Board to deny the
appeal pursuant to Section 1800 of the Zoning Ordinance, of the
City of Miami, Florida, as amended, of the denial of the Class I
Special Permit Application No. 97-0308 by the Zoning
Administrator on October 31, 1997, to allow a dance hall on
property located at 6102-04 N.W. 7th Avenue, Miami, Florida,
legally described as Lots 1 through 7, Lots 25 & 26 and the east
30' of Lot 8, Block 1, BAYAMI PARK, according to the Plat
thereof, as recorded in Plat Book 13, at Page 68, of the Public
Records of Dade County, Florida, currently zoned SD-1 Martin
Luther King Boulevard Commercial District, is hereby affirmed,
the appeal is hereby denied, and the Zoning Administrator's
denial of the Class I Special Permit Application No. 97-0308 is
hereby affirmed.
Section 3. This Resolution shall become effective
immediately upon its adoption.

Class I Special Permits are mandated by code to be reviewed under
the considerations, standards, findings and determinations as
provided by Section 1305, of Zoning Ordinance 11000, as amended.
One subsection in particular, entitled `Control of potentially adverse
effects generally' states that "review for appropriateness shall be
given to potentially adverse effects generally on adjoining and
nearby properties, the area, the neighborhood, or the city, of the use
or occupancy as proposed, or its location, construction, design,
character, scale or manner of operation."
The Model City NET Service Office reviewed the referred Class I
Special Permit for the proposed use of a dance hall on the property.
After consultation with the Police Department their recommendation
was for denial of the application based on the following reasons.
• Disapproval from community residents.
• Increased excessive noise from vehicles.
• Dance Hall will increase police calls for service to the area,
i.e. drug activities, loud music, youth hanging outside creating
disturbances.
Since these objections represented a potential adverse effect on
adjoining and nearby properties, and the neighborhood, and no
remedial measures could be agreed upon by the parties involved, the
application was denied.

of use are of a nature requlling mandatory technical determinations or reviews to establish
special conditions and safeguards. In general, such deiernAnations and reviews .vill

This Class I Permit is likely to have a small but potentially adverse impact on
adjacent and nearby properties as noted by the NET Administrator and the
Police Lieutenants comments. Provisional recommendation for a trial period of
60 days to be re-evaluated at that time for final approval is a possible solution to
head off any potential adverse impact. After final approval, evaluations are to
continue every 90 days for the period of one year. The conduct of the business
and harmony with the community shall be taken into consideration. If justifiable
complaints are filed during the evaluation period, this Class I Permit and all
licenses shall be rescinded.
Applicant needs to make appointments with the plans examiner to review the
layout for all the disciplines proposed for the change of -use and occupancy.
Particularly with the Fire Department in regards to egress and life safety issues,
Plumbing Department in regards to toilet facilities.
This business shall not operate until all building permits, and required licenses
are obtained with approvals. Attached are standards for Zoning Ordinance
Article 13 (see attachment A), Article 14 (see attachment B), and City Code
Article II Section 5:31-46 (see attachment C), Chapter 46 (see attachment D),
Chapter 36 (see attachment E), and Chapter 22 Section 22-2 thru 22-12 (see
attachment F) these standards shall be applied to this application. In addition,
Off Duty police is recommended for security and traffic control. Business hours
are stated in Article II of attached City Code.

foods served or consumed. We will have vending machines for the purpose of refreshments.
We will have two persons on site For waste control, before, during and after each event held.

What is a "Listening Project"?
A Listening Project is a community organizing tool utilized by community -based groups (often
working in coalition with their allies) that, when used as part of a comprehensive organizing
effort, can help accomplish the following:
* Solicit input, involvement and leadership of area residents in community action
projects.
* When issues and ideas divide communities into opposing camps, a LP can help groups
build bridges and open up lines of communication that were once closed.
* Help build partnerships and relationships that will enhance unified community action
efforts.
* Identify the strengths and assets of individuals, organizations/associations and local
institutions that exist in a neighborhood so that they can be mobilized for community
action and community development efforts.
* Identify issues that people care about and believe challenge the well being of their
neighborhood.
* Discover potential strategies to address these challenges through the wisdom, creativity
and experiences of the people that are best situated to develop those strategies-- the people
of that neighborhood.
* Help build the capacity, leadership ability and exposure of a resident leadership group
or community based organization.
* Disseminate information about the work of a community based organization and/or
community coalition and learn how they can shape their activities and services to better
serve the people in that area.
There are 6 stages involved in a Listening Project, they are:
Stage 1: Building a Working Coalition
Stage 2: Developing Resources for the Listening Project
Stage 3: Planning the Listening Project
Stage 4: Community Outreach
Stage 5: Implementation
Stage 6: Evaluation

