A RESOLUTION AUTHORIZING AND DIRECTING THE
CITY MANAGER TO PAY SIX (6) MONTHS SEVERANCE
SALARY AND MEDICAL BENEFITS FOR TWENTY-FOUR
(24) MONTHS TO FORMER CITY ATTORNEY A. QUINN
JONES, III; SAID SEVERANCE SALARY IS SUBJECT
TO THE DEDUCTION OF AN OUTSTANDING LOAN, IN
THE AMOUNT OF APPROXIMATELY $19,000; FURTHER
DIRECTING A. QUINN JONES, III TO EXECUTE A
GENERAL RELEASE FROM LIABILITY, THEREBY
RELEASING THE CITY OF MIAMI, THE CITY
COMMISSION, ALL CITY EMPLOYEES, BOARDS,
AUTHORITIES, COMMITTEES, AND THE OVERSIGHT
BOARD LEGAL AFFAIRS COMMITTEE, AS WELL AS THE
LEGAL AFFAIRS COMMITTEE OF THE MIAMI CITY
COMMISSION.
WHEREAS, A. Quinn Jones, III, has served the City of Miami
since May, 1983, with honor and distinction, initially as
Assistant City Attorney, Deputy City Attorney, and ultimately,
City Attorney; and
WHEREAS, during his tenure, he served as General Counsel to
the City of Miami, served as Counsel to the CILI C",,ai►ission and
all City boards, committees and authorities, supervised a staff
of forty-six, including twenty-three full-time staff attorneys
who have represented the City in all types of litigation,
including personal injury, workers' compensation, civil rights,
construction, contract claims, code enforcement violations, and
civil service cases; and

WHEREAS, Mr. Jones was also ultimately responsible for
drafting and negotiating all City contracts, including
development and redevelopment agreements, and the preparation of
in excess of one thousand pieces of legislation each year; and
WHEREAS, the Miami City Commission desires to acknowledge
Mr. Jones' service to the City of Miami, it is now fitting and
proper that this severance package be provided in recognition and
gratification of his fifteen years of dedicated service;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. (a) The City Manager is hereby authorizedl/
and directed to pay six ( 6 ) months severance salary and medical
benefits for twenty-four (24) months to former City Attorney
A. Quinn Jones, III, subject to A. Quinn Jones, III executing a
general release from liability, thereby releasing the City of
Miami, the City Commission, all City employees, Boards,
Authorities, Committees, and the Oversight Board Legal Affairs
Committee, as well as the Legal Affairs Committee of the Miami
City Commission.
l� The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

(b) The severance salary, subject to the
deduction of an outstanding loan, in the amount of approximately
$19,000, and medical benefits are those to which Mr. Jones was
entitled to on his last day of employment, and payment for same
shall be retroactive to the date of January 27, 1998.
Section 3. This Resolution shall become effective
immediately upon its adoption.

GENERAL RELEASE
KNOW ALL MEN BY THESE PRESENT:
That A. Quinn Jones, III ("Releasor"), for and in consideration of the sum of Ten and No1100
($10,00) Dollars, or other valuable consideration, received from The City of Miami, the receipt
whereof is hereby acknowledged, for himself and his successors and assigns, hereby absolutely
and irrevocable rPm4s. releases, arequits, sati§fies and forever discharges the City, its officials,
employees, administrators, agents, consultants, committees and members therein; iiiduding
without limiting the generality of the foregoing, the Emergency Financial Oversight Board
appointed by the State of Florida and all committees and subcommittees thereof, the Legal Affairs
Management Committee appointed by said Oversight Board, the 1997-1998 Gort Law
Department Review Committee of the Commission of the City of Miami, and all members of said
committees and subcommittees, whether public employees or private citizens, the Mayor and all
members of the City Commission, and their respective heirs, executors, administrators, personal
representatives, successors and assigns (the "Releasees"), of and form any and all causes of
action, actions, suits, obligations, liabilities, debts, dues, sums of money, costs, expenses,
accounts, reckoning, bonds, bills, specialties, controversies, covenants, contracts, promises,
variances, trespasses, damages, judgments, claims and demands whatsoever (collectively
"Claims"), including, without limitations, Claims that are presently unknown, unsuspected,
unanticipated or undisclosed, whether at law, or in equity, which Releasor ever had, or now has,
or which he or any of his successors or assigns hereafter can, shall or may have, against the
Releasees, or any of them, by reason of any matter, cause or thing whatsoever, which arose on or
before, or which is directly or indirectly based on any act, omission or circumstance that•,oecurred
on or before, the delivery of this Release to the City.

draft resolution proposing Severance Salary and Medical Benefits
to be received by former City Attorney A. Quinn Jones, III. The
severance and benefits' periods on the draft have been left
blank, and will be modified as such information is determined by
the City Commission.
I am submitting this Resolution for placement on the City
Commission Agenda of March 24, 1998, as directed by Vice -Chairman