Summary of how to conduct a Listening Project(LP)
Here are actions that typically take place in each of the 6 stages in the LP process:
Stage 1: Building a Working Coalition
* A person or team of people takes on the role of "Community Facilitator" committed to
supporting the development of a resident leadership team and helping to form partnerships and
coalitions committed to positive community development in the target neighborhood.
* A resident leadership team (possibly a neighborhood association, resident council, or
community based organization) builds its capacity over time so that it can take the lead in
organizing the target neighborhood.
* Partnerships are formed between the resident leadership group and "Community Supporters",
which are individuals (residents and non-residents) and organizations (such as local government,
churches, social service agencies, universities, businesses, technical advisors) committed to the
well being of the target neighborhood.
Stage 2: Developing Resources for the Listening Project
* People from the coalition hear about an organizing tool called a "Listening Project", think that
it may be something useful to support their efforts and gets more information about what a LP
is through requested materials or inviting a LP Trainer or LP Organizer to do a presentation.
* The coalition decides that a LP may be a useful process to help them accomplish their
community development goals and finds out what resources are typically needed to conduct an
effective LP.
* The coalition begins to develop those resources by:
- Sending a person or a team to a training of Listening Project organizers.
_ Deciding what groups and individuals they would like to be a part of the LP
Coordinating Committee, approaching them with information about the LP tool and their
thoughts about how it might be utilized in the target neighborhood, and beginning
discussions with them about the possibility of their participation and role in a LP.
Arranging projects and work so that the LP can be a primary focus of the coalition for
a period of 5-8 months.
- Identifying and approaching sources of possible financial support for the LP.

Stage 3: Project Planning
* A LP Coordinating Committee is formed to plan and implement the LP.
* The LP Coordinating Committee forms working subcommittees to plan and carry out
the various tasks.
* The LP Coordinating Committee meets regularly to coordinate efforts, review the
suggestions of the subcommittees and make decisions about how to move forward.
* The LP Coordinating Committee goes through an extensive goal setting process that
leads to the development of a questionnaire.
* The LP Coordinating Committee plans the logistics of a LP Training and neighborhood
interviews.
Stage 4: Community Outreach
* The LP Coordinating Committee and others that are willing to assist, reach out to
residents of the target neighborhood to prepare them for the LP interviews.
* Additional residents of the target neighborhood and other community supporters are
recruited to attend a LP training and help conduct interviews.
* A public relations/media campaign to generate interest, excitement and support for the
activities of the Listening Project is conducted.
* Goods and materials from the entire community are solicited to support the activities
of the LP.
* A LP Training that prepares residents and community supporters to conduct interviews
is held.
* Neighborhood interviews are conducted.
Stage S: Implementation
* The responses from the interviews are compiled into a report that is shared with those
interviewed as well as others interested in the well-being of that neighborhood.
* A community meeting is held where, using the compiled responses of those interviewed
as a guide, next steps and action plans are developed and set in motion.
* The coalition continues to coordinate the use and mobilization of assets, identified
through the LP, to accomplish stated community development goals.

Stage 6: Evaluation
* The LP Coordinating Committee reviews the goals that they established for the
Listening Project and determines to what extent they were or were not met. The
committee also reviews the process of working together on the LP -- What went well?
What was difficult?, What did we learn?
* The LP Coordinating Committee makes recommendations to the coalition about how
to sustain the organizing that the LP gave momentum to. These recommendations are
based on input gained from the interviews, planning done at the community meeting, and
lessons learned from the evaluation process.

Examples of Listening Projects
The United Sisters of Pleasant City, a CBO in an African -American West Palm Beach
neighborhood, sponsored a Listening Project to solicit resident input and involvement in the
planning and implementation of a youth center in their neighborhood.
United Sisters received funding, after they sponsored the Listening Project, and are
currently providing ongoing services and support to children and families in their own
neighborhood. The "Youth House Center" is currently under construction and nearing
completion.
The Orange Avenue Family Involvement & Community Development Team (FMCDT), a
group of residents in a 200-apartment public housing neighborhood in Tallahassee, sponsored a
Listening Project to help build relationships with other residents, educate their neighbors about
FI&CDT activities, identify activities and programs that people in the neighborhood wanted to
establish, and invite residents to help FI&CDT establish these community -building efforts.
FI&CDT is entering its 5th year as a team with 2 part time and 2 full time residents
staffing community organizing and action efforts.
The Taylor County Leadership Council (TCLC), a civic organization operating in a largely
rural North Florida county, sponsored a Listening Project to identify and "map" the assets of
people and organizations in the area.
The Council is currently in the process of mobilizing these assets to create a multi -service
community center in Perry, Florida. The Center will be housed in the area's historic
African -American school which is now owned by TCLC.
Espanola Citizens in Action is currently sponsoring a Listening Project in their Northeast
Florida neighborhood near Bunnell. The project is focused on forming a strong, culturally
diverse neighborhood association that can obtain needed public services, and develop family
support services and small business initiatives in the area.
In Harlan County, Kentucky, the groundwater and soil of the town of Dayhoit is severely
poisoned by chemicals from a plant that cleans mining equipment. Health problems are
widespread, but many residents are uninformed or afraid to speak out. The Concerned Citizens
Against Toxic Waste (CCATW) used a Listening Project to document the effects of the
contamination and to educate people. They found so many new supporters that their new
problem was "How to involve them all?"
The Listening Project helped people bring out things that normally they won't talk about.
It really helped with the kidney study we just finished. People were so willing to
participate because of the positive contact we'd made through the Listening Project.

In Keysville, Georgia, African American organizers responded to white opposition and hostility
by doing a Listening Project in the white community. The project opened up communication and
enabled Keysville organizers to find unexpected support among whites.
I don't think we could have done this without their help. I believe they played a positive
role in opening communication and helping us understand each other and how to work
together.

In the North Carolina mountains, a Western North Carolina Alliance Listening Project helped
increase public and government support for recycling and environmental protection. A separate
project with the Toe River Health District helped women increase public and business support
for women who choose to breastfeed their children.
I've never thought about all this before. Nobody seems to care what people here in the
trailer park think. But now I'm really thinking.

Last week a large factory employing primarily women, agreed to have an electric breast
pump placed in their facility. We all feel the project was a huge success.

In Asheville, North Carolina, a Listening Project helped dispel misinformation and reduce
tensions in a neighborhood fighting development of an agency home for men with AIDS. The
home is now in operation.
One family with four children had signed the petition after being told that their kids could
get AIDS by shaking hands —or if a person with AIDS sneezed in the yard next door.
After talking with the Listening Project volunteer, the father expressed a change in
opinion. "You know, may if our kids grew up with a person with AIDS next door, our
children might become sensitized to people with needs like that."

Miami -Metro Weed and Seed executive director, Wayne Rawlins, states "The purpose of the
technology initiative is to prepare youth and adults in the Weed and Seed target area of Liberty City
with the skills needed to compete and succeed in the 21St century". The computer teaming center will
offer computer training using a comprehensive curriculum that includes basic computer fundamentals,
word processing and the use of the electronic mail and the Internet. The curriculum, developed by
The National Urban Technology Center (UTC), is designed to demystify technology and teach
employable skills in a community that has previously had only limited access to this technology.
Weed'and Seed is a comprehensive U.S. Department of Justice initiative to revitalize Liberty City.
The Weed and Seed family is comprised of ten law enforcement agencies and more than 70 Federal,
State, and local social and economic agencies all working together, with the residents of the
community, to restore safety and social economic well-being to the neighborhood.
